The owners of the above described property, their successors, heirs, and assigns, hereby agree and covenant to pay the System Development Charge, at the rate in effect at the time of formal application for development of the above described parcel. If at any time the SDC fees are paid for the exempted area pursuant to these covenants, the portion of the covenants pertaining to the specific exempted area as required by the ordinances of the City of Renton shall terminate by the filing and recording of a Partial Satisfaction of System Development Charges release form with King County. Any violation or breach of these restrictive covenants may be enforced by proper legal procedures in the Superior Court of King County by either the City of Renton or any property owners adjoining subject • .:- 4, ,• are adversely affected by said breach.
