As we have discussed, for the shoreline permit we need to conceptually understand the required right-of-way design in order to quantify impervious surface area and shoreline buffer and setback impacts as it relates to the project. As such, following conversations with the City's Community Services Department (see Kelly Beymer's e-mail below) the City would prefer the sidewalk connection re -aligned as shown by the arrows in the attached PDF. After further internal conversations the City is requesting the frontage improvements along N 61h St. be comprised of a minimum of 5 ft landscape strip and 6 ft sidewalk and a 0.5 ft. curb. I hope this information is helpful when putting together the SSDP application materials. Boeing has proposed to add an asphalt pathway on Park property to connect to the Cedar River Trail. In order for the City to determine the appropriate alignment of this connection we would like to understand the ADA requirements of the new sidewalk and the connection. As part of the permit process, the City has requested an analysis of the potential effects on the ecological function and values of the shoreline environment associated with.the Cedar River. Project Description Boeing plans to improve N. 611, Street between Logan Avenue N. and the Cedar River, as needed for the Boeing Logistics Project. Improvements along N. 6th Street and within the Shoreline jurisdiction include installing a sidewalk, extending the storm drainage system and adding a catch basin, installing two new street lights, removing an existing telecom utility pole, adding curb and gutter improvements, repainting on the road, and adding a vegetated planting strip between the new sidewalk and N. 6th Street (in an existing impervious area) (See Figure 2). New street lights will be added along the south side of N. 6th Street spaced approximately 70 feet apart, starting at the southeast corner of N. 6th Street and N. Riverside Drive. The street light poles will be in the 3-foot wide landscape strip, the luminaire will be about 35 feet above the ground, and each LED fixture will provide about 9,000 to 10,000 lumens. Also proposed is a five-foot wide, paved path connecting the N. 6th Street sidewalk with the Cedar River Trail (See Figure 3). There is currently no crosswalk here, leaving pedestrians to cross Nishawaki Lane (Riverside Drive) in a high traffic area with challenging sight lines. The proposed trail connector will require the removal of some of the ornamental shrubs and the installation of an asphalt pathway in an area currently composed of maintained shrubs and mulch. 750 Sixth Street South I Kirkland, WA 98033 p'425.822.5242 f' 425.827.8136 I watershedcoxom F Shoreline Environment Functional Effects Analysis Puget Sound Energy % Andy Padvorac August 25, 2014 Page 2 Concurrent with Boeing's plans, PSE is proposing to convert a single-phase, 12.5 kV overhead powerline on N. 6th Street into a three-phase line that will provide greater capacity and reliability for the Boeing manufacturing operations at Renton Municipal Airport (See Figure 1). The new lines will be larger in diameter (from 0.25 inches to 0.934 inches) due to a larger conductor and plastic insulation, which reduces the risk of bird electrocution. Project components within the shoreline environment include expanding the number of overhead lines from two to four, replacing two existing wood utility poles with like -kind poles but six inches larger in diameter, replacing'the existing utility pole cross -beams to support the new lines, and installing a new underground vault and above ground meter cabinet for the expanded powerlines that will be placed underground on the west side of the Cedar River. Ground disturbance will be limited to the construction of the underground vault, which will measure 7 feet wide x 7 feet wide x 3.5 feet deep and may include an additional one foot of excavation to allow for gravel bedding and an additional one foot of excavation and backfill on all sides for a total impervious addition of approximately 64 square feet. The meter cabinet, which will be mounted on top of the vault, will measure 56" wide x 72" wide x 48" tall for a total volume of 4.1 cubic yards. The cabinet will provide weather protection for the meter itself and hardware for securing terminations for the underground cables. All other ground work will be conducted in areas that are entirely impervious, including the N. 6th Street right-of-way and adjacent sidewalks. No removal of any trees or shrubs will occur as part of the proposed powerline replacement project. Total new impervious surfaces are anticipated to be 387 square feet, including PSE's utility vault west of the river and the trail connector/pedestrian walkway east of the river. To offset these unavoidable impacts, 455 square feet of sparsely -planted, ornamental landscaping adjacent to the east side of Riverside Drive (approximately 140 feet north of the trail connector) will be enhanced with a dense, native shrub community. Additional areas of impervious surface within the shoreline environment (approximately 300 square feet) along N. 611 Street will be removed and replaced with a three -foot -wide planting strip. To minimize potential avian hazards, non-conductive tree wire and non -spinning bird flappers will be placed on the new powerlines. The bird flappers reduce the chance of birds colliding with the lines, while the tree wire provides insulation from electrical conductivity, reducing the risk of bird electrocution. Existing Conditions The project area extends along the south side of N. 611 Street from Logan ,Avenue N. to the terminus of N. 61h Street, over the Cedar River to an existing utility pole just west of the East Perimeter Road on the airport property (See Figure 1). Only the western approximately 400 linear feet of the project area is located in the shoreline environment. Vegetated areas are limited to relatively narrow areas adjacent to the river. West of the Cedar River, vegetation includes mowed grass separated from the armored riverbank by the East Perimeter Road. The Shoreline Environment Functional Effects Analysis Puget Sound Energy % Andy Padvorac August 25, 2014 Page 3 western riverbank is dominated by invasive Scot's broom and field grasses. The eastern, armored riverbank is dominated by a mix of invasive Himalayan blackberry, Japanese knotweed, and reed canarygrass and abuts a concrete wall approximately four feet tall. Between the concrete wall and Riverside Drive, vegetation is limited to an approximately 70- foot-wide strip of sparsely -planted, non-native, ornamental shrubs and one ornamental tree. The landscaped area is bisected by the paved Cedar River Trail. No vegetation is present in the project area east of Riverside Drive. The functions and values of the shoreline environment are extremely limited due to the existing conditions and the extent of the surrounding development. The project area lacks native vegetation, structural diversity, and special habitat features that would provide substantial habitat for resident and migratory animals. The ornamental shrubs present east of the river provide some cover opportunities for songbirds, but as non-native, non -fruit -bearing shrubs, they provide little forage opportunities. The high traffic setting creates noise and substantial habitat fragmentation, eliminating the use of all areas, except the Cedar River itself, as a significant migration corridor. The ornamental shrubs east of the river also provide minor reductions in stormwater flows entering the river, although due to a lack of herbaceous vegetation, the area does not possess significant potential to improve water quality by trapping and removing sediments and pollutants. West of the river, on the airport property, functionality is extremely limited, as the vegetation is mostly mowed lawn grasses that provide essentially no wildlife habitat value. Habitat function is further reduced as airport operations typically require removal of wildlife as an aviation safety precaution. The ability of mowed lawn to provide some level of groundwater recharge, surface flow reduction, and water quality treatment cannot be summarily dismissed; however, mowed grass does not have the vertical structure necessary to trap and filter sediments or to significantly slow surface water velocities. Shoreline Environment Functional Effects Analysis Puget Sound Energy Yo Andy Padvorac August 25, 2014 Page 5 Therefore, the overall function of the terrestrial shoreline environment west of the river can be effectively described as minimal. Areas from Riverside Drive eastward along N. 6ch Street are almost exclusively composed of asphalt and are subject to high traffic volumes. These areas provide no ecological functions related to the Cedar River Shoreline Environment. Figure 3: Approximate Trail Connector Alignment Functional Impact Analysis Replacing pervious areas,with impervious (lawn, mulch, and sparse shrubs with asphalt and steel) always represents a functional loss. However, the areas impacted by the current proposals only provide minimal function, mostly related to groundwater recharge and a minor reduction in stormwater velocities. As described above, mowed lawn (and empty mulch) does not have the vertical structure necessary to trap pollutants and sediments or to significantly reduce stormwater velocities. Therefore, converting such areas to asphalt, while representing a loss in function, does not represent a substantial loss. The planter strip being installed adjacent to the N. 61h Street sidewalk will represent an approximately 300 square -foot replacement of impervious asphalt with native shrubs. While the functional value is somewhat limited due to e • Shoreline Environment Functional Effects Analysis Puget Sound Energy % Andy Padvorac August 25, 2014 Page 6 the separation from the Cedar River by Riverside Drive, it does provide a minor functional lift for water infiltration within the Shoreline Environment as compared to the existing condition. The habitat function provided by the impact areas is also minimal, with mowed lawn providing very low levels of function. The ornamental shrubs provide some cover for songbirds, but the relative lack of density and the lack of fruit- and nut -producing, native species severely limits the forage opportunities for wildlife. None of the shrubs proposed for removal do, or ever will, provide shade, detritus material, or large woody debris recruitment for the Cedar River. The proposed new planting areas within the shoreline habitat total approximately 755 square feet, including approximately 455 square feet in the 100-foot stream buffer for the Cedar River. By mitigating the impact area at a ratio of approximately 2:1 (including 1.2:1 in the buffer), while improving the density, diversity, and species composition of the shrub species present, the post - project area will represent a significant increase in wildlife cover and forage opportunities beyond the existing conditions. These functions are particularly valuable in dense, urban settings, as refuge areas are not typically available and are highly valued by wildlife. The visual and aesthetic impacts of two new electrical conductors is insignificant, as they will be in a similar location as the existing lines and will be on a parallel, horizontal plane. The non - spinning bird flappers and tree wire will further reduce the risk of birds colliding with or being electrocuted by the transmission lines. Similarly, the addition of two new street lights will not represent a significant impact, as the area is already heavily developed and the existing terrestrial habitat is severely limited. The replacement of the impervious areas adjacent to the N. 61), Street sidewalk with native vegetation and pervious soil will help minimize the impacts associated with the new impervious surface from the utility vault and the trail connector. This, combined with the substantial increase in relative wildlife habitat functions associated with the installation of a dense native shrub community as a replacement for sparsely -planted ornamental shrubs, mulch, and mowed lawn, leads to the conclusion that the totality of the proposed plan represents no -net -loss of ecological functions in the Shoreline Environment. PSE is proposing to upgrade the 12.5 kV electrical distribution system serving the Renton Airport Aprons A and B. The system would be upgraded from a two -wire to a four -wire system and will remain an overhead utility crossing the Cedar River, in Reach A, identified as Shoreline High Intensity. Onside the river crossing the new utilities lines will be underground. In addition, Boeing is required to complete street frontage improvements including a 6 foot sidewalk and 5 foot landscape strip along -N 6th St, which were triggered as a result of the Boeing Site Logistics projects (LUA13-001122). These improvements were included in the SEPA review associated with the 2013 Site Logistics project; as such no further Environmental Review is required for the project. The project is primarily located in public right-of-way but will partially be completed on the Airport property, the Cedar River Trial park and potentially Boeing's property located south of N 6th St. These sites are zoned IM, IH and UC-N2 respectively. The applicant has provided a Stormwater study with the application. No trees are proposed to be removed as a result of the project. PSE profile of horizontal directional drilling FINDINGS OF FACT: The applicant is requesting a Shoreline Substantial Development Permits to upgrade the 12.5 kV electrical distribution system serving the Renton Airport Aprons A and B from a two -wire to.a four -wire system and street frontage improvements including a 6 foot sidewalk and 5 foot landscape strip along N 6th St. 2. The site currently is primarily asphalt and/or concrete impervious surfaces along N 6th St. and in the airport parcel. The portion of the extended sidewalk in the Cedar River Park is landscaped. 3. The PSE electrical distribution system is currently comprised of overhead lines that cross the cedar river. 4. The closest work to the OHWM would be approximately 30 feet along the east bank and 65 feet along the west bank of the Cedar River. 5. The proposed PSE upgrades would consist of the following: East bank of the Cedar River: Replacing one pole (P02) with a new pole of the same height and up to 6 inches in diameter larger. The wood cross -arms and hardware that currently are atop pole P02 would be replaced with new like -kind material which would support the proposed 3-phase electrical distribution system. Pole 3 (P03) is proposed to be removed and replacement about 50 feet to the east outside the Shoreline Jurisdiction. (Exhibit 6) West bank of the Cedar River: a new 7 foot x 7 foot by 3.5 foot vault would be installed just west of the existing pole (P01) in an existing grass field at the Airport property. The vault would be located underground (Exhibit 6). Over the Cedar River: The overhead electrical lines would remain overhead at the river crossing. To deter birds from striking the wires "Fixed Bird Flapper" devices would be attached to the conductors above the river. 6. The applicant has proposed street improvements along N 6th Street to include a 6 foot sidewalk and a 3 foot landscape strip. These improvements are proposed to be located on the east side of the Cedar River only and would extend along the south side of N 6th St. In addition; these improvements would include the extension of the storm drainage system and catch basins, two new street lights, and the removal of an existing telecom City of Renton Department of Com*y & Economic Development • Shoreline Management Permit N 6th St. Improvments by Boeing and PSE LUA14-000581, SM DATE OF PERMIT: June 26, 2014 Page 4 of 17 utility pole. However, comments were received from the City's Plan Review division (Exhibit 10), which states the streets should include a 6 foot sidewalk, 5 foot planting strip, 0.5 foot vertical curb and asks the applicant to consider the installation of a 5 foot bike lane. 7. Due to the proposed new sidewalk along N 6th Street an ADA connection is required to the Cedar River Trail located on the City's park property just north of N 6th Street and along Nishiwaki Ln., which provides access to the Cedar River Park. Comments were received from the Community Services Department (Exhibit 10) identifying that the proposed design and layout of this connection is not approvd as designed. As such, this design would need to be reviewed and approved by both the City's Transportation Department and Community Services; staff recommends this review as a condition of approval. B. The applicant submitted a Functional Effects Analysis prepared by The Watershed Company, dated April 29, 2014. 9. The site is located in a flood hazard area and a flood way, a seismic hazard area, and an area that contains sensitive slopes (along the river bank), powerlines would extend over the Cedar River which is a shoreline of the State, no other critical areas exist on site. 10. Representatives from various city departments have reviewed the application materials to identify and address issues raised by the proposed development. These comments are contained in the official file, and the essence of the comments have been incorporated into the appropriate sections of this report and the Departmental Recommendation at the end of this report. 11. Roads and Local Service Utilities are permitted outright in Table 4-3-090E1 Shoreline Use Table. 12. Shoreline use and development should be carried out in a manner that prevents or mitigates adverse impacts so that the resulting ecological condition does not become worse than the current condition. This means ensuring no net loss of ecological functions and processes in all development and use. Permitted uses should be designed and conducted to minimize, in so far as practical, any resultant damage to the ecology and environment (RCW 90.58.020). Shoreline ecological functions that should be protected include, but are not limited to, fish and wildlife habitat, food chain support, and water temperature maintenance. Shoreline processes that shall be protected include, but are not limited to, water flow; littoral drift; erosion and accretion; infiltration; ground water recharge and discharge; sediment delivery, transport, and storage; large woody debris recruitment; organic matter input; nutrient and pathogen removal; and stream channel formation/maintenance. Staff Comment: The Applicant submitted a Functional Effects Analysis prepared by The Watershed Company, dated April 29, 2014. The report states that replacing pervious areas with impervious areas always represents a functional loss, however Compliant in this case the loss is not considered to be a substantial loss. The applicant has if proposed to add a planter strip which would represent approximate 300 square feet conditons of replacement impervious asphalt with native shrubs. In addition, staff has are met requested this planter strip to be increased from the proposed 3 feet to S feet which would result in an additional reduction in impervious surface area. in addition, the applicant has proposed to provide 727 SF of enhancement native plantings in the City's Cedar River Park. The report concludes that the replacement of the impervious areas adjacent to N 6th St. sidewalk with native vegetation and pervious soil would help to minimize the impacts associated with the new impervious surface from the utility vault and the trial connection. The replacement of impervious surface in combination with the substantial increase in relative wildlife habitat functions that would be associated with the installation of a dense native shrub community (plantings located on the City's Cedar River Park site) leads to the conclusion that the totality of the proposed plan represent no -net -loss of ecological functions in the Shoreline Environment. However, comments were received from the City's Community Services Department which has indicated that the proposed mitigation plantings would not be permitted on City property as proposed. As such, with the removal of the 727 SF of plantings on the City's property the proposed project may result in a net loss of ecological functions and values. Therefore, staff recommends as a condition of approval that prior to construction permit issuance for the N 6th St. improvements an updated Functional Effects Analysis with City of Renton Deportment of Comr] lty & Economic Development Shorefine Management Permit N 6th St. Improvments by Boeing and PSE LUA14-000581, SM DATE OF PERMIT: June 26, 2014 Page 6 of 17 associated mitigation be prepared for review and approval by the Current Planning Project Manager identifying an alternative proposal to mitigate the project to result in no net loss of ecological functions and values. Methods of controlling spillover light include, but are not limited to, limits on the height of light structure, limits on light levels of fixtures, light shields, and screening. (c) Utilities shall share roadway and driveway corridors and rights -of -way wherever feasible. (d) Development shall be located and designed to avoid the need for structural shoreline stabilization over the life of the development. Exceptions may be made for the limited instances where stabilization is necessary to protect allowed uses, particularly water -dependent uses, where no alternative locations are available and no net loss of ecological functions will result. Location for Accessory Development: Accessory development or use that does not require a shoreline location shall be located outside of shoreline jurisdiction unless such development is required to serve approved water -oriented uses and/or developments or unless otherwise allowed in a High Intensity designation. When V, sited within shoreline jurisdiction, uses and/or developments such as parking, service buildings or areas, access roads, utilities, signs and storage of materials shall be located inland away from the land/water interface and landward of water - oriented developments and/or other approved uses unless a location closer to the water is reasonably necessary. Navigation and Recreation to Be Preserved: Shoreline uses shall not deprive other uses of reasonable access to navigable waters. Cedar River Reach A Standard: Enhancement of native riparian vegetation shall be implemented as part of park management, balanced with needs of flood control levees and opportunities to provide public visual and physical access to the N/A shoreline. Pursuant to RMC 4-3-090F.1.h. Exemption Criteria: As determined by the Administrator of the Department of Community and Economic Development or designee, for development proposed on sites separated from the shoreline by City of Renton Department of Coml6ty & Economic Development • Shoreline Management Permit N 6th St. Improvments by Boeing and PSE LUA14-000581, SM DATE OF PERMIT: June 26, 2014 Page 10 of 17 intervening, and lawfully created, public roads, railroads, other off -site substantial existing improvements, or an intervening parcel under separate ownership, the requirements of this Code for a vegetation buffer may be waived. For the purposes of this Section, the intervening lots/parcels, roads, or other substantial improvements shall be found to: i. Separate the subject upland property from the water body due to their height or width; and ii. Substantially prevent or impair delivery of most ecological functions from the subject upland property to the water body. Building Height — Maximum: In water — 35 ft. Within 100 feet of OHWM — 35 ft. More than 100 feet from the OHWM — 35 ft. Height up to that established in chapter 4-2 RMC, Zoning Districts — Uses and Standards, may be allowed for non -water -dependent uses in the following reaches: Lake Washington Reaches C, H, I, and J; Cedar River Reaches A, B, and C; Black River Reach A; May Creek Reach B; and Springbrook Creek Reaches B, C, and D: For buildings landward of one hundred feet (100') from OHWM, the maximum N/A building height shall be defined by a maximum allowable building height envelope that shall: i. Begin along a line lying parallel to and one hundred feet (100') from OHWM at a height of either thirty five feet (35') or one half (1/2) the maximum height allowed in the underlying zone, whichever is greater; and ii. Have an upward, landward transition at a slope of one vertical to one horizontal from the beginning height either (a) until the line at which the maximum height allowed in the underlying zoning in chapter 4-2 RMC is reached (from which line the height envelope shall extend landward at the maximum height allowed in the underlying zoning), or (b) to the end of shoreline jurisdiction, whichever comes first. Impervious area within the Buffer/Setback: 5% Staff Comment: The proposed project would add approximately 323 SF of impervious area for the proposed pedestrian path and the PSE vault. The additional plantings proposed in the 3 foot landscape strip along N 6th street would provide 315 SF of replaced impervious service in the shoreline area. The required increase in landscape planter area along N 6th Street from 3 feet (proposed) to 5 feet it is anticipated that the additional 8 SF of needed impervious replacement would be compensated for if the conditions of approval are complied with. Staff Comment: The subject project consists of a combination of underground utilities, necessary access road and trial improvements, and essential public facilities. As such, the entirety of the project would be exempt from the above setbacks and buffer standards of the Shoreline Overlay. Staff Comment: PSE has proposed to underground the overhead utility lines within ✓ the subject N 6th Street corridor where feasible. However as the existing and proposed new utilities lines approach the Cedar River they would be required to cross the river overhead. See further discussion below. If new installations are required to cross water bodies or wetlands they should avoid disturbing banks and streambeds and shall be designed to avoid the need for shoreline stabilization. Crossings shall be tunneled or bored where reasonably feasible. Installations shall be deep enough to avoid failures or need for protection due to exposure due to streambed mobilization, aggregation or lateral migration. Underwater utilities shall be placed in a sleeve if reasonably feasible to avoid the need for excavation in the event of the need for maintenance or replacement. Stoff Comment: The applicant has indicated that there is no bridge at the existing utility crossing. The proposed upgraded PSE lines would be within an existing utility corridor. The applicant has indicated that both the east and west stream banks and the stream bed would not be disturbed as a result of the utility upgrade. The applicant evaluated the option of tunneling under the Cedar River for the utility lines and has reached the following conclusions: - A geotechnical study could find rock cobbles that would block the drill or soils that would collapse before a casing could be inserted into the boring. - Typically one would set the drilling equipment back from the center of the river 100 feet for every 1-inch of drill size. This is intended to allow for a gradual arc of the drill shaft and casing (Exhibit 11). Based on the proposed casing sizes and the general setback rule it is anticipated the drilling equipment could be 700 to 900 feet from the river centerline. Bosed on this assumption, the drilling equipment would need to be set up on the airport property close to or within the runway of the airport. Due to the potential to impact the Airport Runway (an essential public facility) and the possibility that based on geotechnical condition the drilling could be infeasible staff recommends approval of an overhead crossing at the subject location. In areas where utility installations would be anticipated to significantly alter natural N/A groundwater flows, a barrier or conduit to impede changes to natural flow characteristics shall be provided. Excavated materials from construction of utilities shall be disposed of outside of the vegetation conservation buffer except if utilized for ecological restoration and shall be specified in submittal materials. Vegetation Conservation: (a) Native vegetation shall be maintained whenever reasonably feasible. (b) When utility projects are completed in the water or shoreland, the disturbed area shall be restored as nearly as possible to the original condition. (c) All vegetation and screening shall be hardy enough to withstand the travel of service trucks and similar traffic in areas where such activity occurs i. Electrical Distribution: New electrical distribution lines within the shoreline shall be placed underground; provided, that distribution lines that cross water or other critical areas may be allowed to be placed above ground if: (a) There is no feasible alternative route. (b) Underground installation would substantially disrupt ecological functions and processes of water bodies and wetlands; horizontal drilling or similar technology that does not disturb the surface is not feasible. (c) Visual impacts are minimized to the extent feasible. (d) If overhead facilities require that native trees and other vegetation cannot be maintained in a vegetation conservation buffer as provided in subsection F1 of this Section, Vegetation Conservation, compensatory mitigation shall be provided on - or off -site. Staff Comment: See comments above under Utility Crossings. The proposed sidewalk connecting N 6th St. to Nishiwaki Ln. shall be submitted to the City for Review and approval by both the Community Services Department and the City's Transportation Division. 2. Prior to approval of the required constriction permit for the N 6th St. improvements, the applicant shall provide an updated mitigation plan identifying "no net loss of ecological functions and values" without using the City's park property as a mitigation site. In addition, the mitigation may be required to change if the proposed roadway design and/or other impervious areas change at this construction permit phase. The final mitigation plan shall be reviewed and approved by the Current Planning Project Manager prior to construction permit issuance. 3. The applicant shall consider shielding and lighting reduction of the required LED street lights close to the Cedar River provided the lighting does not compromise public safety. The lighting plan shall be reviewed and approved by the project Plan Reviewer prior to construction permit issuance for the N 6th Street frontage improvements. 4. One 20" aviation orange spherical mark ball (see AC 70/7460-1k) shall be installed on each power line that crosses the river. These aviation orange markers should be offset to improve identification of the power lines over the river. 5. The replacement of pole P02 shall be coordinated with the City's Parks Department and that disturbance to the trail during replamcent shall be avoided to the extent feasible. This Permit is granted pursuant to the Shoreline Management Action of 1971 and pursuant to the following: 1. The issuance of a license under the Shoreline Management Act of 1971 shall not release the applicant from compliance with federal, state, and other permit requirements. 2. All copies of appeal notices shall also be filed with the City of Renton Planning Division and the City Clerk's office. RECONSIDERATION: Within 14 days of the decision date, any party may request that the decision be reopened by the approval body. The approval body may modify his decision if material evidence not readily discoverable prior to the original decision is found or if he finds there was misrepresentation of fact. After review of the reconsideration request, if the approval body finds sufficient evidence to amend the original decision, there will be no further extension of the appeal period. Any person wishing to take further action must file a formal appeal within the 14-day appeal time frame. As part of the permit process, the City has requested an analysis of the potential effects on the ecological function and values of the shoreline environment associated with the Cedar River. Project Description Boeing plans to improve North 61h Street between Logan Avenue North and the Cedar River, as needed for the Boeing Logistics Project. Improvements along N. 6th Street and within the Shoreline jurisdiction include installing a sidewalk, extending the storm drainage system and adding a catch basin, installing two new street lights, removing an existing telecom utility pole, adding curb and gutter improvements, repainting channelization on the road, and adding a vegetated planting strip between the new sidewalk and N. 6th Street (in an existing impervious area) (See Figure 2). New street lights will be added along the south side of North 61h Street spaced approximately 70' apart, starting the southeast corner of North 61h Street and North Riverside Drive. The street light poles will be in the 3-foot wide landscape strip, the luminaire will be about 35 feet above the ground, and each LED fixture will provide about 9,000 to 10,000 lumens. Also proposed is a five-foot wide, paved path connecting the N. 6th Street sidewalk with the Cedar River Trail (See Figure 3). There is currently no crosswalk present here, leaving pedestrians to cross Nishawaki Lane (Riverside Drive) in a high traffic area with challenging sight lines. Concurrent with Boeing's plans, PSE is proposing to convert a single-phase,12.5 kV overhead powerline on North 6th Street into a three-phase line that will provide greater capacity and reliability for the Boeing manufacturing operations at Renton Municipal Airport (See Figure 1). The new lines will be larger in diameter (from 0.25 inches to 0.934 inches) due to a larger conductor and plastic insulation, which reduces the risk of bird electrocution. Project components within the shoreline environment include expanding the number of overhead lines from two to four, replacing two existing wood utility poles with like -kind poles but six inches larger in diameter, replacing the existing utility pole cross -beams to support the new lines, and installing a new underground vault and above ground meter cabinet for the expanded powerlines that will be placed underground on the west side of the Cedar River. Ground disturbance will be limited to the construction of the underground vault, which will measure 7' wide x 7' wide x 3.5' deep and may include and additional one foot of excavation to allow for gravel bedding and an additional one foot of excavation and backfill on all sides for a total impervious addition of approximately 64 square feet. The meter cabinet, which will be mounted on top of the vault, will measure 56" wide x 72" wide x 48" tall for a total volume of 4.1 cubic yards. The cabinet will provide weather protection for the meter itself and hardware for securing terminations for the underground cables. All other ground work will be conducted in areas that are entirely impervious, including the North 6th Street right-of-way and adjacent sidewalks. No removal of any trees or shrubs will occur as part of the proposed powerline replacement project. Total new impervious surfaces are anticipated to be 387 square feet, including PSE's utility vault west of the river and the trail connector/pedestrian walkway east of the river. To offset these unavoidable impacts, 727 square feet of sparsely -planted, ornamental landscaping adjacent to the trail connector will be enhanced with a dense, native shrub community. Additional areas of impervious surface (approximately 300 square feet) along N. 61h Street will be removed and replaced with a three -foot -wide planting strip. To minimize potential avian hazards, non-conductive tree wire and non -spinning bird flappers will be placed on the new power lines. The bird flappers reduce the chance of birds colliding with the lines, while the tree wire provides insulation from electrical conductivity, reducing the risk of bird electrocution. Existing Conditions The project area extends along the south side of North 61h Street from Logan Avenue North to the terminus of North 6th Street, over the Cedar River to an existing utility pole just west of the East Perimeter Road on the airport property (See Figure 1). Only the western approximately 400 linear feet of the project area is located in the shoreline environment. West of the Cedar River, vegetation includes mowed grass separated from the armored riverbank by the East Perimeter Road. The western riverbank is dominated by invasive Scofs broom and field grasses. The eastern, armored riverbank is dominated by a mix of invasive Himalayan blackberry, Japanese knotweed, and reed canarygrass and abuts a concrete wall approximately four feet tall. Between the concrete wall and Riverside Drive, vegetation is limited to an approximately 70- foot-wide strip of sparsely -planted, non-native, ornamental shrubs and one ornamental tree. The functions and values of the shoreline environment are extremely limited due to the existing conditions and the extent of the surrounding development. The project area lacks native vegetation, structural diversity, and special habitat features that would provide substantial habitat for resident and migratory animals. The ornamental shrubs present east of the river provide some cover opportunities for songbirds, but as non-native, non -fruit -bearing shrubs, they provide little forage opportunities. The high traffic setting creates noise and substantial habitat fragmentation, eliminating the use of all areas, except the Cedar River itself, as a significant migration corridor. The ornamental shrubs east of the river also provide minor reductions in stormwater flows entering the river, although due to a lack of herbaceous vegetation, the area does not possess significant potential to improve water quality by trapping and removing sediments and pollutants. West of the river, on the airport property, functionality is extremely limited, as the vegetation is mostly mowed lawn grasses that provide essentially no wildlife habitat value, Habitat function is further reduced as airport operations typically require removal of wildlife as an aviation safety precaution. The ability of mowed lawn to provide some level of groundwater recharge, surface flow reduction, and water quality treatment cannot be summarily dismissed; however, mowed grass does not have the vertical structure necessary to trap and filter sediments or to significantly slow surface water velocities. 0 s Shoreline Environment Functional Effects Analysis Puget Sound Energy `. Areas from Riverside Drive eastward along N. bw Street are almost exclusively composed of asphalt and are subject to high traffic volumes. These areas provide no ecological functions related to the Cedar River Shoreline Environment. Figure 3: Approximate Trail Connector Alignment Functional impact Analysis Replacing pervious areas with impervious (lawn, mulch, and sparse shrubs with asphalt and steel) always represents a functional loss. However, the areas impacted by the current proposals only provide minimal function, mostly related to groundwater recharge and a minor reduction in stormwater velocities. As described above, mowed lawn (and empty mulch) does not have the vertical structure necessary to trap pollutants and sediments or to significantly reduce stormwater velocities. Therefore, converting such areas to asphalt, while representing a loss in function, does not represent a substantial loss. The planter strip being installed adjacent to the N. Oh Street sidewalk will represent an approximately 300 square -foot replacement of impervious asphalt with native shrubs. While the functional value is somewhat limited due to 0 Shoreline Environment Functional Effects Analysis Puget Sound Energy % Andy Padvorac April 29, 2014 Page 6 the separation from the Cedar River by Riverside Drive, it does provide a minor functional lift for water infiltration within the Shoreline Environment as compared to the existing condition. The habitat function provided by the impact areas is also minimal, with mowed lawn providing very low levels of function. The ornamental shrubs provide some cover for songbirds, but the relative lack of density and the lack of fruit- and nut -producing, native species severely limits the forage opportunities for wildlife. None of the shrubs proposed for removal do, or ever will, provide shade, detritus material, or large woody debris recruitment for the Cedar River. By mitigating the impact area at a ratio of approximately 1.9:1, while improving the density, diversity, and species composition of the shrub species present, the post -project area will represent a significant increase in wildlife cover and forage opportunities beyond the existing conditions. These functions are particularly valuable in dense, urban settings, as refuge areas are not typically available and are highly valued by wildlife. The visual and aesthetic impacts of two new electrical conductors is insignificant, as they will be in a similar location as the existing lines and will be on a parallel, horizontal plane. The non - spinning bird flappers and tree wire will further reduce the risk of birds colliding with or being electrocuted by the transmission lines. Similarly, the addition of two new street lights will not represent a significant impact, as the area is already heavily developed and the existing terrestrial habitat is severely limited. The replacement of the impervious areas adjacent to the N. 611, Street sidewalk with native vegetation and pervious soil will help minimize the impacts associated with the new impervious surface from the utility vault and the trail connector. This, combined with the substantial increase in relative wildlife habitat functions associated with the installation of a dense native shrub community as a replacement for sparsely -planted ornamental shrubs, mulch, and mowed lawn, leads to the conclusion that the totality of the proposed plan represents no -net -loss of ecological functions in the Shoreline Environment. Reviewed by Steven True, PE Project Manager Technical Information Report SergerABAM, A13.0362.06 Boeing North 6th Street Improvements April 25, 2014 Renton, Washington Page 1 of 8 • SECTION 1: PROJECT OVERVIEW The proposed project is located within the North 6th Street public right-of-way at The Boeing Commercial Airplane 737 Airplane Production Renton Plant located on the southern shore of Lake Washington, within the City of Renton, Washington. The project site is bordered by The Boeing Commercial Airplane 737 Airplane Production Renton Plant to the north and the south, the Cedar River to the west, and Logan Avenue North to the east. Surrounding land use is predominantly commercial, industrial, and retail. The Cedar River Trail system and associated park are located just west of the project site. A site vicinity map and project site maps are provided in Appendix A. The Boeing North 6th Street Improvements Project encompasses the addition of curb and gutter, a landscape planter, and raised sidewalk along the southern edge of N 6th St. Utility improvements including overhead power and communication modification, hydrant relocation and stormwater collection and conveyance modifications will be .required to accommodate the new road section. It is the intent of this Technical Information Report to address the site improvements proposed by the project and the applicable conditions and requirements. Existing Conditions The topography of the entire project site is relatively flat, with slopes generally ranging from less than 1 percent to less than 2 percent from east to west. The project site encompasses the southern half of N 6th St, a small portion of the Cedar River Trail Park, and a portion of the Boeing Renton Production Plant. Runoff from the project site is collected by closed (pipe) conveyance systems which outfall to the Cedar River or to Lake Washington. The existing pedestrian facilities within this portion of the right-of-way are limited to a paved shoulder area. Table 1.1 below summarizes proposed surface coverage for the project site. In the existing condition, stormwater run-off from the southern portion of N 6th St and the tributary area just south of the right-of-way line is collected and conveyed by both public and private stormwater systems. The existing public system collects a 12,770 sf area of the project site from the N 6th St public right-of-way and the adjacent private property within the eastern portion of the site and outlets directly to the Cedar River. The existing private system collects a 14,538 sf area of the project site from the N 6th St public right-of-way and the adjacent private property within the western portion of the site and outlets to Lake Washington via the Boeing privately owned and maintained Nishiwaki trunkline as described in the Technical Information Report prepared by BergerABAM for the Boeing Renton Site Logistics Project, dated March 3, 2014. A copy of the aforementioned soils map is provided in Appendix C of this report. Urban land is generally soil that has been significantly modified by urbanization and disturbance of the natural soil layers. The probable erosion hazard is slight to moderate. Proposed Conditions Surface cover, topography and hydrology at the project site will be essentially unchanged by the proposed improvements. Table 1.1 below summarizes proposed surface coverage for the project site. The improvements proposed by the project include upgrading the pedestrian facilities with the addition of a raised sidewalk and landscape buffer with a raised curb and gutter. Utility Improvements Utility improvements including overhead power and communication modification, street lighting, hydrant relocation, and stormwater collection and conveyance modifications will be required to accommodate the new road section. Other utilities that are present within the project area are sanitary sewer, water (both domestic and fire -protection), gas mains, and underground communication lines. Existing utilities and building service connections will be protected and preserved throughout construction. Stormwater Improvements In general, stormwater runoff patterns for the project site will mimic existing; however the pollution generating impervious surface cover of the site will be slightly reduced with the addition of a landscape buffer. Stormwater run-off will also be redirected to eliminate sheet flow across the new raised sidewalk while marinating existing tributary basin sizes. The existing public system currently collects a 12,770 sf area of the project site from the N 6th St public right-of-way and the adjacent private property within the eastern portion of the site and outlets directly to the Cedar River. In the proposed condition, the public system will collect a 12,551 sf area of the project site from the N 6th St public right-of-way. The existing private system currently collects a 14,538 sf area of the project site from the N 6th St public right-of-way and the adjacent private property within the western portion of the site and outlets to Lake Washington via the Boeing privately owned and maintained Nishiwaki trunkline. In the proposed condition, a 14,757 sf area of the project site from the N 6th St public right-of-way and the adjacent private property will be collected. The existing public storm system within the project site is a closed conveyance system consisting of 24-inch pipe and Type 2 catch basins. The project improvements will add a new Type 2 catch basin, replace an existing Type 2 catch basin, and add two new concrete inlets to the existing conveyance system. A total of 13 linear feet of new, 12-inch high -density polyethylene pipe will be installed to connect the concrete inlets to corresponding catch basins. The new private collection and conveyance system just south of the public right-of-way on the Boeing Commercial Airplane Group Renton Production Plant includes 360 linear feet of 12-inch high -density polyethylene pipe, and three Type 1 catch basins. Roof drainage from an existing building located adjacent to the right-of-way will be collected in a 6-inch conveyance pipe and connected to this system. The private system connects to an existing private structure at the southeast corner of N 6th Avenue and Nishiwaki Lane, which is a part of the privately owned and maintained Boeing conveyance system. Core Requirement I - Discharge at the Natural Location This project will add structures and pipe to existing stormwater conveyances in place. No significant net change to tributary areas or discharge locations will occur as a result of the improvements proposed by this project Core Requirement 2 - Off -site Analysis A qualitative off -site analysis is not required per the City of Renton Amendments to the KCSWDM, Section 1.2.2 Core Requirements #2: Offsite Analysis, sub -heading Exemption from Core Requirement #2, on page 1-21; which states: "A proposed project is exempt from Core Requirement #2 if... The project does not change the rate, volume, duration, or location of discharges to and from the project site (e.g., where existing impervious sui face is replaced with other impervious surface having similar runoff -generating characteristics, or where pipelditch modifications do not change existing discharge characteristics)." Core Requirement 3 - Flow Control The project site meets the requirements of the Direct Discharge Exemption per Section 1.2.3 of the City of Renton Amendments to the KCSWDM. Projects that are exempt from flow control requirements are not required to implement Flow control BMPs detailed in Section 1.2.3.3 of the City of Renton Amendments to the KCSWDM. Core Requirement 8 - Water Quality The project meets requirements for the Impervious Surface Exemption for Transportation Redevelopment Projects per City of Renton Amendments to the KCSWDM, Section 1.2.8 Exemption #2, on page 1-61: total new impervious surface within the project limits is less than 50% of the existing impervious surface total new PGIS that is not fully dispersed will be less than 5,000 square feet total new PGPS that is not fully dispersed will be less than 35,000 square feet The exemption criteria is met. Special Requirement I - Other Adopted Area -Specific Requirements The project is located within the Cedar River Basin. There are currently no special drainage requirements that apply to this project. Special Requirement 2 - Flood Hazard Delineation The Boeing and PSE work on the east side of the Cedar River is not located within a 100-year flood zone as designated by FEMA panel. Refer to the flood zone maps provided in Appendix D. The PSE work on the west side of the Cedar River is not located within a 100-year flood zone as designated by City of Renton COR map provided in Appendix D. Special Requirement 3 - Flood Protection Facilities There are currently no flood protection facilities for the site. Special Requirement 4 - Source Control The project does not meet the threshold to require source control. Special Requirement 6 — Aquifer protection Area The project site is not located within an Aquifer Protection Area based on the Groundwater Protection Areas in the City of Renton Map included in the City of Renton Amendments to the KCSWDM. SECTION 3: OFF -SITE ANALYSIS A qualitative off -site analysis is not required per the City of Renton Amendments to the KCSWDM. SECTION 4: FLOW CONTROL AND WATER QUALITY FACILITY ANALYSIS AND DESIGN The project qualifies for exemption from both water quality and flow control analysis per the City of Renton Amendments to the KCSWDM. SECTION 5: CONVEYANCE SYSTEM ANALYSIS AND DESIGN The project results in no significant change in flow characteristics of the existing onsite conveyance system and therefore does not require conveyance capacity analysis per City of Renton Amendments to the KCSWDM. Due to the limited amount of trenching and excavation for structures, foundations, and piping, de -watering activities are not anticipated to exceed this amount. Therefore, a dewatering permit application is not needed through King County. SECTION 11 OPERATIONS AND MAINTENANCE MANUAL The public stormwater facilities for this project include catch basins for collection of stormwater runoff and junctions with the existing main and 12-inch high -density polyethylene pipe (HDPE) lateral connections. The proposed conveyance systems will connect to existing pipe conveyance systems and be incorporated in the City of Renton Public Works facilities maintenance and operation. The private stormwater improvements will be incorporated into the Stormwater facilities maintenance and operation at the Boeing Renton plant in accordance with the plant's Industrial Stormwater Permit, WAR-000232. PROJECT NARRATIVE - DETAILS OVERALL Boeing plans to improve North 6tn Street between Logan and the Cedar River, as needed for the Boeing Logistics Project. Work within the Shoreline area will include adding curb, gutter, street lights, stormwater conveyance, painting to re-channelize traffic, sidewalk and landscaping. A small amount of vegetation will be removed within the Shoreline jurisdiction and plans are included to mitigate for that. PSE plans to upgrade the 12.5 kV electrical distribution system serving Renton Airport Aprons A and B. The existing single-phase system will be converted to a three-phase system to provide increased capacity and reliability. The utility system will be upgraded from a two -wire to a four - wire system and will remain an overhead utility river crossing. SHORELINE AREA West of the Cedar River ➢ 100 foot zone o Boeing — none o PSE —The existing wood pole will be replaced with a new wood pole of the same height and up to 6" larger in diameter, Pole-1 on PSE's work sketch. The wood cross -arms and hardware atop the pole will be replaced with new like -kind material which will support the new 3-phase electrical distribution system. The replaced pole will be very similar to the existing one (see photo and diagram below). A 7' x 7' x 3.5' vault will be installed just south of the pole in an excavation that will be 8' x 8' x 4.5'; gravel will be used to backfill around the vault, forming a one -foot -wide gravel shoulder around the vault. The area where the vault will be placed is field grass that the airport maintenance staff mows. The three-phase overhead wiring at the top of the pole will transition to cables, going down the pole in new conduits, and will terminate in the vault at a primary service meter. Under a prior permit process, Boeing permitted the installation of underground cables from the new meter at this vault south to Apron A and B. New, overhead 3-phase electrical lines will be installed to the east across the river to replace the existing single- phase system. The existing electrical lines are #4 ACSR conductors (0.25" diameter). The proposed electrical lines will be tree wire which is covered in black plastic and 0.934" in diameter. To deter birds from striking the wires, "Fixed Bird Flapper" devices will be attached to the conductors above the river. This is discussed below in the East Mitigation section. ➢ 200 foot zone o Boeing & PSE — None o Tree Removal -- none o Mitigation — none East of the Cedar River ➢ 100 foot zone o Boeing — A new 5-foot wide asphalt pedestrian walkway will be built to connect the existing Riverside Trail with the sidewalk that is proposed between North Riverside Drive and Spine Road on the south side of North 6 t h Street. This will provide safer movement of foot and bike traffic from the Riverside Trail to Logan Avenue North. The proposed pedestrian walkway will remove a total of 323 sq. ft. of existing beauty bark landscaping area. From within the beauty bark area, several existing bushes will be displaced. o PSE - There are three wood utility poles within this Shoreline zone. PSE poles P-01 and P-02 will be replaced with ones of the same height and up to 6" larger in diameter. The existing hardware stop the pole will be replaced with new 9-foot long double cross -arms to support the new 3-phase electrical distribution system. This is a similar design to the existing cross -arms (see photo and diagram below). New 3-phase overhead electrical lines will be installed to replace the existing single-phase system. The overhead lines will span west across the river to Pole P-01 and to the east to the new Pale P-03A. The existing telecommunications line below the electric lines is owned by CenturyLink and will remain. The second pole in this area is at the southeast corner of North 6th Street and North Riverside Drive is owned by CenturyLlnk and is planned for removal. The third pole is PSE's existing Pole P-03, which is located very close to the edge of the 200' Shoreline buffer. This pole will be removed and replaced with Pole P-03A about 50' east of its present location, outside of the buffer. The existing electrical lines are #4 ACSR conductors (0.25" diameter). The proposed electrical lines will tree wire which is covered in black plastic and 0.934" in diameter. A new 3-foot wide landscape strip will be added between the new sidewalk and the roadway of North 61h Street. Curb and gutter will be constructed along North 6th Street and stormwater collection will be extended to a new catch basin at the southeast corner of North 6th Street and North Riverside Drive. A new street light will be added about 50 feet east of the southeast corner of North 6th Street and North Riverside Drive along the south side of North 6th Street. The street light post will be in the 3-foot wide landscape strip, the luminaire will be about 35 feet above the ground, and the LED fixture will provide about 9,000 to 10,000 lumens. o PSE — Pole-3 will be removed and its replacement installed about 50 feet to the east, outside of the Shoreline jurisdiction. The power lines will span from the new Pole P-03A west to the existing Pole P-02. o Tree Removal — none o Mitigation — As additional compensation for removing areas of lawn and beauty bark, and also shrubs, from the Shoreline buffer area, a 3-foot wide planting area will be added between the proposed curb and the new sidewalk, which will convert about 315 sq. ft. of existing impervious ground to pervious landscape area. CONSCTION MITIGATION C3kESCw v'R ION North 6th Street Improvements by Boeing & PSE Renton, WA Road Access and Sidewalk Improvement, and Powerline Upgrade Proposed Construction Dates & Times: In conformance with federal, state and city regulations, the construction is planned to start after June 2014 and will be completed on or prior to December 2014. No late night hours are proposed for any construction hauling activities. Potential Saturday hours may be required. Construction Description & Work Plan: There are two major,components of this project relating to Shoreline Substantial Development Permit: improving North fits' Street for vehicle and pedestrian traffic between Logan Avenue North and Nishiwaki Lane; and increasing the capacity and reliability of the 12'.5 kV electrical distribution system. Only that portion of work within 200 feet of the Cedar River will be discussed below. Improving North 6th Street for vehicle and pedestrian traffic ➢ Extend,Isidewalk, landscaping, curb and gutter along south side of N. 6th street from the existing sidewalk west to Nishiwaki Lane ➢ Add two street lights ➢ Add pedestrian walkway from new west end of proposed sidewalk extension west to the river trail ➢ Add landscaping along the new sidewalk and to mitigate for the walkway ➢ Pavement markings for revised traffic flow 12.5 kV electrical distribution system ➢ Replace two existing wood poles with similar poles ➢ Replace the existing single-phase, bare conductor (two wires) system with three- phase, coated tree wire conductor (two wires) ➢ Add meter vault for inter -connection between Boeing and PSE systems ➢ Add avian protection (fixed bird flappers) to conductors spanning the river The project area or area that will be disturbed as a result of this proposed project construction, totals 0.156 acres. (Boeing: 6,665 sq. ft.; PSE: 145 sq. ft.) No trees will be removed as part of this project. 387 square feet of pervious area will be converted to impervious. 64 S.F. of field grass will be removed by placement of the PSE meter vault on the west side of the river. 323 S.F. will be removed by placement of a 5- foot wide pedestrian walkway, across an existing area of landscaping beauty bark. Several existing landscaping bushes will be displaced. As mitigation for removing the field grass and beauty bark, a total of 727 S.F. of existing landscaping area will be planted with native shrubs, see the Landscape Plan. And will follow a city approved route. Job Shacks Contractors will not bring job shacks onto the site for this work. Boeing will use existing office trailers in the area, and PSE's contractor will not have any job shack. Construction. Construction will be accomplished by Boeing's construction contractor and Potelco. The contractors will call for all required inspections as well as a pre -construction meeting. The contractors will keep written records of special inspections. Snow, Ice, dirt and mud removal Contractors shall remove snow and ice to the extent necessary to perform the work. The use of calcium chloride or other chemicals will not be permitted to remove snow or ice. Contractors shall assure that vehicles are constructed, loaded, maintained and covered as necessary to prevent the deposition of dirt, mud or other debris on public roadways. Dirt mud or debris shall be removed on continual basis. Any dirt, mud or debris dropped by vehicles shall be removed immediately. Dust Control Through the entire construction period the Contractors shall take all necessary steps to dust control all working area and unpaved roads. The use of calcium chloride or other chemicals will not be permitted for dust control. The Contractors will accomplish dust control by watering and sprinkling to satisfactorily settle the dust. Contractors shall comply with any requirements imposed by law to prevent fugitive dust emissions. All demolished materials and debris will be stockpiled in a lined waste container on site to prevent dust and sedimentation from migrating onto roadways. Dewatering The road work and utility excavations will be dewatered, if needed, using best management practices such as'containment of all water within the project site, settlement tanks, testing of discharged water to appropriate standards and discharge to sanitary. I -"•�I \ n-•=-.-gym."I 0 0 Boeing Apron A & B. 29-April-2014 PSE Distribution Line Rebuild Project PSE Responses to Shoreline Utility Regulations Project Overview Boeing, has requested that PSE construct improved electrical service to Aprons A & B, for improved capacity and reliability to its facilities. The request is for a 600 amp service at 12,500 volts. This requires a three-phase extension of a "feeder" circuit from a substation. Following are PSE responses to the City of Renton Shoreline Management Plan regulations. City of Renton SMP Use Regulations RMC 4-3-090.E.11: Utility Sections "a" and "d" a. Criteria for All Utilities:, i. Local utility services needed to serve water -dependent and other permitted uses in the shoreline are subject to standards for ecological protection and visual compatibility. PSE Response: The proposed electrical distribution line rebuild is needed for other permitted Boeing uses. ii. Major utility systems shall be located outside of shoreline jurisdiction, to the extent feasible, except for elements that are water -dependent and crossings of water bodies and other elements of shore -lands by linear facilities. PSE Response: Not applicable; the proposed project is not a major utility system. iii. New public or private utilities shall be located inland from the land/water interface, preferably out of shoreline jurisdiction, unless: PSE Response: Not applicable because: • All proposed work will be inland from the land/water interface. • The proposed project is not a "new" utility system. There are existing electrical distribution and telecom lines crossing the river at the project location, see Street View Photo, Exhibit A. The existing poles on each side of the river will be replaced with like -kind poles, the only difference will be removing the single-phase wire and installing three-phase wire. The new wire will be plastic coated tree wire to reduce the chance of bird electrocution. Fixed "bird flappers" will be attached to the wires to reduce the chance of injury to birds resulting from collision with wires. Therefore, criteria (a) and (b) below do not apply, although the proposed project complies with both. (a) Perpendicular water crossings are unavoidable; or PSE Response: Electrical service to existing uses within the airport site and on the west side of the river is provided from Paccar Substation, which is located on the east side of the river. The electrical lines.must cross the river. A diagonal crossing would expand the visual presence with taller poles and a longer span of wires. It is logical for the crossing to remain perpendicular. (b) Utilities are necessary for authorized shoreline uses consistent with the Shoreline Master Program. PSE Response: PSE's proposed rebuild of the existing distribution line crossing is consistent wit "I'tC IVE D iv. Linear facilities consisting of pipelines, sewers, cables and other facilities on aquatic lands running roughly parallel to the shoreline that may require periodic maintenance that would disrupt shoreline ecological functions shall be discouraged except where no other feasible alternative exists. When permitted, provisions shall assure that the facilities do not result in a net loss of shoreline ecological functions or significant impacts to other shoreline resources and values. PSE Response: Not applicable, the existing distribution line is perpendicular to the shoreline, not parallel — as will be the rebuilt distribution line. vi. Utilities shall be located in existing rights -of -way and corridors, whenever reasonably feasible. PSE Response: The proposed project is located in an existing utility corridor. vii. Local service utilities serving new development shall be located underground, wherever reasonably feasible. PSE Response: This project is needed to serve existing facilities. Rebuilding the existing electrical distribution lines underground in the shoreline area is not feasible, see section viii. below. viii. Utility crossings of water bodies shall be attached to bridges or located in other existing facilities, if reasonably feasible. If new installations are required to cross water bodies or wetlands they should avoid disturbing banks and streambeds and shall be designed to avoid the need for shoreline stabilization. Crossings shall be tunneled or bored where reasonably feasible. Installations shall be deep enough to avoid failures or need for protection due to exposure due to streambed mobilization, aggregation or lateral migration. Underwater utilities shall be placed in a sleeve if reasonably feasible to avoid the need for excavation in the event of the need for maintenance or replacement. PSE Response: There is not a bridge at the existing utility crossing. The proposed project will not disturb the river banks or bed and does not require any shoreline stabilization. PSE understands that the bridge that is located about 700 feet south has a movable bridge deck and would probably not be suitable for attaching conduits with electrical cables. The bridge located 2,500 feet south, along Logan Avenue, would require construction of a new electrical distribution line at an additional cost of over $400,000. Drilling under the river is not reasonably feasible. • It might not be technically feasible; the geotechnical study could find rock cobbles that would block the drill or soils that would collapse before a casing could be inserted. • The drilling might fail after starting due to conditions not reported in the geotechnical study • The rule of thumb is to set the drill equipment back from the center of the river 100 feet for every 1-inch of drill size. This is to allow for a gradual arc of the drill shaft and casing, Exhibit B and C. For two 6" conduits, a casing of 14" to 18" would be needed. Based on the rule of thumb, the drill equipment could be 700' to 900' from the river centerline. The drilling equipment would have to set up on airport property. Depending on the geotechnical study and final engineering, the equipment could be close to or within the runway, see Exhibit D. ix. In areas where utility installations would be anticipated to significantly alter natural groundwater flows, a barrier or conduit to impede changes to natural flow characteristics shall be provided. PSE Response: This project will not significantly alter natural groundwater flows, it will remain an overhead system. Excavated materials from construction of utilities shall be disposed of outside of the vegetation conservation buffer except if utilized for ecological restoration and shall be specified in submittal materials. PSE Response: Excavated materials from this project shall be disposed of outside of the shoreline area. xi. Utilities shall be located and designed to avoid natural, historic, archaeological or cultural resources to the maximum extent feasible and mitigate adverse impacts where unavoidable. PSE Response: Rebuilding the existing overhead utility crossing will minimize impacts to natural, historic, archaeological or cultural resources to the maximum extent feasible, and no mitigation measures are planned. Related to natural features, bald eagles are known to prey on fish in the river in this area and land on objects in the area. For that reason, PSE plans to apply its avian protection standard to the proposed project, which will reduce the likelihood of bird injury and mortality from current conditions. xii, Utilities shall be located, designed, constructed, and operated to result in no net loss of shoreline ecological functions with appropriate on- and off -site mitigation including compensatory mitigation. PSE Response: This project will not result in a net loss of shoreline ecological functions. See the Functional Effects Analysis report from The Watershed Company dated April 29, 2014. xiii. All utility development shall be consistent with and coordinated with all local government and State planning, including comprehensive plans and single purpose plans to meet the needs of future populations in areas planned to accommodate growth. PSE Response: Future energy demands are being taken into consideration in the planning of this project. xiv. Site planning and rights -of -way for utility development should provide for compatible multiple uses such as shore access, trails, and recreation or other appropriate use whenever possible. Utility right-of- way acquisition should be coordinated with transportation and recreation planning. PSE Response: The existing overhead distribution line crossing of the river is compatible with existing recreation uses along the river corridor, including the trail and the park along the east side of the river. The proposal will maintain the same compatibility. xv. Vegetation Conservation: (a) Native vegetation shall be maintained whenever reasonably feasible. _PSE Response: Not applicable, no native vegetation will be removed or disturbed by this project. On the west side of the river, 64 square feet of field grass will be removed by placement of a new vault. The loss of grass will be compensated for by landscaping on the east side of the river, see the Landscape Plan. (b) When utility projects are completed in the water or shore -land, the disturbed area shall be restored as nearly as possible to the original condition. PSE Response: Not applicable, no utility work will be done in the water or shore -land. (c) All vegetation and screening shall be hardy enough to withstand the travel of service trucks and similar traffic in areas where such activity occurs. A structure or other facility enclosing a telephone exchange, sewage pumping or other facility, an electrical substation, or other above ground public utility built in the shoreline area shall be: PSE Response: Not applicable. No electrical substation is to be constructed. (a) Housed in a building that shall conform architecturally with the surrounding buildings and area or with the type of building that will develop as provided by the zoning district and applicable design standards. PSE Response: Not applicable. No utility building will be modified or installed. (b) An un-housed installation on the ground or a housed installation that does not conform with the standards above shall be sight -screened in accordance with RMC 4-4-095 with evergreen trees, shrubs, and landscaping materials planted in sufficient depth to form an effective and actual sight barrier within five (5) years. PSE Response: Landscaping is not applicable, since this project conforms with the standards above. (c) An un-housed installation of a potentially hazardous nature, such as an electrical distribution - substation, shall be enclosed with an eight (8) foot high open wire fence, or masonry wall. Such installations shall be sight -screened in accordance with RMC 4-4-095 with evergreen trees, shrubs, and landscaping materials planted in sufficient depth to form an effective and actual sight barrier, except at entrance gate(s), within five (5) years. PSE Response: Not applicable. This circuit rebuild project is not installing a potentially hazardous facility like an electrical distribution substation. d. Local Service Utilities, Specifications: i. Electrical Distribution: New electrical distribution lines within the shoreline shall be placed underground; provided, that distribution lines that cross water or other critical areas may be allowed to be placed above ground if: PSE Res onse: This is not a new electrical distribution line; it is a rebuild of an existing line. (a) There is no feasible alternative route. PSE Response: Underground construction is not feasible, see PSE's response to section a.viii on page 2. There is no alternative source of energy aside from Paccar Substation to supply the 600 amp service to the Boeing Apron A & B areas. There is only one PSE substation with adequate circuitry in proximity to the Renton Airport where Boeing's facilities are, Paccar Substation. This substation is located east of the river near 1-405 freeway. There is only one alternate route to get a 600 amp distribution line to the west side of the river onto the airport property, and it is not feasible. A second circuit would be extended south on Logan Avenue (there is already one circuit there). This route would also cross the river, albeit in a more urbanized setting with a roadway bridge, commercial development, and it would be in addition to the existing 3- phase overhead electrical distribution line. This new line would run from Park Avenue North and 51h Street, west to Logan Avenue, south to the river crossing, then from the west side of the river north on Page 4 of 9 Boeing Apron A & B 29-April-2014 PSE Distribution Line Rebuild Project PSE Responses to Shoreline Utility Regulations the East Perimeter Road to a termination. Existing poles would be replaced in nearly the same locations with slightly larger poles and a second three-phase circuit would be added to the new poles. Double -circuit lines can be stacked vertically or laid out horizontally. (b) Underground installation would substantially disrupt ecological functions and processes of water bodies and wetlands; horizontal drilling or similar technology that does not disturb the surface is not feasible. PSE Response: A geotechnical investigation would be necessary to determine if soil conditions would allow the horizontal directional drilling to occur without disturbing ecological functions and processes. (c) Visual impacts are minimized to the extent feasible. PSE Response: Visual impacts of the proposal are minimal. Crossing under the river would provide the least visual impact. On the alignment of North 61h Street, the two existing poles near the river will be replaced with like -kind poles in the same locations. The existing pole about 180 feet east of the river will be replaced by a similar pole at a similar distance from the river. The existing single-phase wire crossing over the river is 44 ACSR conductor, with a diameter of 0.25 inches. The proposed three-phase wire crossing would be 397 ACSR tree wire conductor, with each wire having a diameter of 0.934 inches (plus a neutral wire of smaller diameter). While that is an increase in diameter, it should be considered that the wires will be about 30 feet overhead At that distance, the size increase might not be noticeable. Furthermore, most pedestrians do not look up vertically but rather at maybe an angle of 20 or 30 degrees, putting the wires much further from the viewer and so decreasing the perception of an increase in diameter. There is an existing, larger telecommunications line below the electrical wires that will remain as -is. The increased wire diameter is for larger conductor and also a black plastic coating, which protects birds from injury or death if contact is made with the wires. Fixed "bird flappers" will be attached to wires over the river to reduce the chance of birds colliding with the lines. (d) If overhead facilities require that native trees and other vegetation cannot be maintained in a vegetation conservation buffer as provided in subsection F1 of this Section, Vegetation Conservation, compensatory mitigation shall be provided on -site or off -site. PSE Response: Not applicable, since the existing overhead distribution line requires that only low growing vegetation be allowed underneath it. Rebuilding the line to three-phase would not add any further restriction for vegetation under the lines. There is one existing tree under the line on the east side of the river, It will not be affected by this line rebuild project. This tree has been trimmed to maintain safety clearances in the past, as is evidenced by its branch structure. As part of the permit process, the City has requested an analysis of the potential effects on the ecological function and values of the shoreline environment associated with the Cedar River. Project Description Boeing plans to improve North 611 Street between Logan Avenue North and the Cedar River, as needed for the Boeing Logistics Project. Improvements along N. 6th Street and within the Shoreline jurisdiction include installing a sidewalk, extending the storm drainage system and adding a catch basin, installing two new street lights, removing an existing telecom utility pole, adding curb and gutter improvements, repainting channelization on the road, and adding a vegetated planting strip between the new sidewalk and N. 6th Street (in an existing impervious area) (See Figure 2). New street lights will be added along the south side of North 6,h Street spaced approximately 70' apart, starting the southeast corner of North 61h Street and North Riverside Drive. The street light poles will be in the 3-foot wide landscape strip, the luminaire will be about 35 feet above the ground, and each LED fixture will provide about 9,000 to 10,000 lumens. Also proposed is a five-foot wide, paved path connecting the N. 6th Street sidewalk with the Cedar River Trail (See Figure 3). There is currently no crosswalk present here, leaving �` ED pedestrians to cross Nishawaki Lane (Riverside Drive) in a high traffic area with clsm V sight lines. Concurrent with Boeing's plans, PSE is proposing to convert a single-phase, 12.5 kV overhead powerline on North 6th Street into a three-phase line that will provide greater capacity and reliability for the Boeing manufacturing operations at Renton Municipal Airport (See Figure 1). The new lines will be larger in diameter (from 0.25 inches to 0.934 inches) due to a larger conductor and plastic insulation, which reduces the risk of bird electrocution. Project components within the shoreline environment include expanding the number of overhead lines from two to four, replacing two existing wood utility poles with like -kind poles but six inches larger in diameter, replacing the existing utility pole cross -beams to support the new lines, and installing a new underground vault and above ground meter cabinet for the expanded powerlines that will be placed underground on the west side of the Cedar River. Ground disturbance will be limited to the construction of the underground vault, which will measure 7' wide x 7' wide x 3.5' deep and may include and additional one foot of excavation to allow for gravel bedding and an additional one foot of excavation and backfill on all sides for a total impervious addition of approximately 64 square feet. The meter cabinet, which will be mounted on top of the vault, will measure 56" wide x 72" wide x 48" tall for a total volume of 4.1 cubic yards. The cabinet will provide weather protection for the meter itself and hardware for securing terminations for the underground cables. All other ground work will be conducted in areas that are entirely impervious, including the North 6th Street right-of-way and adjacent sidewalks. No removal of any trees or shrubs will occur as part of the proposed powerline replacement project. Total new impervious surfaces are anticipated to be 387 square feet, including PSE's utility vault west of the river and the trail connector/pedestrian walkway east of the river. To offset these unavoidable impacts, 727 square feet of sparsely -planted, ornamental landscaping adjacent to the trail connector will be enhanced with a dense, native shrub community. Additional areas of impervious surface (approximately 300 square feet) along N. 61h Street will be removed and replaced with a three -foot -wide planting strip. To minimize potential avian hazards, non-conductive tree wire and non -spinning bird flappers will be placed on the new power lines. The bird flappers reduce the chance of birds colliding with the lines, while the tree wire provides insulation from electrical conductivity, reducing the risk of bird electrocution. Existing Conditions The project area extends along the south side of North 6'h Street from Logan Avenue North to the terminus of North 611, Street, over the Cedar River to an existing utility pole just west of the East Perimeter Road on the airport property (See Figure 1). Only the western approximately 400 linear feet of the project area is located in the shoreline environment. Vegetated areas are Shoreline Environment Functional Effects Analysis Puget Sound Energy % Andy Padvorac April 29, 2014 Page 3 limited to relatively narrow areas adjacent to the river. West of the Cedar River, vegetation includes mowed grass separated from the armored riverbank by the East Perimeter Road. The western riverbank is dominated by invasive Scot's broom and field grasses. The eastern, armored riverbank is dominated by a mix of invasive Himalayan blackberry, Japanese knotweed, and reed canarygrass and abuts a concrete wall approximately four feet tall. Between the concrete wall and Riverside Drive, vegetation is limited to an approximately 70- foot-wide strip of sparsely -planted, non-native, ornamental shrubs and one ornamental tree. The landscaped area is bisected by the paved Cedar River Trail. No vegetation is present in the project area east of Riverside Drive. The project area lacks native vegetation, structural diversity, and special habitat features that would provide substantial habitat for resident and migratory animals. The ornamental shrubs present east of the river provide some cover opportunities for songbirds, but as non-native, non -fruit -bearing shrubs, they provide little forage opportunities. The high traffic setting creates noise and substantial habitat fragmentation, eliminating the use of all areas, except the Cedar River itself, as a significant migration corridor. The ornamental shrubs east of the river also provide minor reductions in stormwater flows entering the river, although due to a lack of herbaceous vegetation, the area does not possess significant potential to improve water quality by trapping and removing sediments and pollutants. West of the river, on the airport property, functionality is extremely limited, as the vegetation is mostly mowed lawn. grasses that provide essentially no wildlife habitat value. Habitat function is further reduced as airport operations typically require removal of wildlife as an aviation safety precaution. The ability of mowed lawn to provide some level of groundwater recharge, surface flow reduction, and water quality treatment cannot be summarily dismissed; however, mowed grass does not have the vertical structure necessary to trap and filter sediments or to significantly slow surface water velocities. Shoreline Environment Functional Effects Analysis Puget Sound Energy % Andy Padvorac April 29, 2014 Page 5 Therefore, the overall function of the terrestrial shoreline environment west of the river can be effectively described as minimal. Areas from Riverside Drive eastward along N. 611 Street are almost exclusively composed of asphalt and are subject to high traffic volumes. These areas provide no ecological functions related to the Cedar River Shoreline Environment. Figure 3: Approximate Trail Connector Alignment Functional Impact Analysis Replacing pervious areas with impervious (lawn, mulch, and sparse shrubs with asphalt and steel) always represents a functional loss. However, the areas impacted by the current proposals only provide minimal function, mostly related to groundwater recharge and a minor reduction in stormwater velocities. As described above, mowed lawn (and empty mulch) does not have the vertical structure necessary to trap pollutants and sediments or to significantly reduce stormwater velocities. Therefore, converting such areas to asphalt, while representing a loss in function, does not represent a substantial loss. The planter strip being installed adjacent to the N. 61" Street sidewalk will represent an approximately 300 square -foot replacement of impervious asphalt with native shrubs. While the functional value is somewhat limited due to • Shoreline Environment Functional Effects Analysis Puget Sound Energy % Andy Padvorac April 29, 2014 Page 6 the separation from the Cedar River by Riverside Drive, it does provide a minor functional lift for water infiltration within the Shoreline Environment as compared to the existing condition. The habitat function provided by the impact areas is also minimal, with mowed lawn providing very low levels of function. The ornamental shrubs provide some cover for songbirds, but the relative lack of density and the lack of fruit- and nut -producing, native species severely limits the forage opportunities for wildlife. None of the shrubs proposed for removal do, or ever will, provide shade, detritus material, or large woody debris recruitment for the Cedar River. By mitigating the impact area at a ratio of approximately 1.9:1, while improving the density, diversity, and species composition of the shrub species present, the post -project area will represent a significant increase in wildlife cover and forage opportunities beyond the existing conditions. These functions are particularly valuable in dense, urban settings, as refuge areas are not typically available and are highly valued by wildlife. The visual and aesthetic impacts of two new electrical conductors is insignificant, as they will be in a similar location as the existing lines and will be on a parallel, horizontal plane. The non - spinning bird flappers and tree wire will further reduce the risk of birds colliding with or being electrocuted by the transmission lines. Similarly, the addition of two new street lights will not represent a significant impact, as the area is already heavily developed and the existing terrestrial habitat is severely limited. The replacement of the impervious areas adjacent to the N. Oh Street sidewalk with native vegetation and pervious soil will help minimize the impacts associated with the new impervious surface from the utility vault and the trail connector. This, combined with the substantial increase in relative wildlife habitat functions associated with the installation of a dense native shrub community as a replacement for sparsely -planted ornamental shrubs, mulch, and mowed lawn, leads to the conclusion that the totality of the proposed plan represents no -net -loss of ecological functions in the Shoreline Environment.
