RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pin, Monday through Friday unless otherwise approved by the Development` Services Division. Within thirty (30)-days of completion of grading work, the applicant shall hydroseed or plant an appropriate ground cover over any portion of the site that is graded or cleared of. vegetation and. where no further. construction work will occur within ninety (90)-days. NE STORM SYSTEM LUA08-051, ECF, CAR Report of June 9, 2008 Page 2 of 6 PART ONE: PROJECT DESCRIPTION I BACKGROUND The applicant is requesting a SEPA Environmental Review for a new stormwater drainage system. As proposed, the new system would collect stormwater runoff from Dayton Ave NE and NE 22"d St. and discharge into an existing stormwater collection system. The existing system is located within the rights -of -way of Camas Ave. NE and NE 23`d St. (Exhibit 1). The existing stormwater collection system drains into an existing 24-inch stormwater pipe in Aberdeen Ave NE and eventually discharges into May Creek about 0.5 miles to the north. The purpose of the project is to install a drainage system to eliminate the flooding in the subject streets and on adjacent properties. The project is located within the Honey Creek Ridge neighborhood that is dominated by single-family homes. All portions of the project are located within the Residential Single Family Comprehensive Plan Land Use Designation, and within the Residential-8 (R-8) zoning designation (Exhibit 2). The applicant has obtained a permanent utility easement (Exhibit 3) and a temporary construction easement (Exhibit 4) from John D. Tunis of 2302 Camas Ave NE, a permanent utility easement (Exhibit 5) from Carl and Linda Gould of 2223 NE 23`d St., and a temporary construction easement (Exhibit 6) from James and Tina Boyd of 2324 NE 22°1 St.. There is an existing I 0-foot drain easement for John Schuster's property at 2217 Dayton Ave NE, recorded as a part of the Bel -Shane Addition Plat (Exhibit 7). The above listed easements would allow for the construction and permanent location of City stormwater utilities underground in private property, the remainder of the pipe would be within public rights -of -way. Overall, the proposed stormwater system would consist of approximately 630 linear feet of 12-inch pipe and about 13 new catch basins (Exhibit 8). The site area is approximately 2,520 square feet (630 LF of new storm pipe x 4 ft. wide). Approximately 350 to 400 cubic yards of soil may be placed as trench backfill for the new stormwater lines. The stormwater system would be installed using open trench construction methods; as a result, the existing landscaping on the private property would be removed. The removed landscaping consists of approximately 32 trees and shrubs, including 17 trees of 6-inch caliper or grater (Exhibit 9). The project proposes to replace the removed landscaping with new trees and shrubs to match the existing; restoration of the grass surface, tree replacement of 9 new fir or deciduous trees, and new juniper trees (Exhibit 10). In addition to the removal of the landscaping, the project would also include the removal and replacement of a swimming pool pump house, chain link fence, and a wood fence located at 2217 Dayton Ave. NE; the removal and replacement of a wood fence at 2302 Camas Ave NE; and, the removal and replacement of a wood fence at 2324 NE 22"d St. (Exhibit 8). A small portion of the new storm drainage pipe would be within a Landslide Hazard area, which is a Geological Hazard within the Critical Areas portion of the Renton Municipal Code (Exhibit 11). The existing stormwater drainage system in NE 23`d St. and Camas Ave NE was built within the landslide hazard area. In order to complete the connection from the proposed system to the existing stormwater drainage system approximately 42 liner feet of new pipe would be placed within the Landslide Hazard area. This portion of the proposed stormwater drainage system is also within existing improved rights -of -way. The applicant has obtained a Critical Areas Exemption for the construction of this portion of the proposed stormwater system within a Landslide Hazard area, dated May 29, 2008 (Exhibit 12). PART TWO: ENVIRONMENTAL REVIEW In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. A. A professional Archeological survey completed by a Washington State Certified Archeologist, prior to ground disturbing activities, shall be conducted for the portion of the project area that has not been previously disturbed by construction activity (Exhibit 13). 4. If any Native American grave(s) or archaeological/cultural resources (Indian artifacts) are found all construction activity shall stop and the owner/developer shall immediately notify the City of Renton Planning Division project manager, concerned Tribes' cultural committees, and the Washington State Department of Archeological and Historic Preservation [(360) 586-3065]. 5. The applicant shall prepare a Traffic Control Plan prior to commencement of construction. 6. The applicant shall notify Renton Police and Fire Departments of any road closures and access issues for emergency traffic when work in the rights -of -way is being conducted. C. Environmental Impacts The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development. .Staff reviewers have identified that the proposal is likely to have the following probable impacts: 1. Earth Impacts: The Geotechnical Engineering Report prepared by Kleinfelder West, INC. (dated July 27, 2008) states that the project site slopes to the northwest toward the intersection of NE 23`d Street and Camas Avenue NE. The site is generally underlain by loose to medium dense fine sand with silt and trace fine to coarse gravel, which have the characteristics of a recessional outwash. The site has approximately 4 to 8 inches of topsoil depending on surface covering. Near NE 22od Ave., there were signs of 2 feet of fill, likely from initial grading or from gardening activities in the area. The geotechnical investigation included hand dug holes to the depths of 1 to 6 feet and the drainage structures and pipe could be as deep as 8 feet below ground surface; thus the installations will extend below the explored depths. NE STORM SYSTEM LUA08-051, ECF, CAR Report of June 9, 2008 Page 4 of 6 Groundwater was not encountered at the time of the exploration, thus Kleinfelder West, INC. anticipates that dewatering can be accomplished with conventional sump pump dewatering methods. The excavation for the subject project may be deeper then the 6 feet explored by Kleinfelder West, INC.; thus excavation could encounter denser soil requiring extra effort and/or seepage, particularly in the winter months. If ground water is encountered it would likely be perched on glacial till. If excavation of the glacial till is required, it is likely that heavy equipment with ripping teeth or narrow buckets would also be required. Kleinfelder West, INC. indicates that the loose to medium dense soils anticipated beneath the pipe and structures are expected to provide suitable foundation support, provided the trench excavation is constructed in the dry and the subgrade soils are not disturbed. In some instances, very Ioose soil may extend below the pipe invert or structure base and will require over -excavation and replacement with a suitable foundation layer. Although, the report indicates that the proposed project would be feasible from a geotechnical standpoint, the project proponent should follow the recommendations presented in the geotechnical study. The applicant has indicated that minor erosion could occur when trees and vegetation are removed, and during construction of the new storm system. As a result, the applicant has proposed the use of typical erosion control methods as described in the King County Surface Water Design Manual. Mitigation Measures: The applicant shall be required to comply with the recommendations included in the geotechnical report, "Prepared for BHC Consultants, LLC" by Kleinfelder West, INC. Bellevue WA, dated July 27, 2007. Nexus: SEPA, RMC 4-4-060 Grading, Excavation and Mining Regulations. 2. Storm Water Impacts: Currently stormwater runoff in the area mainly comes from the single-family residential area northeast of the site along Dayton Ave NE and NE 23d St., and southeast of the site along NE 22"d St.. Runoff travels along the edges of the streets in small roadside ditches, and in a small drainage system in Dayton Ave NE, the runoff ponds at the end of these streets, and eventually floods into the adjacent property to the east. The new storm system would install catch basins at the end of Dayton Ave NE and NE 22nd St. to collect stormwater runoff and would convey it to the east to the existing drainage system. The proposed project is anticipated to reduce the stormwater and localized flooding impacts on the neighborhood; therefore, the proposed project would be self -mitigating. Mitigation Measures: No additional mitigation required. Nexus: NIA 3. Vegetation Impacts: The project proposes the removal of approximately 32 trees and shrubs, including 17 trees of 6- inch caliper or greater. The trees proposed to be removed include the following: • A 6-inch pine; • A 6-inch deciduous; • Four 12-inch junipers (multi -trunk); • Four 12- to 30-inch firs; • An 18-inch deciduous; • Six 10- to 30-inch cedars (multi -trunk); and • 15 smaller landscaping trees or shrubs. NE STORM SYSTEM LUA08-051, ECF, CAR Report of June 9, 2008 Page 5 of 6 The R-8 zone requires 30 percent retention of protected trees, although, pursuant to RMC 4-4-130H.1.d. "Utility Uses and Mineral Extraction Uses shall be exempt from the protected tree retention requirements of this Chapter if removal can be justified in writing and approved by the Reviewing Official". Included within the application materials is a written justification for the tree removal. The justification indicated that the trees need to be removed in order to excavate the pipe trench and install the new storm system, and that it is not feasible to construct the new storm line in a different location to avoid removing the trees. The applicant has also indicated that new trees will be replanted where possible in the utility easements to restore the landscaping and provide screening. Landscaping shrubs will be replaced and the grass lawns will be restored. Staff recommends approval of the tree removal exemption. Mitigation Measures: All disturbed landscaping on private property shall be replaced with similar ornamental landscaping upon completion of the stormwater system installation. Nexus: SEPA 4. Historic and Cultural Preservation Impacts: According to the Department of Archaeology & Historic Preservation this area has potential for archaeological resources. There was a recent Euroamerican burial site identified approximately 500 feet northwest of the project area at 2209 Edmond Ave NE. The stornwater project would involve many ground disturbing events increasing the possibility for disturbance of cultural resources. Identification during construction is not a recommended detection method because inadvertent discoveries often result in costly construction delays and damage to the resource. The Department of Archaeology and Historic Preservation recommend a professional archaeological survey of the project area be conducted prior to ground disturbing activities. Mitigation Measures: 1. A professional Archeological survey completed by a Washington State Certified Archeologist, prior to ground disturbing activities, shall be conducted for the portion of the project area that has not been previously disturbed by construction activity (Exhibit 13). 2. If any Native American grave(s) or archaeological/cultural resources (Indian artifacts) are found all construction activity shall stop and the owner/developer shall immediately notify the City of Renton Planning Division project manager, concerned Tribes' cultural committees, and the Washington State Department of Archeological and Historic Preservation [(360) 586-3065]. Nexus: SEPA 5. Transportation Impacts: The proposal includes construction within the existing improved rights -of -way of Camas Ave NE, NE 23`d St., Dayton Ave NE, and NE 22" " St. All of these streets are collector neighborhood streets with minimal traffic. During construction, there are anticipated impacts on vehicular transportation within the project area. Residence of the neighborhood would likely be impacted by traffic delays and/or detours. As a result, it is recommended that a Traffic Control Plan be put in place prior to construction. Mitigation Measures: The applicant shall prepare a Traffic Control Plan prior to commencement of construction. Nexus: SEPA, RMC 4-6-060 Street Standards. Fire & Police Impacts: Comments received from the Renton Fire and Police departments indicated there were no major concerns for the subject project. Although, the Renton Fire Department did expressed concerns regarding emergency vehicle access during construction periods; as a result, it is recommended that when work is being conducted on the subject site, that both Police and Fire be notified of any road closures and access issues for emergency traffic. Mitigation Measures: The applicant shall notify Renton Police and Fire Departments of any road closures and access issues for emergency traffic when work in the rights -of -way is being conducted. An exemption from the Critical Areas Regulations is hereby granted for the following reason(s): X Storm Drainage Piping: Installation of new storm drainage lines in any geologic hazard area when a geotechnical report clearly demonstrates that the installation would comply with the criteria listed in RMC 4-3-050J2b and that the installation would be consistent with each of the purposes of the geologic hazard regulations listed in RMC 4-3-054A4. Also, to qualify for the exemption, the report must propose appropriate miti ation for any potential impacts identified in the report. The area has the potential for archaeological resources. A historical Euroamerican burial was identified within approximately 500 feet northwest of the project area. Further, the scale of the proposed ground disturbing actions would destroy any archaeological resources present. Identification during construction is not a recommended detection method because inadvertent discoveries often result in costly construction delays and damage to the resource. Therefore, we recommend a professional archaeological survey of the project area be conducted prior to ground disturbing activities. PROPOSAL: The installation of a stormwater drainage system within the intersection of NE 23rd St. and Camas Ave NE. A small portion of the new storm drainage pipe would be within a Landslide Hazard area, which is a Geological Hazard within the Critical Areas portion of the Renton Municipal Code. The proposed stormwater pipe would convey stormwater from Dayton Ave NE through utility easements located on private property into an existing stormwater drainage system with in the rights -of -way of Camas Ave NE and NE 23rd St. The existing stormwater drainage system was built within the landslide hazard area. An exemption from the Critical Areas Regulations is hereby granted for the following reason(s): X Storm Drainage Piping: Installation of new storm drainage lines in any geologic hazard area when a geotechnical report clearly demonstrates that the installation would comply with the criteria listed in RMC 4-3-050J2b and that the installation would be consistent with each of the purposes of the geologic hazard regulations listed in RMC 4-3-050A4. Also, to qualify for the exemption, the report must propose appropriate mitigation for any potential impacts identified in the report. The purpose of the project is to install a drainage system at the end of each of those streets to eliminate the flooding in the streets and on adjacent properties. The new storm system will start at the intersection of Camas Ave NE and NE 23rd St. will proceed to the east in a utility easement located on the property at 2302 Camas Ave NE. At the southeast corner of the property the main branch of the new storm system will run north along the east side of the property to an adjacent drainage easement. The storm system will then turn to the east in a drainage easement on the south side of the property at 2217 Dayton Ave NE, and run to the cul-de-sac at the end of Dayton Ave NE. In Dayton Ave NE the new storm system will have two branches that run to the north and connect to existing storm pipes on the west and east sides of the street. A second part of the new storm system will run from the southeast corner of 2302 Camas Ave NE to the south, in a utility easement across the property at 2223 NE 23rd St, and then east to the cul-de-sac at the end of NE 22nd St. Overall, the new stormwater system will consist of approximately 630 linear feet of 12-inch pipe and about 13 new catch basins. About 350 to 400 cubic yards of soil may be placed as trench backfill for the new stormwater lines. Native soil will be used for backfill when it is suitable for that purpose. The contractor will provide any other backfill material needed from commercial suppliers. The project will be located on private property in permanent Utility Easements granted to the City by the property owners, in an existing drainage easement on private property (2217 Dayton Ave NE)., and in City right -of -way - The project site and adjacent properties are zoned R-8 (Residential Single -Family). Part of the project site is used as City street, and part of the part of the site is used as private properties with single-family homes on them. InC is call Indianola loam fine sand, 4 to 15 percent slopes, by the Soil Survey and is described as an excessively drained soil that formed under conifers in sandy glacial drift. This letter summarizes our investigation and design and construction recommendations for the proposed project. PROJECT UNDERSTANDING Our understanding of the project is based on discussions with Mr. Jeff Kreshel of BHC Consultants and the site location map provided on February 28, 2007. We understand the storm water run off from streets is contributing to localized flooding in portions of the project area. The City of Renton plans to mitigate the flooding by installing catch basins to route the surface water to the nearby storm water system. The planned improvements will involve installation of Type 2 catch basins and placement of pipe in trenches as deep as 8 feet. Figure 1 shows a vicinity map for the project site. The work was performed in accordance with the scope of work described in our Proposal for Limited Geotechnical Services dated March 1, 2007. The work was divided into three tasks; a Literature Review, a Site Reconnaissance and Limited Subsurface Exploration and a Summary letter report. The literature reviewed consisted of the AGRA Earth and Environmental, Inc. titled Geotechnical Engineering Report, Kennydale Sewer Interceptor and Storm Drain, Alternative 1 and 1A, Renton, Washington, dated January 1997 and a geologic map for the area. Our site reconnaissance included a visual survey of the project site. Our subsurface exploration consisted of five hand dug holes advanced to depths of 1 to 6 feet below the ground surface; samples were collected at select depths. Hand hole logs for HH-1 to HH-5 are attached_ Please reference our proposal dated March 1, 2007 for additional scope of work details. Site conditions The project site is located within a single-family residential area located in Honey Creek Ridge Neighborhood of Renton, Washington_ The topography generally slopes to the northwest toward the intersection of NE 23`d Street and Camas Avenue NE. The planned drainage improvements generally follow the property lines between four residential lots. Please see attached site plan, Figure 2_ Described subsurface conditions are based on geologic reaps and on our limited subsurface exploration. A 1:100,000 scale GeoMapNW geologic map of King County identifies that the project site is overlying Vashon recessional outwash deposits. Consistent with our findings the AGRA Earth and Environmental, Inc. subsurface investigation dated January, 1997 observed a material similar to a recessional outwash overlying a till like material. Our limited subsurface exploration encountered primarily a loose to medium dense fine sand with silt and trace fine to coarse gravel which has the characteristics of a recessional outwash. Our site reconnaissance also supported the geologic map identification. Topsoil on site is between 4 and 8 inches thick depending on surface covering. In the south end of the site near NE 22" d Avenue, there were signs of 2 feet of fill, likely from initial grading or from gardening activities in the area. In general, the deposit is loose at the surface and becomes medium dense with depth. Groundwater was not encountered at the time of the exploration in June 2007. RECOMMENDATIONS The following recommendations are based on a limited subsurface investigation, the base of drainage structures and pipe could be as deep as 8 feet below ground surface. Our investigation included hand dug holes advanced to depths of 1 to 6 feet; thus the installations will extend below our exploration depths. 853231SEA7L143.doc Page 2 of 5 July 27, 2007 Copyright 2007 Kleinfelder DRAFT -FOR REVIEW PURPOSES ONLY Excavations We anticipate that excavations for the proposed drainage improvements will extend as deep as 8 feet into the recessional outwash. Excavations can be accomplished using conventional trenching techniques. Based on groundwater conditions observed in our limited exploration we anticipate that dewatering can be accomplished with conventional sump pump dewatering methods. However our explorations were limited to a depth of 6 feet and no groundwater monitoring wells were installed on the project site. Thus excavation could encounter denser soil requiring extra effort and/or seepage, particularly in the winter months. Although not encountered, recessional outwash soils are typically underlain by glacial till. If present, ground water could be encountered perched on the glacial till. Furthermore, excavation of glacial till soils would likely require use of heavy equipment with ripping teeth or narrow buckets_ Glacial till soils may also contain cobbles and boulders. Temporary excavation should be performed in accordance with current federal, state and local regulations. Temporary excavation in excess of 4 feet vertical height must be sloped or supported in accordance with Part N of Washington Administrative Code (WAC) 296-155, Although a standard trench box support system is typically used for pipeline construction, the sides of the trenchline excavations may alternatively be sloped_ For planning purposes, we recommend the soil be treated as an OSHA Soil Type C, maximum slope of 1 % horizontal to 1 vertical. Pipeline Support and Backfill The loose to medium dense soils anticipated beneath the pipe and structures are expected to provide suitable foundation support, provided the trench excavation is constructed in the dry and the subgrade soils are not disturbed. In some instances, very loose soil may extend below the pipe invert or structure base and will required over -excavation and replacement with a suitable foundation layer. Such over -excavations should be handled on a case by case basis. Backfill of over -excavations should consist of crushed rock satisfying the requirements of Section 9-03.9(1), Base Course, of the 2006 WSDOT Standard Specifications or similar City of Renton specified material_ Pipe backfill and pipe bedding should be in accordance with City of Renton Standard Specifications for storm sewer installation. During the winter months, problems with excess moisture may be encountered. In general, soils used for trench backfill should not contain any organic matter or debris, nor any individual particles greater than 6 inches in diameter. Imported trench backfill should consist of clean sand and gravel satisfying the requirements of Section 9-03.14(1), Gravel Borrow, of the 2006 WSDOT Standard Specifications or similar City of Renton specified material. Trench backfill should be placed in 6 to 12 inch lifts depending on the material and compaction equipment. To provide adequate support for pavements or structures trench backfill placed within the upper 2 feet should be compacted to a least 95 percent of Modified Proctor maximum dry density (MDD), as determined in accordance with ASTM D 1557. Within other areas, or more than 2 feet below surface elevation the trench backfill should be compacted to at least 90 percent of Modified Proctor MDD_ Limitations Recommendations contained in this report are based on our field observations and limited subsurface explorations, and our present knowledge of the proposed construction. Because each geotechnical engineering study is unique, each geotechnical engineering report is unique, prepared solelyfor the client No one except you should rely on your geotachnical engineering report without first conferring with the geotechnical engineer who prepared it. And no One — not even you — should apply the report for any purpose or project except the one originally corrlemplaled. Read the Full Report Serious problems have occurred because those relying on a geolechnical engineering report did not read it all, Do not rely on an executive summary Do not read selected elements only, A Geotechnical Engineering Report Is Based on A Unique Set of Project -Specific Factors Geoiechnical engineers consider a number of unique, project -specific fac- tors when establishing the scope of a study. Typical factors include: the client's goals, objectives, and risk management preferences; the general nature of the structure involved, Its size, and configuration; the IDmtion of the structure on the site, and other planned or existing site improvemenis, such as access roads, parking lots, and underground utilities. Unless t7e geolechnical engineer who conducted the study specifically indicates oth- erwise, do not rely on a geotechnical engineering report that was • not prepared for you, not prepared for your project, not prepared for the specific site explored, or completed before important project changes were made. Typical changes that can erode the reliability of an existing geolechnical engineering report include those that affect: • the function of the proposed structure, as when it's changed from a parking garage to an office building, or from a light industria} plant to a refrigerated warehouse, • devation, configuration, location, orientation, or weight of the proposed structure, • composition of the design team, or • project ownership. As a general rule, always inlorm your geotechnical engineer of project changes— even minor ones —and request an assessment of their impact. Geofechnical engineers cannot accept responsibility or €€ability for problems that occur because their reports do not consider developments of vehich they were not informed. Subsurface Conditions Can Change A geolechnical engineering report is based on conditions that existed at the time the study was performed. Do not rely on a geotechnical engineer- ing report whose adequacy may have been affected by: the passage of time; by man-made events, such as construction on or adjacent to the site; or by natural events, such as floods, earthquakes, or groundwater fluctua- tions. Always contact the geotechnical engineer before applying the report to determine if it is still reliable. A minor amount of additional testing or analysis oould prevent major problems. Most Geotechnical Findings Are Professional Opinions Site exploration identifies subsurface conditions only at €hose points where subsurface tests are conducted or samples are taken. Geotechnical engi- neers review field and laboratory data and then apply their professional judgment to render an opinion about subsurface conditions throughout the site. Actual subsurface conditions may differ —sometimes significantly -- from those indicated in your report. Retalning the geotechnical engineer wv o developed your report to provide construction observation is the most effective method of managing tfi risks associated with unanticipated conditions. A Report's Recommendations Are Not Final Do not overrely on the construction recommendations included in your report Those recommendations are not final, because geotechnical engi- neers develop them principally from judgment and opinion. Geotechnical engineers can finalize their recommendations only by observing actual subsurface conditions revealed during construction. Thegeolechnical engineer who developed your report cannot assume responsibility or liability for the report's recommendations if that engineer does not perform construction observation. A Geotechnical Engineering Report Is Subject to Misinterpretation Other design team members' misinterpretation of geotechnical engineering reports has resulted in costly problems. Lower that risk by having your geo- technical engineer confer with appropriate members of the design team after submitting the report. Also retain your geotechnical engineer to review perti- nent elements of the design leam's plans and specifications. Contractors can also misinterpret a geolechnical engineering report. Reduce that risk by having your geotechnical engineer participate in prebid and preconstruclion conferences, and by providing construction observation. Do Not Redraw the Engineer's Logs Geotechnical engineers prepare final boring and testing logs based upon their interpretation of field lags and laboratory data. To prevent errors or omissions, the logs included in a geotechnical engineering report should never be redrawn tar inclusion in architectural or other design drawings. Only photographic or electronic reproduction is acceptable, butrecognize that separating logs from the report can elevate risk. Give Contract0.1ps, a. Complete Report and_ Guidance Some owners and design professionals mistakenly believe they can make contractors liable for unanticipated subsurface conditions by limiting what they provide for bid preparation. To help prevent costly problems, give con- tractors the complete geotechnical engineering report, but preface it with a clearly written letter of transmittal. In that letter, advise contractors that the report was not prepared for purposes of bid development and that the report's accuracy is limited; encourage them to confer with the geotechnical engineer who prepared the report (a modest fee may be required) and/or to conduct additional study to obtain the specific types of information they need or prefer. A prebid conference can also be valuable. Be sure contrac- tors have sufficient time to perform additional study. Only then might you be in a position to give contractors the best information available to you, while requiring them to at least share some of the financial responsibilities stemming from unanticipated conditions. Read Responsibility Provisions Closely Some clients, design professionals, and contractors do not recognize that geotechnical engineeringis far_less-exactthan other engineering -disci—_ plines. This lack of understanding has created unrealistic expectations that have led to disappointments, claims, and disputes- To help reduce the risk of such outcomes, geotechnical engineers commonly include a variety of explanatory provisions in their reports. Sometimes labeled 'limitations' many of these provisions indicate where geotechnical engineers' responsi- bilities begin and end, to help others recognize their own responsibilities and risks. Bead these provisions closely. Ask questions. Your geotechnical engineer should respond fully and frankly- Geoelnvironmental Concepns Are Not Covered The equipment, techniques, and personnel used to perform a geoenviron- mental study differ significantly from those used to perform a geotechnical study. For that reason, a geotechnical engineering report does not usually relate any geoenvironmental findings, conclusions, or recommendations; e.g., about the likelihood of encountering underground storage tanks or regulated contaminants. Unanticipated environmental problems have led to numerous project failures. 11 you have not yet obtained your own geoeA- vironmental information, ask your geotechnical consultant for risk man- agement guidance. Do not relyon an environmental report prepared for someone else. Obtain Professional Assistance To Deal with Mold Diverse strategies can be applied during building design, construction, operation, and maintenance to prevent significant amounts of mold from growing on indoor surfaces. To be effective, all such strategies should be devised for the express purpose of mold prevention, integrated into a cum_ - prehensive plan, and executed with diligent oversight by a professional mold prevention consultant. Because just a small amount of water or moisture can lead to the development of severe mold infestations, a num- ber of mold prevention strategies locus on keeping building surfaces dry. While groundwater, water infiltration, and similar issues may have been addressed as part Gf the geotechnical engineering study whose findings are conveyed in -this report, the geotechnical engineer in charge of this project is not a mold prevention consultant; none of the services per- formed in connection with the geotechnical engineer's study were designed or conducted for the purpose of mold preven- tion. Proper implementation of the recommendations conveyed in this report will not of itself he sufficient to prevent mold from growing in or on the structure involved. The soil in the project area is classified as InC by the Soil Conservation Service King County Soil Survey. InC is call Indianola loam fine sand, 4 to 15 percent slopes, by the Soil Survey and is described as an excessively drained soil that formed under conifers in sandy glacial drift. The soil is brown, dark yellowish - brown, and light olive -brown. Permeability is rapid, runoff is slow to medium, and the erosion hazard is slight to moderate. d_ Are there surface indications or history of unstable soils in the immediate vicinity? Stormwater runoff in the area mainly comes from the single family residential area northeast of the site along Dayton Ave NE and NE 23rd St., and southeast of the site along NE 22nd St.. Runoff travels along the edges of the streets in small roadside ditches, and in a small drainage system in Dayton Ave NE, until it reaches the ends of those streets. Runoff ponds at the ends of the streets and eventually floods onto the adjacent property to the east. The new storm system will install catch basins at the end of Dayton Ave NE and NE 22nd St to collect stormwater runoff and will convey it to the east to the existing drainage system in NE 23rd St.. The drainage system in NE 23rd St drains to the existing 24-inch storm system in Aberdeen Ave NE. The Aberdeen Avenue storm system eventually discharges into May Creek about 0.5 miles to the north. The new storm system will consist of 12-inch pipes, and Type 1 and Type 2 catch basins. The peak flow in the new storm system for the 25-year, 24-hour storm is about 1.5 to 2.0 cfs. 2) Could waste material enter ground or surface waters? If so, generally describe. No new impacts from storm water runoff are expected. Any liquid spills in the street could enter the drainage system. The same potential currently exists with the existing drainage system. At 2334 NE 22nd St one 24-inch fir may be removed if construction disturbs the roots or it becomes unstable due to construction. At 2217 Dayton Ave NE three 10- to 30-inch multi -trunk cedars and a 18-inch deciduous tree will be removed. At the end of the Dayton Ave NE ROW three 10- to 30-inch multi -trunk cedars will be removed. Trees and landscaping on private properties will be replaced at the end of the project. New trees with shallow or small root systems will be planted in the private easement areas to replace the trees that will be removed. Grass lawns will be replaced by seeding or sod.
