Request for Statement of Qualifications (SOQs) and Artistic Proposals
for the Kennydale Reservoir Mural Design
Submittal Date: 5:00 p.m. on April 15, 2019
The City of Renton is soliciting Statement of Qualifications (SOQs) and Request for Proposals (RFPs) from
qualified artist(s) or artist team(s) to design a creative public art mural for a new water tank in the
Kennydale neighborhood.There is no specific theme for this mural, though artists are encouraged to
incorporate the character and history of the surrounding environment and neighborhood into their
mural design.
The city's Public Works Department will begin construction of a new water tank in the Kennydale area in
spring of 2019, with anticipated completion in summer of 2020.The new steel water tank will be 50 feet
in diameter and 103 feet in height with a dome roof and spiral staircase.
The selected artist shall develop and provide two conceptual designs of the mural for review by the Arts
Commission. City staff will also solicit input on the mural from the Kennydale Neighborhood Association.
The final description of services under this RFP is subject to negotiations between the selected artist and
the city. The city reserves the right to enter into a future contract with the selected artist to paint the
mural on the new tank or to provide the artist's design to the city's contractor that will construct the
new tank.
Project Timeline
RFP issued: March 18, 2019
Proposals due: April 15, 2019 at 5:00 p.m.
Staff review of proposals: April 16, 2019 to April 30, 2019
Final artist selected: May 6, 2019
Evaluation Criteria
The city will evaluate the artist(s) submitted proposals based upon the following criteria, but not
necessarily be limited to:
1. Artistic excellence of the conceptual proposal.
2. Professional experience of the artist or artist team.

3. Past work samples: artists may submit up to ten (10) images.
Submittal Requirements
1. Conceptual project proposal.
2. Past work samples: artists may submit up to ten (10) images.
3. A detailed description of the artist's experience working with public art murals, including
relevant experience with the wide/large format mural work on a tank surface. Inclusion of
photos or an artist's rendering are encouraged.
