1. Call to Order at 3:16 p.m. by Vice Chair Teresa Kenney.
2. Approval of Minutes—Brandy Brown motioned to approve the April 16, 2019 meeting minutes
with one amendment,to add her name to the list of attendees at the April meeting. Motion was
seconded by Leslie Anderson.All were in favor; motion carried.
3. Approval of Agenda—Staci VanderPol moved to table agenda item#7 until the June meeting.The
motion was seconded by Adair Hasty. Brandy Brown motioned to approve the agenda with the
changes.All were in favor; motion carried.
4. Housing Repair Assistance Program Presentation—See PowerPoint presentation and handouts.

a. History of program (Clark Flumer): Program has been around since 1970s making loans
and grants available to individuals in King County at 0% interest and no payments. HRAP
makes a lien against property and then money comes back to the county when home is
sold. Occasionally homes will be transferred to someone in the family. Clients can go up to
8k for mobile homes or 25K for home repairs. Emergency grants are available for those at
50% below(HUD).

a. Issaquah VOICE will no longer need or qualify for funding after second quarter since
Issaquah School District is taking over the program from the Issaquah Schools Foundation.
b. How should funds be redistributed?$11,250
c. Could award half to each of the two agencies next in line for funding,Somali Youth and
Hospitality House. Both received $0 in funding.
d. Teresa Kenney motioned that Somali Youth and Hospitality House each be given $5,500.
Leslie Anderson seconded. All were in favor; motion carried.

Additional Funding Recommendations
On July 16, 2018 after a review of the funding recommendations and a gap analysis,the Human Services
Advisory Committee identified the following programs as the top 5 they would like to see receive
funding if additional funds became available. These programs were not rated highly enough to receive
funding through the regular funding process, but identified as providing critical/unique services to
Renton residents.
1. Emergency Feeding Program: Located in Renton, EFP provides Nutritionally balanced
emergency food packs containing 6 complete meals with a choice of 15 different,
shelf stable, culturally diverse and medically appropriate meal packages, as well as
no cook options for the homeless. EFP is often used by Renton residents to bridge
the gap until they are eligible for another visit to the food bank.
2. Sound Generations Volunteer Transportation: Volunteer Transportation offers personalized,
escorted, free transportation services for frail, lower-income seniors primarily to
medical appointments. Many seniors are not able to use ACCESS or other public
transportation. Volunteer driver programs offer a critical, appropriate and cost
effective way to increase mobility for Renton seniors.
3. Consejo: Consejo is one of the primary domestic violence agencies to which the
Renton DV advocate makes referrals. Consejo is knowledgeable about the cultural
barriers that limit access to mainstream services and is key to providing services for
monolingual communities. Consejo has an office in Renton.
4. Pediatric Interim Care Center (PICC). PICC provides safe shelter, 24-hour medical
monitoring, and specialized nursing care for newborns withdrawing from prenatal
exposure to heroin and other drugs. Without PICC, infants withdrawing from
prenatal drug exposures would either have to remain in the hospitals (an extremely
expensive alternative) and not necessarily a good fit for the infants who are
extremely irritable and hypersensitive to stimulation. The other alternative is foster
care, which cannot provide the level of 24-hour care the infants need.
5. Asian Counseling and Referral Services (ACRS). ACRS offers multilingual,
multicultural mental health services for Asian Pacific Islanders living with a chronic
mental illness. Renton has a significant Asian population that might not otherwise
seek care due to cultural barriers.
