Code Compliance - Mechanical Noise Review Southport Office INTRODUCTION Page 3 of 11 This report presents the results of an environmental noise analysis conducted for the new Southport Office Development located in Renton, Washington. This report is written to provide an analysis of the noise levels of the office buildings HVAC equipment and their noise impacts with respect to the nearest residences overlooking the site (per page 18 of the Southport Planned Action Mitigation Document) and to other nearby properties per the City of Renton code. Noise levels generated by the equipment is predicted to these receiving properties and compared to the exterior sound level limits established by the City of Renton and Washington Administrative Code (WAC). DESCRIPTORS Sound consists of minute vibrations, which travel through a medium, such as air, and are sensed by the human ear. The ear perceives these vibrations as changes in pressure and as a result sound levels are often referred to as "sound pressure levels." Sound levels are expressed in units of decibels. The term decibel implies a logarithmic ratio of the measured pressure to a reference pressure. The reference pressure refers to the lower threshold of perceptibility by the human ear. Because sound is based on a logarithmic scale, sound levels cannot be added by traditional algebraic methods. For example two sound levels at 50 dB do not add together for a combined 100 dB sound level. Sound levels must first be converted back to their associated pressure levels, added, then converted back to a decibel level. The following table can be used to quickly add sound levels without going through the conversion process. This is demonstrated by the fact that we hear higher pitched sounds more easily than lower ones of the same magnitude. To compensate for the different "loudness" as perceived by humans, a standard weighting curve is applied to measured sound levels. The weighting curve represents the frequency response of the human ear and is labeled as dB(A) ("A" weighted decibels). Sound levels vary significantly depending on location and activities. The City of Renton noise limits are based on Environmental Designation for Noise Abatement (EDNA) designators for source and receiving properties. The noise limitations established are as set forth in the following table after any applicable adjustments provided for herein are applied. (i) Between the hours of 10:00 p.m. and 7:00 a.m. the noise limitations of the foregoing table shall be reduced by 10 dBA for receiving property within Class A EDNAs. (ii) At any hour of the day or night the applicable noise limitations in (a) and (b) above may be exceeded for any receiving property by no more than: i. 5 dBA for a total of 15 minutes in any one -hour period; or ii. 10 dBA for a total of 5 minutes in any one -hour period; or iii. 15 dBA for a total of 1.5 minutes in any one -hour period. The City of Renton also designates the EDNA based on zoning, as outlined in RMC 8-7-4. Based on the zoning, noise transfer from the Southport Office buildings to both the nearest residences overlooking the site and to other commercial zoned properties in each direction cannot exceed 60 dBA during all hours of the day and night. METHODS Equipment noise was predicted to the nearest residential property lines (Bristol I and Bristol II Apartments) based on a point source noise propagation model. Methods employed followed those described by the Air - Conditioning & Refrigeration Institute (ARI) Standard 275 and ASHRAE. The site, Lot B, has two property lines that adjoin commercial receivers to the northeast, Bristol Apartments and Bristol Apartments II and a commercial receiver Southport Hotel to the west. (Below) The nearest commercial property overlooking the site, the Sanctuary/Reserve Apartments and 4Plex Condos at 1320 Lake Washington Blvd., N, are located more than 1000-feet from the property line and will not be impacted by noise from the site. Equipment located on the rooftop of each building includes condensing units, and heat pumps. The equipment evaluated for compliance is listed in Table 3 which also presents the sound power levels. Cut sheets showing the levels used for the analysis are attached to this report for reference. These equipment specifications were provided by Glumac,and are part of the early building design drawings. East Building 3. The East Building contains two Condensing Units and 15 Heat Pump Units. The equipment is mounted on the roof of the building. A 15 foot tall solid noise barrier surrounds the equipment. This configuration is typical for all three buildings. The East Building represents the worst case of exposure to the Bristol II Apartments. The nearest receiving property line, Bristol 11 Apartments, is 121 feet to the northeast of the equipment location. Noise levels at all other receiver locations to the unit will be less than 57 dB(A) because of their greater distance. Middle Building 2. The Middle Building on the site contains the same configuration of equipment. This building represents the worst case of exposure to the Bristol Apartments. The nearest receiving property line, Bristol 11 Apartments, is 155 feet to the northeast of the equipment location. SUMMARY This report has provided our environmental noise analysis to the nearest residences overlooking the site and other nearby properties from the proposed mechanical units for Southport Office buildings. The site has three commercial properties in the general proximity with the Bristol I & Bristol II Apartments, to the east, being the closest. All other properties are at greater distances. This evaluation was completed using the mechanical design drawings issued by Glumac. Our evaluation has shown that the screened mechanical equipment planned for this project will meet the mitigation measure for noise impacts in the Southport Planned Action Mitigation Document and requirements of the City of Renton Municipal Noise Code. This report was prepared as required by the noise mitigation measure in the Southport Mitigation Document and by City of Renton staff. Predicted noise levels were evaluated relative to the established maximum permissible sound levels as per the City of Renton Municipal Code. Per the analysis outlined above, we conclude that the noise limits will not be exceeded at any of the properties evaluated based on the design documents. The site has three commercial properties in the general proximity with Bristol Apartments, to the northeast, being the closest. All other properties are at greater distances. This evaluation was completed using the mechanical permit drawings issued by Holmberg Company. Our evaluation has shown that the mechanical equipment planned for this project will meet the mitigation measure for noise impacts in the Southport Planned Action Mitigation Document and all requirements of the City of Renton Municipal Noise Code as outlined above and included in the design drawings. This report was prepared as required by the noise mitigation measure in the Southport Planned Action Mitigation Document and by the City of Renton Municipal Code. Predicted noise levels were evaluated relative to the established maximum permissible sound levels as per the City of Renton Municipal Code.
