Call to Order at 3:00 pm. 2. Approval of Minutes—Joe Scovel motioned to approve the March 19, 2019 meeting minutes as presented, motion was seconded, all were in favor, motion carried. 3. Approval of Agenda— Brandy Brown motioned to approve the agenda with the changes, motion was seconded, all were in favor, motion carried. 4. Discussion /Action Items: a. Wellspring Family Services Presentation—Walter Washington. See PowerPoint presentation. Highlights Include: i. Family Resource Exchange Event,June 15t at Highline Community College https://www.uwkc.org/events/family-resource-exchange/ ii. Potential upcoming event with Starbucks and Ikea; a 'big bash' to show Renton supporting homelessness issues. iii. Renton Conversation on Human Services Issues at Renton Community Foundation Fund Raiser June 26' at Maplewood Golf Course 5. Recap of 2019 Cold Weather Shelter—Guy Williams a. 2019 Human Services budgeted for providing 15-16 days of'low to no-barrier' extreme weather sheltering (includes January—March and November and December 2019). So far in 2019 the shelter was open 11 days. b. Didn't expect to also need to provide 3 days of daytime cold weather shelter. c. Shelter has space with 30 sleeping mats, but some nights they housed up to 55 people with additional supplies from local community groups and churches. 6. Discussion on Vice Chair, Elect-Vice Chair Role and Election, but tabling a motion till next meeting when more committee members are in attendance a. Need clarity on the position terms, definition of the positions, the election process and propose rewriting Article 3 Section 1 of bylaws. b. Joe proposed a rewrite of the Vice Chair definition: "The Vice Chair will serve a 2 year term; where in the first year serves as the Vice Chair and the second year as both Vice Chair and Chair-Elect." Proposed rewrite for discussion only, no motion. City of Renton Human Services Advisory Committee March 19, 2019 Page 2 i. Essentially,the Vice Chair position would be a 4 year term (2 years as Vice Chair/Vice Chair-Elect,then 2 years as Chair). ii. Committee concern about someone not wanting to make a 4 year commitment. iii. "Can a Vice Chair be challenged for their position?" when it transitions to the Chair position? iv. Suggestion to sync up the terms between the Chair roles and the regular committee member term. v. "What if the Vice Chair doesn't want to become the Chair?" vi. Maybe reclassify the Vice Chair as solely a Parliamentarian. vii. Historically, the Chair and the Vice Chair each lead one of the two Reading Groups for the application review/rating/recommendation in the biannual Agency Funding Process. 7. Old Business a. Review Group Norms—Discussion included: i. Clarified: "Don't use lingo or acronyms not familiar to the majority of the group". ii. These norms are crucial during the agency funding process. iii. "How can you 'ask permission' without interrupting?" Use Robert's Rules and raising hand. It's not so much interrupting each other, but not talking over the top of others. iv. "What happens when someone feels offended?" 1. Discussion on multiple potential processes. Goal is to provide an environment of'resolution', and help people engage in fixing the situation. 2. Open communication and addressing the situation in a timely manner, when there is a sense that someone feels offended, is most beneficial. 3. Dianne and Guy will be available for consultation and assist members seeking resolution. v. Since the norms are regularly being reviewed sets the expectations for a positive tone and interaction for meetings and the funding process 8. Create Agenda (Options Carried over from previous meeting minutes.) a. City of Renton Housing Repair Assistance Program/ King County Housing Repair Program b. King County Coordinated Entry c.
