Scope of Work
Per the McKinstry Essention, LLC Investment Grade Audit Proposal dated June 18, 2019,this
Amendment revises the Detailed Investment Grade Audit, Multiple Prop. Phase 1, Energy Services
Proposal (ESP), authorized by 2018-027 B (2), to include upgrade of city hall boilers, IT room
cooling system, fire pump, upgrade Community Center air cooled chiller and hair handlers;upgrade
City Center garage lighting system. The original ESP amount of$14,900.00 for the City of Renton
is increased by$29,800.00, to a total ESP amount of$44,700.00.
Schedule For Completion
The schedule for completion of the Energy Audit and Energy Services Proposal of 120 days is
extended by 120 days to a total of 240 calendar days after the original Authorization to Proceed.

Subject: Investment Grade Audit Proposal - Phase 2 Added Audit Work
City of Renton, Renton City Hall, Renton City Center Parking Garage and Community
Center
Dear Mr.Minisci:
On February 5, 2018 the City of Renton was provided two Investment Grade Audit Proposals to look at energy
efficiency upgrades at the following facilities:
City Hall IGA Proposal(executed under WA DES Contract#2018-027 A(1):
V Renton City Hail, 1055 S Grady Way,Renton,WA 98057
Parking Garage,Community Center and Golf Course IGA Proposal(executed under WA DES Contract#2018-027
B(1):
✓ Renton City Center Parking Garage,655 S 2nd Street, Renton,WA 98057
✓ Renton Community Center, 1715 SE Maple Valley Highway, Renton,WA 98057
✓ Maplewood Golf Course,4050 SE Maple Valley Rd, Renton,WA 98058
Because of that first phase of audit work, facility improvement measures (FIM's) were identified at the four
facilities,with a final focus and development of an Energy Service Proposal(ESP)for the City Hall to replace its
main penthouse air handler and to refurbish its fluid cooler (closed loop cooling tower). This work has been
executed under the WA DES contract#2018-027 G(1-1).
McKinstry proposes to add onto the existing outstanding IGA for the Parking Garage,Community Center and Golf
Course,the additional measures identified for a Phase 2 implementation.The measures to be developed under
the revised IGA include the following.
FACILITY IMPROVEMENT MEASURES(FIM's):The City has identified FIM's to be included in this amended IGA:
• 01.01-RCH:Upgrade Boilers(City Hall)-Added FIM
• 02.01-RCC:Upgrade Air-Cooled Chiller(Community Center)- Existing FIM from prior IGA
• 03.01-RCC:Upgrade Air Handlers(Community Center)- Existing FIM from prior IGA
• 09.01-CCPG: Upgrade Lighting to LED(City Center Garage)- Existing FIM from prior IGA
• 09.01-RCC:Upgrade Lighting to LED(Community Center) - Existing FIM from prior IGA
• 03.04-RCH:Upgrade IT Room Cooling(Renton City Hall)-Added FIM
• 20.01-RCH:Upgrade Fire Pump(Renton City Hall)-Added FIM
The prior Investment Grade Audit Proposal for the Parking Garage,Community Center and Golf Course was for a
lump sum of$14,900(WA DES Project#2018-027 B(2)).
McKinstry proposes to add$29,800 to the existing IGA(WA DES#2018-027 B(2)),for a total IGA cost of$44,700
(see the Compensation Table below).

INVESTMENT GRADE AUDIT(IGA): The audit will identify and analyze performance-based contracting measures
along with their associated savings,costs,and potential for utility rebates.McKinstry shall work closely with
the local utilities to secure any applicable rebates that may be available to the City of Renton. McKinstry
shall also work with the Washington Department of Commerce to apply for grant funding if available.The
result of the IGA shall be an energy services proposal (ESP)for implementation of viable initiatives with
associated energy cost savings and payback information.
TIMELINE AND MILESTONES:McKinstry will initiate this scope of work immediately upon acceptance of the Proposal
and establishment of an amendment to McKinstry's existing Agreement with the Department of Enterprise
Services(DES).Formal progress review meetings will be conducted regularly throughout the study phase.During
these review meetings, McKinstry will recommend measures based on preliminary analysis, while the City of
Renton and DES will provide final direction regarding recommended measures. The goal of these review
meetings is to focus engineering efforts,budgeting,and savings assessment on those measures that possess a
• high probability for implementation. McKinstry will target completion of the IGA within 120 days of a notice to
proceed.The specific deliverables associated with this professional services endeavor can be
found in Attachment A.
CRITERIA FOR IMPLEMENTATION:It is the City of Renton's intent that McKinstry will implement all approved projects
that meet the following criteria.
✓ Aggregate simple payback for work shall be equal to or less than the useful life of the equipment, less
any utility incentives. Savings will include any utility and may include hard-cost operational savings(no
labor)pending City approval.
✓ Not more than 90%of the energy cost savings may be used to help repay the loan.
✓ McKinstry will work with the clients' utilities to secure conservation grant funding or low interest loans
for applicable initiatives.
Fee Billing:The City of Renton will reimburse McKinstry for a revised lump sum of$44,700 for this added scope
of work. All fees assessed under this Proposal will be included in the final implementation costs. In the event
that McKinstry is unable to recommend projects that meet the criteria above,the City of Renton has no financial
obligation to McKinstry. However, if the recommendations meet or exceed the Criteria for Implementation and
the City of Renton chooses not to enter into an agreement with McKinstry to install the projects, the City of
Renton will reimburse McKinstry for the Investment Grade Audit fee. All associated information, including
deliverables,will become the property of the City of Renton upon final receipt of payment.

Investment Grade Audit Deliverables
The Investment Grade Audit for the City of Renton,will include the following elements:
1. A description of the systems which shall receive ESCO Equipment and ESCO Services;
2. The cost-effective Facility Improvement Measures(FIMs)to be installed or caused to be installed by
the ESCO and a description of the FIMs analyzed but disqualified under the cost effectiveness criteria;
3. A description of the services that the ESCO will perform or cause to be performed on or in the
infrastructure, including but not limited to engineering,construction management,the operations and
maintenance procedures for use on ESCO Equipment,training for personnel,warranty service
provided,and equipment maintenance provided;
4. The Maximum Allowable Project Cost, itemized in detail,which may be amended to represent actual
costs;
5. Recommendations for replacement of existing equipment,along with recommendations for
improvements to existing equipment and operating conditions;
6. The service standards appropriate for the infrastructure;
7. The baseline energy consumption,including the data,methodology and variables used to compute the
baseline,and the baseline calendar period which shall not be less than twelve(12)months;
8. The estimated energy savings and energy cost savings that are expected to result from the installation
of the ESCO Equipment and from the ESCO Service,and an explanation of the method used to make
the estimate;
9. The method by which Energy Savings and Energy Cost Savings will be calculated during the term of the
Energy Services Agreement;
10. A description of how project financing(if required)will be completed;
11. A description of how the Energy Savings will be guaranteed by the ESCO;
12. A description of how the ESCO proposes to be compensated;
13. The schedule for project completion;
14. The nature and extent of the work and equipment that the ESCO anticipates it will receive from other
firms under subcontract;
