S080155) Dear Mr. Bowen: I have reviewed your email of February 20, 2009 and revised site plan detail received on March 5, 2009 wherein you request revisions to the approved Sign Variance for the Valley Medical Center campus (LUA08-030 and Sign Permit S080155). The requested revisions include: • The relocation of two.proposed signs at the Valley Medical Center campus identified as the primary gateway sign (E01) and a secondary vehicular directional sign. (E04.4). Analysis of Request I have analyzed the variance revisions requested in your email of February 20, 2009 and site plan detail revisions received on March 5, 2009. My analysis follows: The Valley Medical Center Sign Variance was approved on June 13, 2008. The approval was for 16 freestanding signs. Ten of these signs were additional new signs, new replacement signs (for existing signs to be removed) and a new sign base with additional sign text. The approval encompassed variances from the required number, area, height, and location of 10 new signs from the Sign Regulations (RMC 4-4-100) for the property located at 400 South 43`d Street. Two of these new signs are the subject of these requested revisions. The primary gateway sign (E01) and the secondary vehicular directional sign were approved at the northwest corner of Talbot Road South and South 43T. Street. Access to the development is provided from four driveway access points onto Talbot Avenue South and two driveway access points onto South 43'd Street. Renton Municipal Code Section 4-4-100E.5 limits the number of freestanding, ground, roof, and projecting signs permitted on a parcel within a commercial or industrial zoning designation to one for each street frontage the business gains access from. The Valley Medical Center campus gains access to the site along two street frontages (Talbot Avenue South and South 4P Street) and is permitted to have two freestanding, ground, roof, or projecting signs. To exceed the number, height, area or permitted location of permitted freestanding, ground, roof, or projecting signs, administrative variances must be granted. The applicant, Tubeart, is requesting approval of variances which would encompass a total of 16 signs. Ten new freestanding ground signs are proposed. The location of these proposed signs is indicated on the Campus Site Plan (Exhibit 3). Such expansion, the applicant states, necessitates a uniform and clearly visible directional sign system with clear messaging text. The signs are compatible with the existing medical facility architecture, with white text backgrounds and a modern sans serif font. The applicant states that the new signs would be more easily read from greater distances allowing drivers to make directional decisions earlier and safer. D. Findings Having reviewed the written record in the matter, the City now makes and enters the following: I) Request. The applicant has requested approval for an administrative variance from the required number, area, height, and location of ten (10) new signs from the Sign Regulations (RMC 4-4-100) for the property located at 400 South 43`d Street. 2) Administrative Variance: The applicant's administrative variance submittal materials comply with the requirements necessary to process a variance. The applicant's site plan and other project drawings are provided as Exhibits 3 through 7. 3) Existing Land Use: Land uses surrounding the subject site include: North — medical office uses: South medical office, single family residential and retirement facility uses; East — medical office and single-family residential uses; West — Valley Freeway. Consistency with Variance Criteria RMC 4-9-250B.5 lists four criteria that the Reviewing Official is asked to consider, along with all other relevant information, in making a decision on an Administrative Variance application. The four criteria are: a. That the applicant suffers undue hardship and the variance is necessary because of special circumstances applicable to subject property, including size, shape, topography, location or surroundings of the subject property, and the strict application of the Zoning Code is found to deprive subject property owner of rights and privileges enjoyed by other property owners in the vicinity and under identical zone classification: The applicant contends that special circumstances apply to the subject site which imposes undue limitations. The applicant believes that current signage is ineffective and that the proposed new signs would more effectively direct drivers to emergency facilities; clearly defines the campus perimeter and direct drivers to their destinations more quickly and safely. The applicant further contends that since the Valley Medical Center provides a unique benefit to the City of Renton and to the region, it should be clearly identified and recognizable. The applicant states that the ten proposed new signs would be taller than the existing signs and designed to fit into the landscape, match the architecture of the buildings at the base of the signs, and the white sign faces would highlight the sign text against the green background of surrounding trees. The applicant further contends that the shape, topography, and size of the site make the placement of the proposed new signs necessary. b. That the granting of the variance will not be materially detrimental to the public welfare or injurious to the property or improvements in the vicinity and zone in which subject property is situated: The Valley Medical Center provides a unique service to the City of Renton and to the region at large. The proposed signs would enhance the facility in terms of making it more identifiable and facilitate locating its varied services. Staff supports the new signs and has determined that they would not be materially detrimental to the public welfare or injurious to the property or improvements in the vicinity and zone. The variance request is to exceed the number of signs, sign area, location, and height. The ability to clearly identify the various medical facilities on the Valley Medical Center campus through the placement of the proposed signs may, in fact, enhance the public welfare by avoiding confusion in more efficiently directing drivers to their medical destinations. C. That approval shall not constitute a grant of special privilege inconsistent with the limitation upon uses of other properties in the vicinity and zone in which the subject property is situated: Because the Valley Medical Center is such a unique use, the approval of the variance request would not provide the applicant with special privilege inconsistent with the limitation upon uses of other properties in the vicinity or zone. The current sign regulations of the Renton Municipal Code do not address signage needs of such a diverse facility. d. That the approval as determined by the Administrator is a minimum variance that will accomplish the desired purpose: The applicant contends that the request is a minimum variance needed in order to more effectively direct drivers to emergency services, clearly define the Valley Medical Center campus perimeter, and direct drivers to their destinations more quickly and safely. The Valley Medical Center has operated in good standing for many years. The proposed signage would play an important role in identifying the Valley Medical Center and its various services. F. Conclusions The subject site is located at 400 South 43'd Street, within the Commercial Office (CO) zoning designation. The sign regulations for the proposed site are covered under the Sign Regulations of the Renton Municipal Code (RMC 4-4-100). The analysis of the proposal according to variance criteria is found in the body of the Staff Report. G. Decision The Administrative Sign Variance for the Valley Medical Center Sign Variance, File No. LUA08-030, V-A, V-A is approved subject to the following conditions: The variance encompasses the sixteen (16) freestanding signs identified on Exhibit 3, Valley Medical Center Campus Site Plan. Ten (10) of these signs are described in the staff report as being additional new signs, new replacement signs (for existing signs to be removed) and a new sign base with additional sign text. The Valley Medical Center exterior signs have three primary purposes noted below. Since the current sign code does not address the special needs of the hospital campus, we would like to address those needs. Valley Medical Center commissioned new campus signage because the current signs are ineffective. The new signs will more effectively direct drivers to emergency, clearly define the campus perimeter and direct drivers to their destination more quickly and safely. 1). The new signs will show incoming patients quick and clear access to the emergency entrances. The letters "EMERGENCY" are designed for maximum size and sit high on the sign face for easy recognition. Drivers in an emergency situation must be able to find the entry as fast and easily as possible. 2). The intention is to define the perimeter of the VMC Campus with the new signs. In an environment with many Medical Clinics and more to come, we feel we need a uniform and highly visible wayfinding system with clear messaging. This hospital provides a unique benefit to the city of Renton and as such should be clearly identified and recognizable. Our desired sign heights accomplish that purpose with the hospital's logo at the top. These signs are taller than the existing, but they are designed to more tastefully fit into the landscape. The signs are designed to match the architecture of the buildings at the base of the sign, while the white faces are designed to highlight the messaging against the green background of trees. The modem sans serif font is more easily read. Also, our signs will comply with the visual triangle and setback distances noted in the current code. This variance request swill not have any detrimental to the public welfare or injurious to the property in the vicinity and zone in which the property is situated. 3). Additional signs are needed in order to have one sign at each street entrance. Talbot alone has four primary entrances to the VMC campus. Taking site -lines and sign positioning into account, we feel our sign heights and sign placement are designed to avoid the visual obstructions caused by traffic, parked cars and trees. These signs can be more easily read from greater distances so that drivers' decisions can be made earlier and safer. The new signs will add clarity and consistency to the campus, helping people find their destination more quickly and easily. This request does not constitute a grant of special privilege of other properties in the vicinity and zone in which the property is situated. 4).
