Our home is located directly across the street from the Bates resident, who has applied for the additional animals permit. On occasions, we, individually, have been approached by the Bates dogs in our yard. They have came up to our front door, barking, scaring us inside our own home. The size of the dogs are very intimidating to both of us. The dogs on numerous occasions, have been in the Bates front yard without any restraints which allows there to wander unattended_ On one occasion, I was watching our grandchildren playing in our backyard and noticed the Bates large dogs running towards them. I immediately took the grandchildren inside our home. These dogs frighten us and our grandchildren. This is very concerning that we can not be comfortable in our home or in our yard. We are also concerned about the adverse effect it will have on our property if we were to sell. It would be public record but you still need to disclose this information to any potential buyer. For the last several years this property has been a distraction to the neighborhood, the Medical Park and Valley Hospital zone. This property owner does not wish to conform to the standards of a high grade residential community next to a Hospital zone (the Valley Medical Center). At any point and time there are usually five to six vehicles parked in the front yard in the road right of way on S. 38`h court. These vehicles make it difficult to see oncoming traffic along busy Talbot Rd., and cause a "junkie" looking appearance to the first home on the corner of the neighborhood. More recently this problem was compounded by addition of the large dogs in the yard which are barking at pedestrians walking by along the sidewalk in front of the Hospital. This disturbs the peace and makes is uncomfortable for employees and patients of the Hospital to walk by on the sidewalk along Talbot Rd, The fact that there is more than one dog out in the yard at any particular time causes the dogs to become more excited and the owners to feel it necessary to yell at the dogs to quit barking at the pedestrians. This in an intolerable situation and one that has caused a great deal of frustration by the local residents and in a Hospital zone. My name is Kathy Strand and I live at 507 S 38th Ct. along with my husband, Dallas and our two (2) sons. I have been established at this address since 1987 and we are the only single-family residential neighbor that is directly connected (adjoining property) to the lot of Ms. Vera Bates. Ms. Bates has three (3) dogs currently at her residents. One (1) Rottweiler which is a large dog, with the approximate average weight of 110 pounds for male. The two (2) Neapolitan Mastiffs which are also large dogs, the average weigh is approximately 150 pounds but can easily reach up to 200 pounds for larger males, females weigh around 110 pounds. As Ms. Bates already has three (3) large dogs and requesting a permit for a total of five (5) dogs, I feel that this is unreasonable. On several occasions, my husband, Dallas, has spoken with Ms. Bates to control her dogs for their excessive barking, aggressive and erratic behavior. Many times in the past, we have attempted to have family dinners and/or entertain for BBQ gatherings on our deck in the backyard and have been forced inside due to the continuous barking. This leaves us frustrated and upset that we are unable to enjoy our beautiful landscaped yard with our family and friends. If Ms. Bates is grants this permit for five (5) large dogs, I feel that it will become a greater source of irritation not only for us but for other neighbors and others using the local environment. Barking at normal movements or noises from adjoining properties should be considered to be unacceptable behavior. As dogs can be your best friend, if they bark continually, it becomes an intrusion and creates friction between neighbors. I feel that this is unreasonable to allow five (5) dogs. Exhibit A: In my opinion, the size of the "useable" property has inadequate yard space. These size dogs require a large area to run and play. As the picture indicates; they have a three (3) car garage, two (2) storage sheds and one (1) greenhouse in there useable backyard. This leaves a very small area available for these large dogs and most of that area is located on my fence line. Not to mention the pungent odor when the yard is not cleaned on a regular basis. Ms.Bates front yard is not fenced, so when the dogs are out in the front, Ms. Bates does not have them on a leash leaving them free to roam. I have been working in my front yard gardens only to turn around and see Ms. Bates dogs sneaking up on me and becoming aggressive. Numerous times the dogs have been barking at my front door not allowing me, my husband and our children to either exit or enter our own home. These are only two (2) incidents, there have been many more. Therefore I have become very concerned for our safety. With Ms. Bates allowing the dogs to run freely, also indicates to us the inadequate yard space. I feel that this is unreasonable to allow five (5) dogs. I also have concerns that this will hinder the selling of my property and could possibly hinder the surrounding properties . You must disclose to potential buyers that there is a additional animal permit/license in the neighborhood; i.e., barking dog(s), pungent odor. This will limit the number of potential buyers. I feel that this is unreasonable to allow five (5) dogs. I would like to see the future of this neighborhood grow in a positive environment. To enjoy the beauty that this neighborhood has to offer and the benefits of living in the City of Renton. Comments regarding observations: Bates appears to be a responsible pet owner and her dogs are well cared for. The back yard is fullv fenced with Dad locks on all of the entry gates.
