A permit for this project will be issued to you upon meeting the below listed criteria, 1. The fence must be installed no less than 7 feet from the existing paved cul-de-sac road. 2 The fence rnust be constructed in such a manner that it does not disturb or require relocation of your neighbor's mailbox. 3, Utility locater service is contacted and marks the location of existing utility lines. 4. Pay an annual fee to the City of S 10.00. 5. The first seven (7') feet fence span will be four (4') foot high. The next thirty-eight (38') feet of front yard fence installation will be six (6') feet. We reque3sSp install a fence for two reasons: privacy and deterrence of an invasive plant ide neighbors planted raspberry stock four inches (4") from property line approximately 5/2007, six months after lot line had been determined. Invasive nature of raspberry plants discussed with neighbor within a week of planting. We were assured by Dan Springer, current property owner and neighbor, he would manage growth of raspberry plantings. His efforts did not include monitor nor prevention of extensive root system growth into our property by at least two feet six inches (2'6") (photos attached). We informed Mr. Springer on 2/18/2008 that because the raspberries root system and starts were invading our yard, we would be digging a trench and putting up a fence to deter them from further growth into our property. We also asked him to remove his mailbox off of our property to give way to the fence. Subsequently, we removed an extensive raspberry root system 2/2112008. Root system retained as proof of growth. Height of fence is to deter raspberry fruit from higher parts of plant dropping inadvertently onto our property. Installation will include a twelve (12) to eighteen (18) inch deep trench lined with weed barrier, stacked concrete blocks and three quarter inch (314%) minus backfill rock. Additionally, lately Bailey, the Springer's Golden Labrador, has nosed out of his latched fence gate on two occasions and entered our yard to mark it by urinating on plants (as evidenced by partly by surveillance video footage and personal witness). The fence will be cedar and treated wood, and look similar to the photograph provided with height differences outlined in the elevation plan. Existing landscape includes evergreen shrubbery, flower bulbs and evergreen ground cover. Landscaping will be removed for fence installation and replaced upon installation of fence. Only one fence exists in our neighborhood. Our property sits at the end of a cul-de-sac that backs up against a green belt. We are unaware of any "increased setbacks" on this property. The fence sides will not face the street, they will be perpendicular to the cul-de-sac. The cul-de-sac has no sidewalks in its immediate diameter. Thank you for your consideration.
