Conditions of Approval: 1. During the time period of May 2008 through March 2009, no more then 35 buses shall be stored on site. 2. During the time period of April 2009 through September 2009, no more than 91 buses shall be stored on site. 3. Maintenance activities and fueling of buses shall be prohibited on site. 4. Spare buses shall be j,urked nearest to Hardie Avenue to facile—e in noise mitigation. 5. Bus Storage area shall be fenced; sight obscuring fencing shall be provided along all sides of the property, except to the south along the BNSF Railway. 6. Refuse and recycle shall be provided on site as noted in RMC 4-4-090. 7. The Department of Community & Economic Development Administrator may revoke the temporary use permit upon ten (10) days' written notice, unless an emergency exists, in which case the Administrator may declare such an emergency and immediately revoke the temporary use permit. 8. The site is approximately 3.67 acres (159,793 SF) located between Hardie Ave SW and Renton Center Way SW at S 41h PI, in Renton, WA 98055. The parcel is zoned Commercial Arterial (CA) and parcels to the north, east, and south are similarly zoned Commercial Arterial (CA). The parcel directly to the west is zoned Residential Multi - Family (RM-F) and includes a multi -family housing development. The proposed site is vacant and primarily paved with asphalt. An unpaved area with a gravel base exists in the northwestern portion of the site. Existing utilities on the site include water, sewer and storm systems. Overhead electrical wires are identified on the survey, and lighting suggests secondary electrical feeds are present within the parking lot area. Drainage conditions on the site are sheet flow on asphalt to catch basin collection points. The soil type is unknown, however it is assumed the site is till, generally consistent with the surrounding area. Based on the site's previous use as a parking lot, and existing site conditions, soils are deemed to be suitable for the intended temporary use. There are no special site features on the site. The proposed temporary use is for bus and employee parking during redevelopment of the District's Transportation Center, which received its land use permit from the City in early December. The City's file number for that project is LUA-07-122. Access The primary access for the site will be Hardie Ave SW via a short section of S 411, PI. Secondary access to the site will be provided via S 4rh PI on the eastern portion of the site. All employee vehicles will arrive and depart from Rainier Avenue via S 41h PI. All buses will arrive and depart from Hardie Avenue SW. No off -site improvements are proposed. Duration and Phases The duration of the Temporary Use is anticipated to be approximately 15 months, from mid -.tune, 2008, through mid -September, 2009. There are two phases proposed, distinguished by the quantity of buses on site, with each phase having two sub -phases, based on bus activity_ Phase 1 A - Mid -June through Auclust_2008. Phase 1 A primarily occurs during summer vacation. Approximately 35 buses will be stared on site, Including approximately 9 spare buses used as back-up. There will be minimal bus activity (i.e., maintenance -related trips)during summer vacation. Phase 1 B - September 2008 through mid -April 2009. Phase 1 B. occurs during the academic year. Approximately 91 buses will be stored on site, including approximately 18 spares, used as back-up. The 73 active buses will be in full service during this two month period. Phase 213 - Mid -June throw h mid -August 2009. Phase 2B primarily occurs during summer vacation. Approximately 91 buses will be stored on site, including approximately 18 spares, used as back-up. There will be minimal bus activity during summer vacation, with approximately 10 buses in service during the 8-weeks of summer school. Temporary Site Improvements A temporary "dry" trailer will be provided for the bus drivers' use. One to three separate temporary sanitary facilities ("sanikans") will also be furnished. Additional drivers' amenities, including restrooms, will be available at the Transportation Center site. Ninety gallon trash and recycle "totes" will be provided, with weekly disposal service. Fencing will be erected around the bus storage area prior to parking any buses onsite. Screening will be provided along Hardie Avenue SW as well as the eastern portion of the site where it abuts commercial uses. It is anticipated that the fencing will be removed, together with all other temporary facilities and utilities, no later than October 2009. There will be no cut, fill or grading activity associated with the unpaved portion of the site immediately south of LA Fitness. It is the District's intention to maintain the existing onsite storm water conveyance system and re-establish existing gravel surfacing for soil stability. No frees will be removed from the site. Since no permanent improvements are being proposed, estimated construction costs and market value are not applicable. No off -site improvements are proposed. Daily Schedule During Phases I A and 213, both of which run from June through August, the site will primarily be used for bus storage. During these phases buses may be started for travel back and forth between the existing Maintenance Center at 1220 North 4th Street between the hours of 7:00 AM and 4:00 PM. As mentioned above, approximately 10 buses will be in summer school service during Phase 213. There are s:x periods each weekday during which buses would either be exiting or entering the site, as follows. Buses would be exiting the site starting at 5:45 AM until 7.30 AM. Buses would be returning to the site starting at 8:30 AM and continuing until 10:00 AM. Mid -day buses would start departing the site at 10:45 AM until 1 1:30 AM. Buses would be returning between 12:00 noon and 1:00 PM. Buses would then be departing the site between 1:15 PM and 2:20 PM. Buses would start returning of 3:30 PM and continue until 5:30 PM. Activities 4ccuring on the Site There are no scheduled maintenance activities planned to occur on site. All scheduled maintenance will occur at the Transportation Center. Although buses carry chains, schools are generally closed on snow days, and buses do not run. Lubricants such as engine oil and antifreeze may need to be added to buses from time to time, but this is normally handled as part of regularly scheduled maintenance. There will be no fueling of buses on site. All fueling will be done off -site. The some rules would apply at the site that are currently in effect at the Transportation Center, €e; no smoking, no alcohol or illegal drugs, no skateboarding, no weapons, no fireworks. Measures to Reduce the Potential for impacts on Nearby Residences During Phases 1 A and 1 B, all active buses will be parked along the south side of the property, adjacent to the BNSF railroad right-of-way to reduce the potential for noise impacts on the residential development to the west. During Phase 2, buses will be parked around the perimeter of the designated, fenced portion of the site. The District is planning on parking 14 short (SPED) buses and 21 large buses during Phase 1, and 57 large buses and 34 short buses during Phase 2. There will be no difference in the noise factor of these buses, and both require the same amount of warm up time, approximately 15 minutes per bus. The proposed plan minimizes the number of buses onsite to the greatest extent possible, thus minimizing the impact on the residents across Hardie Avenue. The spare buses, which are not used on a regular basis, will be parked nearest Hardie as a means to mitigate noise impacts on the residential area to the west in the morning hours. Construction activities will include the following: Phase 1: Construction activities associated with preparing the temporary use site for Phase I activities are scheduled to being June 2 and end June 19, 2007, and will include the following: • Erecting temporary fencing and screening where applicable around the site, • Removal of some extruded concrete curbing, • Pruning of several trees, and removal of several shrubs, • Installing mobile office and associated appurtenances, including portable toilets and garbage/recycling totes. Phase 2: Construction activities associated with Phase II will occur in July, 2008, and will include: • Re-establishing the existing gravel surfacing on the unpaved portion of the site, • Storm drainage maintenance. Reconfiguration of fencing to accommodate Phase 2 bus storage will occur the first week of April, 2009. Activities associated with preparing the site for the proposed temporary use will be conducted between the hours of 8am and 5pm. No transportation/hauling routes are proposed given the limited amount of trips associated with site preparation.
