CALL TO ORDER Chair Tim Searing called the meeting to order at 4:30pm. 2. ROLL CALL Members Present: Cynthia Burns, Al Dieckman, Larry Reymann,Tim Searing, Shun Takano, and Troy Wigestrand Members Absent: Marlene Winter City Staff Present: Leslie Betlach, Parks Planning and Natural Resources Director; Cailin Hunsaker, Parks and Trails Director; Erica Schmitz, Capital Projects Coordinator, Alan Wyatt, Capital Projects Coordinator and Roberta Graver, Administrative Assistant Cynthia Burns moved to excuse Marlene Winter's absence, motion seconded, all were in favor, motion carried. 3. APPROVAL OF AGENDA Cynthia Burns motioned to approve the agenda as presented, motion seconded, all in favor, motion carried. 4. APPROVAL OF MINUTES Troy Wigestrand motioned to approve the November 13, 2018 minutes as presented, motion seconded, all in favor, motion carried. 5. ORAL COMMUNICATIONS/PUBLIC COMMENTS Leslie Betlach introduced two new Capital Project Coordinators for the Parks Planning and Natural Resources division and they shared about their experience and current projects. 6. BOARD COMMUNICATION Other—Larry reported that he's heard positive responses to the Bird Island improvements. 7. DISCUSSION /ACTION ITEMS Trails and Bicycle Master Plan—Leslie shared a PowerPoint presentation on the final draft of the plan that will be presented to council on January 141". She had provided each of the members a hard copy of the draft plan to review prior to the meeting. She shared high level details of the plan. Highlights included: • 2 years of public outreach, last of which was the presentation to the Planning Commission who forwarded a recommendation to council for adoption. • Eligibility for grant funding • Companion to the Parks, Recreation and Natural Areas Plan; this updated Trails and Bicycle Master Plan structure was amended to align with the updated Citywide Comprehensive Plan • Goal of the plan is to be certified by the state • Next iteration of the plan will be to integrate the Sidewalk Plan with the Trails and Bicycle Master Plan. • The coordinators and Leslie have created detailed project sheets for each project graphing the timeline and element requirements. Parks Commission Meeting January 8, 2019 Page 2 of 3 Comments included: • Board member concerned the photo of a lady walking on a trail while talking on the phone was misrepresenting trail safety; Leslie responded that it accurately reflects current society trends. • Concern about the low walkability around the city; Leslie responded that that is true and it also is related to the Transportation sidewalk study. • (Slide 15)The plan is to increase number of and connections to trails, and a board member asked "is this the desired results?" Leslie shared that they looked at the geographic radius, population density and Puget Sound Opportunity Index to determine where trails and connectors would best meet the needs of the community. • "Is there funding for expansion of these trails?" Leslie commented, "Some". • (Slide 17 Needs and Trends) "How far are you looking ahead in the future?" Leslie said she would gather that information and provide it to the board. (NOTE—See attached information Leslie provided after the meeting.) • (Slide 18 Benchmarking) "Could the numbers of trails [in comparison chart of nearby cities) be related to the age of the city and prior structure and development of those cities?" Leslie commented that that is probably true. Cynthia Burns made the motion that the board accept the proposed Trails and Bicycle Master Plan and recommend city council to adopt it. Larry Reymann seconded,all were in favor, motion carried. Discussion included the 'order of modes'on slide 7 be reordered by percentage (greatest to least). Leslie said that this information only shows in this manner in the PowerPoint,and not the master plan.This request did not impact the voted recommendation. Sam Chastain Trail—Leslie used a map of the proposed trail to show and describe the easements that were required, and that the last of the easements have been acquired.The completion of the process thus far has taken 30 years. Goals Planning—The board reviewed the past two years'of meeting topics and brainstormed a few more ideas to be added to the list that would be voted on. It was recommended that two items be removed as they did not pertain directly to city parks.They used sticker dots to signify their votes on the poster of listed meeting topics.The whole list of topics will be sent to Marlene Winter so her votes can be included in the tallying. Eastside Rail Corridor—Cailin Hunsaker reported that the"Spike Removal Ceremony" was on October 17, 2018, near the Mountain View Rd N construction site.The soft surface trail is Phase 1,and the official trail will be in the works for a few more years; eventually connecting to Woodinville. 8. ADMINISTRATOR'S REPORT Traditionally the cold weather shelter has been utilized so far, but warmer than expected weather hasn't warranted it.The 300 Rainier Avenue building was used as a shelter in the past, but it's currently being used as the Emergency Feeding Center. If weather is under 32 degrees for 24 hours,this building will be used to house up to 30 people overnight. REACH will run the shelter with contracted staff from Catholic Community Services.This is a temporary location, as the building is Airport property. �? The 2013 map only looks at present conditions and does not forecast. The update however, will forecast, as noted below. We are comfortable showing this snapshot in time as the other maps the City developed for this plan, and included throughout the Trails document, utilize the most recent data available. In addition, in response to Cynthia's question about how far the Puget Sound Regional Council's Opportunity Index Map looked into the future, the current map (dated 2013) will be updated in 2019 as part of the VISION 2050 plan update -a 30 year look ahead. The map included in the draft Trails and Bicycle Master Plan is using the 2013 map as this is the only map available at this time. The 2013 map also is approximately a 30 year look ahead. Lastly there was a question about acquisitions. Please see the summary below of acquisitions completed since the 2011 Parks Recreation and Natural Areas Plan adoption: The 2011 Acreage was 1,205.8 Acres.
