This debris was deposited in January of 2009 when a large storm event caused the Cedar River to flood. At its highest point the river reached volumes of 11,200 cubic feet per second. The applicant has proposed to remove the debris, which includes large sections of downed trees, from the supportive pilings of these structures. They have indicated that the debris would not be removed from the river, allowing it to be incorporated into the riparian habitat where it may rest unsecured. This project is exempt from SEPA, Environmental Review per WAC197-11-800(3), Repair remodeling and maintenance activities. Protect Narrative Storm Damage Debris Removal from Bridge Pilings -Removal of large woody debris and branches from bridge pilings located at Riverview Park, Liberty Park and the Renton Main Library. Woody debris removed from pilings will not be removed from the river or river banks. This is a maintenance project only and will cause no disturbance to land or water. Work is expected to occur March 16, 2009. No proposed uses are anticipated. Special site features are river corridor. Project does not impact drainage conditions or soil type. Total estimated cost of the project is $4,000.00 No materials, excavations or fills apply to this project. No trees will be removed other than those dislodged from floods and hung up on pilings. These will not be removed from the river or its banks and only from pilings and allowed to be incoroporated into the riparian habitat where they may rest unsecured. Work will occur in the river channel at lowest flows being inside the Ordinary High Water Mark. Shorelines are natural with some rip -rap occasionally found. Work occurs around bridge pilings where debris has been trapped by pilings. Project does not occur higher than three feet above the river bed bottom. 3.
