Request for Qualifications
For the Kennydale Lakeline Sewer System Improvements Project
Including Survey, Geotechnical, and Civil Design
Submittal Deadline: 4:00 p.m., August 22, 2019
The City of Renton Wastewater Utility(city) is soliciting statement of qualifications (SOQs)from
engineering consulting firms interested in providing planning, analysis, public outreach, survey,
geotechnical, and civil engineering design services for the Kennydale Lakeline Sewer System
Improvements.The work shall further develop two alternatives for replacement or major rehabilitation
of the Lakeline sewer system. Work shall also include survey,geotechnical, design, and construction
services for the project.The successful firm will have experience in providing professional engineering
design services for wastewater lift stations,wastewater lakelines, and developing alternative analysis
into a preferred alternative.

BACKGROUND
The Kennydale Lakeline Sewer System was originally constructed in 1972 to provide sanitary sewer
service to the lakefront homes along Lake Washington from the north end of Coulon Beach Park to the
southerly end of what was Barbee Mill, and is now currently a townhome development named after
Barbee Mill. In 1986, the city performed upgrades to the existing system, entailing better survey detail
that included brass tags at the existing docks, and installation of valves at each lateral near the lake
shore. Prior to the installation of the Lakeline sewer system,flows from the residences discharged
directly into Lake Washington.
The Kennydale Lakeline Sewer System consists of approximately 4,800 linear feet of 8-inch cast iron
pipe; (33) 6-inch lateral connections from the 8-inch Lakeline to serve the homes, each with an existing
shut off valve, a flush station at its south end, and the Lake Washington No. 2 Lift Station at its north end
that pumps the flows into the KC WTD Eastside Interceptor.The Flush Station operates twice daily to
clear the flows from the Lakeline by taking water from Lake Washington and pumping it through the
Lakeline, into the Lake Washington No. 2 Lift Station where it is pumped to the KC WTD Eastside
Interceptor.This facility provides sanitary sewer service to approximately 55 to 60 single family homes
along the lakefront.

The original purpose of the valves that were installed on the laterals was to allow the city to close them
during cleaning operations to allow for a higher velocity of flow to be directed from the flush station
through the Lakeline to clear built up debris in the line. Unfortunately,the ball valves that were installed
allowed sewage water to get past them which resulted in flooding of multiple homes along the Lakeline.
The city abandoned the use of the valves and they have been left in the open position. Some of these
valves may have been removed as part of maintenance activities.
In 2003, the city performed an analysis of the Lakeline and determined that the condition of the line was
sufficient to allow for minor modifications that included installation of additional access manholes
within Lake Washington.These manholes were installed to provide more access points for cleaning the
existing line. The plan was to have a private sewer cleaning company perform cleaning on the line every
five to seven years.The cleaning company would access the sewer using caissons designed to attach to
these manholes. The caissons would be borrowed from King County's Wastewater Treatment Division.
However,the city has only utilized these manholes one time for cleaning purposes,which was in 2018.
Beginning in 2016,The City of Renton's Wastewater Utility engaged in a project to have the Lakeline
located and mapped, evaluate its current condition, and analyze its remaining useful life. A marine
contractor was secured to perform cleaning at portions of the existing Lakeline. In addition,the city
evaluated the system for the best long-term solution for the ultimate replacement of this facility.
SCOPE OF WORK/PROPOSAL
It is the interest of the City of Renton's Wastewater Utility Section to execute a contract with a qualified
engineering consultant firm to conduct a two-option alternatives analysis.Then, based upon the
alternative selected, provide design engineering services and construction services.
Alternatives Analysis
Alternative 1—Replace the existing Lakeline system with individual lift stations at each of the existing
lateral connections (approximately 33) or at each single family home (many homes are currently
connected to dual service laterals) and the beach park restroom facility(approximately 56).
Alternative 1 Assumptions:
• Individual Lift Stations will be city owned and operated.
• Individual Lift Stations will be "plug and play', including providing means for maintenance
personnel to easily replace pumps on-site as needed. Faulty pumps will be taken to the city
maintenance facility for repair.
• The electrical and telemetry connection for each new lift station will be independent systems
that are not connected to the homeowner's private electrical system.
• Abandonment of the existing Lakeline,the flush station, and the Lake Washington No. 2 Lift
Station.
Alternative 2—Perform additional analysis and repair work on the existing Lakeline system including, but
not limited to:
• Inspect and perform condition assessment for all existing laterals from the Lakeline
(approximately 33)to determine the level of rehabilitation/replacement for each lateral.
• Spot repairs on the Lakeline sewer main with emphasis on the portions of the line with potential
for blockage.

• Develop and install a system to provide for isolation of laterals,thereby allowing for higher
pressures from the flush station to clean the Lakeline.
• Replace the flush station with an updated pumping system that offers better flow adjustment
for both daily operations and periodic full flush cleaning of the Lakeline.
Alternative 2 Assumptions:
• Existing bulkheads may need to be repaired if they have the potential to damage the existing
laterals.
Alternatives Analysis to Include:
• Analyzing each alternative to a 30%design.
• Detailed cost estimate.
• Impact to neighborhood/customers during construction and long term operations and
maintenance for each alternative.
• Schedule to complete all improvements for each alternative.
• Identification of all necessary permits and discussion of all permitting challenges for each
alternative.
• Constructability—challenges/impacts for each alternative.
• Operations needs/costs for each alternative.
• A baseline operations plan for each alternative.
Design& Construction Services for the selected alternative shall include:
• 60%, 90% and 100% plans and specifications.
• The selected consultant will be responsible for preparation and submittal of all permit
requirements and timelines identified in the alternatives analysis.
• Final construction cost estimate.
• Development of a construction schedule including critical path items identified and addressed.
• Assistance during bidding.
• Comprehensive assistance during construction, including specialized inspection, engineering
review, and project management assistance.
• Public involvement and coordination for both design and construction.
• Development of a complete operations plan at completion of construction.
• Development of a complete emergency response plan for both construction and for long term
operations.
PROJECT OBJECTIVES
The following are the objectives that a successful project will include upon completion of all phases of
the Kennydale Lakeline Sewer System Improvements Project:
1. The alternative selected shall best meet the needs of the city for provision of service while
assuring the neighborhood that we have built a safe, efficient and reliable system.
2. If the repair/upgrade of the existing system is the selected option, operations staff will have the
ability to fully clean the entire length of the Lakeline and be able to utilize increased flushing
velocity as part of their cleaning activities.

3. Operations staff will have complete access to properly operate and maintain the system
selected.
4. The Lakeline system shall have reduced risk of both mechanical failure and damage by others.
5. Any proposed revision to the system must assume that the improvements will be owned,
operated, and maintained by the city. No alternative will consider turning over any portion of
the system to private ownership.
6. Strong emphasis and understanding on regulations and ability to permit any proposed
alternative.
7. Ability to implement creative solutions that meet the objectives of the project while improving
the city's ability to operate and maintain the system are strongly encouraged.
CONSULTANT SELECTION AND EVALUATION PROCESS
The City of Renton's Wastewater Utility Staff will evaluate the consultants' SOQs/ proposals based on
each firm's project approach, engineering/technical skills and resources, project team's
engineering/technical skills, history of performance, and knowledge. After the SOQs/ proposals have
been evaluated,the highest ranked firms may be interviewed.The city reserves the right to make a
selection of the recommended consultant team based solely upon the SOQs/ proposals. If the city
determines it wishes to perform final selection through an interview process,the successful consultant
will be based upon those interviews only.
DISCLAIMERS
• SOQs that do not include all of the submittal requirements outlined herein may not be
considered or may be downgraded.
• At the city's discretion,the city may amend the Selection Process and Schedule at any time.
• The city may revise the evaluation and scoring criteria at any time without providing notice to
the Consultants.
• At the city's discretion,the city may choose to republish the RFQ.
• The execution of the Consultant Agreement is subject to budgeted funds.
• Until such time a Consultant Agreement is executed,there are no express or implied
obligations or commitments on the part of either the city or the Consultant concerning either
this RFQ or any Proposal associated with it.
• All materials submitted for the Proposal will become property of the city and will not be
returned.
• By submitting materials to the city for consideration for this RFQ,the Consultant is waiving
any claim of confidentiality,trade secrets,or privilege with respect to materials submitted.All
submitted materials are subject to public records disclosure under the State of Washington
Public Records Act.
• Consultant will be notified of Addenda,however it is the Consultant's responsibility to verify
whether any Addenda were issued.
• Fax or e-mail submittals will not be accepted or considered.
SUBMITTAL REQUIREMENTS
To be considered responsive, the respondent must include the information listed below. Proposals that
do not fully comply with these instructions may not be considered.To facilitate evaluation the Statement
of Qualifications must be organized in the order of the outline below. Do not exceed 30 pages total for
sections A, B, C and D. Resumes should be limited to one to two pages for each person.

and other pertinent information. Provide a professional resume for each member of the
proposed team.
2. Identify sub consultants that you will use on this project, indicate their specific roles, and
provide their experience on similar related projects.
3. Describe two to three projects that your firm has completed that are similar to the
proposed project. Describe how the projects performed in terms of desired outcome,
budget, and schedule. Describe the work that your firm's project team members
performed for those projects.
D. REFERENCES
1. Provide three recent references (within last ten years)that may be contacted
concerning your firm's performance on a project of this type.
2. Provide three recent references (within last ten years)that may be contacted
concerning the performance of your firm's proposed Project Manager on projects of this
type.
E. INSURANCE, RECORDKEEPING,AGREEMENT, AND OTHER REQUIREMENTS
The firm that is selected for this project will be required to obtain, at its own expense,
professional liability insurance of$1,000,000 per occurrence and $2,000,000 aggregate for
Commercial General Liability(CGL)for the term of the contract and other insurance as required
by the city(see informational documents).The firm selected will be required to sign the City of
Renton Consultant Agreement. All firms working on the project will be required to obtain a city
Business License. Indicate if you can meet these requirements.

F. SUBMITTAL DEADLINE
The deadline for submittals is 4:00 p.m.,August 22, 2019.
If mailed,the submittal must be postmarked no later than August 22, 2019.
Five (5) paper copies and one (1) electronic copy of the Proposal in PDF format on a CD, DVD, or jump
drive, shall be mailed or delivered to the following address:
