ARTICLE 4 CONTRACT SUM 4.1 The Owner shall pay the Contractor the Contract Sum in current funds for the Contractor's performance of the Contract. The Contract Sum shall be Two Hundred Eight Thousand. The Contractor shall submit each Application for Payment a minimum of one week before each month's Cut Off date. Payment will be made according to the City's Accounts Payable Calendar. 5.1.3 Provided that an Application for Payment is received by the Architect Contractor not later than the day of a month,the Owner shall make payment to the Contractor not later than the day of the month. If an Application for Payment is received by the Architect after the application date fixed above,payment shall be made by the Owner not later than days after the Architect receives the Application for Payment. CLARIFICATIONS 1. Is the City providing the building permit for the foundation work? The City of Renton will provide the building permit. 2. There is a "Filter Strip" shown on C1. What is this? Is this part of this contract? The filter strip is comprised of a grass area in accordance with the drainage report, storm drainage report, and storm drainage general notes. Please see the attached sectional drawings and general requirements for placement and planting. 3. Section 02741 3.02 says to place and compact a base course below asphalt. How thick is the base course? The compacted base course for the asphalt paving shall be 4-inch thick crushed gravel. 4. Section 02741 3.03 C calls out a 2-inch compacted lift of asphalt. However, 3.06 calls out one lift of 2.5 inches and one of 1 inch. Please clarify what is intended. The asphalt paving shall be a minimum of 2 inches thick with 4-inch thick edges in areas without extruded curbs. 5. Section 02741 3.04 calls out a seal coat over the asphalt paving. Given the late start of this project, there would not be time to apply the seal coat this season. It would have to be done in the spring of 2003. Would this be acceptable? The seal coat may be installed in the spring with the provision that the asphalt paving must be properly cleaned to accept the seal coat. 6. The structural drawings show a layer of something below the concrete floor slab. Please clarify what is intended there. The concrete slab-on grade shall be supported by a minimum of 2 inches of free draining sand and 6 inches of gravel base with a 6-mil vapor barrier. Please clarify width of insulation. This is not shown on the structural drawing. The insulation width is 2'-0" 11. There is a planting strip shown around the building. Is there anything we need to do this contract? Topsoil or plantings? Grass or drought-resistant ground cover. 12. Please clarify extent of 3/4-inch wainscot on sheet A2. Is this intended for the entire perimeter of the building? Even in the short term storage area? We need information about the sheet metal trim shown. Is this galvanized, aluminum, painted? Is the PWD to be finished in any way? What is the grade of the PWD? What is the spacings of the 7/8- inch furring channels? What about fasteners? The plywood wainscot is intended to be installed around the inside of the entire perimeter of the building: The plywood should be primed with one coat of alkyd primer and two coats latex enamel white color. The spacing of the furring channels is 2'-0"on center. The sheet metal edge trim shall be 26-gauge galvanized steel. The plywood wainscot shall be APA B-D utility panel. 13. Areas above the treatment volume that are required to pass flows greater than the water quality treatment flow (or volume) need not be lined. However, the lining must be extended to the top of the interior side slope and anchored if it cannot be permanently secured by other means. The area to be lined is the bottom of the filter strip and the bottom and sides of the infiltration pond. The type of liner required for treatment is a Geomembrane liner. Geomembrane liners: a. Shall be UV resistant and have a minimum thickness of 30 mils. b. Geomembrane liners shall be bedded according to the manufacture's recommendations. c. Liners shall be installed so that they can be covered with 12 inches of top dressing forming the bottom and sides of the water quality facility. Top dressing shall consist of 6 inches of crushed rock covered with 6 inches of native soil. The rock layer is to mark the location of the liner for future maintenance operations. d. If possible, liners should be of contrasting color so that maintenance workers are aware of any areas where a liner many have become exposed when maintaining the facility. Filter Strips should be well defined on a site and marked with signs to prevent future destruction or alteration of the treatment area. Small at grade signage is preferred. PLANTING REQUIREMENTS 1. Grass shall be established throughout the entire treatment area of the filter strip. 2. Filter strips are subject to drier conditions than biofiltration swales and also may be more vulnerable to erosion than swales. For these reasons, the following permanent erosion- control grass seed mix shall be applied at a rate of 80 pounds per acre in filter strips (percentages are by weight): • 40 percent—turf-type rye • 40 percent—fescue • 10 percent—white dutch clover • 10 percent—colonial bentgrass. 2. Seed may be applied by hydroseeding or broadcast application. 3. Seeding is best performed in the fall (late September to October). 4. Runoff shall be diverted around a filter strip until the grass is established, or an erosion control blanket shall be placed over the freshly applied seed mix. CONSTRUCTION CONSIDERATIONS If a filter strip is put into operation before all construction in the contributing drainage catchment has been completed, the strip must be cleaned of sediment and reseeded prior to acceptance by the City of Renton. 2002-166aa - 1 - Nee '‘Nare Qt,CES'T104-4 4L1 GEOTECHNICAL EXPLORATION PROPOSED VEHICLE EVIDENCE STORAGE FACILITY 3555 NE 2ND STREET RENTON, WASHINGTON prepared for CITY OF RENTON by BERGQUIST ENGINEERING SERVICES BES PROJECT NUMBER: 20028 JULY 28, 2000 1. INTRODUCTION This report presents the results of our geotechnical exploration for the proposed Vehicle Evidence Storage Facility to be constructed on.City of Renton property located at 3555 NE 2^d Street in Renton, Washington. The location of the site is shown on the Vicinity Map on page Al in the Appendix of this report. The geotechnical exploration was performed by Bergquist Engineering Services (BES) to provide information or recommendations regarding: • • seismic design considerations including liquefaction potential, • allowable bearing capacity and depth of suitable foundation systems with estimated settlements, • lateral earth pressures and friction coefficients, • influence of groundwater on the development, • site preparation, and • excavation slope considerations. Ms. Lesley Wiscomb authorized our work by signing and returning a copy of BES's Proposal Number 13000, dated July 11, 2000. r.r Proposed Vehicle Evidence Storage Facility July 28,2000 Renton,Washington BES Project Number 20028-Report 1 Q. PROJECT DESCRIPTION Based on information provided by Lesley Wiscomb, we understand that the proposed development will involve construction of a high-bay, single-story, slab-on-grade, pre- engineered metal building that will be about 110 feet long by about 95 feet wide. The ground surface around the east, south and west sides of the proposed building will be used as driveways and parking. The building will be constructed on a site that is currently used as a material storage yard by the City of Renton. The finished floor elevation of the proposed building will be at or near the current ground surface elevation of the site. Actual live and dead loads that will be transmitted to the foundation were not available when this report was prepared, therefore, to evaluate alternative foundation systems and estimate settlements, we have assumed maximum column loads of 75 kips and maximum continuous wall loads of 3 kips per lineal foot. 3. SCOPE OF SERVICES The scope of services included a reconnaissance of the site by the geotechnical. engineer, a review of geologic literature, and drilling and sampling three borings at the approximate locations shown on the Site Plan on page A2 in the Appendix of this report. Samples were taken at the intervals noted on the individual boring logs, which are presented in the Appendix on pages A3 through A5. The geotechnical engineer logged the borings and obtained bulk and standard split-spoon samples for analysis in the laboratory. Upon completion, the borings were plugged with bentonite chips and backfilled with site-soils. Laboratory analysis included visual classification of the soils sampled. The field and laboratory data were then evaluated by the geotechnical engineer relative to the proposed construction. The engineering recommendations and advice presented in this report have been made in accordance with generally accepted geotechnical-engineering practices in the area. SITE CHARACTERIZATION The information presented in this section was gathered by BES personnel for geotechnical engineering purposes only. This site characterization was not intended to address the presence or likelihood of contamination on or around the site. Specialized methods and procedures, which were not a part of this scope of services, are required for an adequate environmental site assessment. 4.1 Surface At the time of this exploration, the surface of the site sloped from a high elevation of about 109 feet above mean sea level in the northeast corner of the site to a low elevation of about 105 feet above mean sea level in the southwest corner of the proposed building site. Surface drainage appears to be in the form of sheet-flow towards the southwest. The ground surface to the north of the proposed site is paved with asphaltic concrete and used for storage of electrical traffic-control equipment. An asphalt concrete paved road runs along the east side of the site and generally follows the grade of the proposed site. A gravel road runs on a slight skew towards the west south west near the south edge of the proposed site. This road grades down towards the south-west so that it is two to three feet below the proposed site. The ground surface along the west side of the proposed.site is covered with weeds and nearly follows the grade of the proposed site. 4.2 Subsurface Soil and Groundwater The subsurface soil and groundwater conditions at this site are described in the following paragraphs and are presented graphically on the boring logs in the Appendix of this report. The stratification lines indicated on the boring logs represent the approximate boundaries between soil types. Actual boundaries may be gradual and the transitions may not be easily discernible during site excavation. The surface of the site is covered with about one-foot of brown GRAVEL-SAND (GP), which may be fill. Underlying the surface fill, and extending the full depth of the exploration, brown, loose to dense, GRAVEL-SAND (GP) with occasional cobbles was encountered. In general, these soils exhibited "N-values" ranging from 13 to 36 blows per foot except for a two-foot- Bergquist Engineering Services Page 3 of 10 ebto 'rr Proposed Vehicle Evidence Storage Facility July 28,2000 Renton,Washington BES Project Number 20028-Report 1 thick layer of brown, loose GRAVEL-SAND (GP) that was encountered from a depth of four and one-half feet to six and one half feet (41' to 61/21 in Borings 1 and 2. Based on visual classification and estimated grain-size distribution it is estimated that the site soils are highly permeable and minimally erodible. Groundwater was not encountered in any of the borings at completion. Groundwater readings in granular soils, such as those encountered at this site, are generally accurate even after short periods of observation. Whereas, the groundwater level in fine-grained (silt and clay) soils, may require several days of observation before it becomes stable and accurate. 5. DISCUSSION The recommendations presented in this report are based on our understanding of the project as presented in the Project Description Section and on the assumption that the subsurface conditions encountered in the borings adequately represent conditions near and between the exploratory borings. Because project conditions regarding type and location of structures and foundation loads can change and because subsurface conditions are not always similar to those encountered in the borings, the geotechnical engineer must be contacted for review and possible revision of the recommendations if discrepancies are noticed. 6. RECOMMENDATIONS The following sections present recommendations regarding seismic considerations, foundations, lateral earth pressures, and for earthwork, excavations, drainage, and groundwater. 6.1 Seismic Considerations According to Figure No. 16-2 of the 1997 edition of the Uniform Building Code (UBC), the project site is in Seismic Zone 3. According to Table 16-J of the UBC, the site soil profile is best represented by a Soil Profile Type Sc. The soils at this site are not susceptible to liquefaction. Bergquist Engineering Services Page 4 of 10 61/11/) • • `.r Proposed Vehicle Evidence Storage Facility July 28,2000 Renton,Washington BES Project Number 20028-Report 1 6.2 Foundations If the earthwork recommendations presented later in this report are followed, the proposed Vehicle Storage Facility may be founded in the native, undisturbed, brown, loose to medium dense or dense GRAVEL-SAND (GP) soils encountered at a depth of about two (2) feet below the existing ground surface. If the foundations are placed in these undisturbed native soils a net allowable bearing capacity of up to 3,500 psf may be used to dimension individual column and continuous wall footings. The allowable bearing capacity may be increased by one-third for short-term loads caused by seismic events and wind. Lightly loaded, interior partition walls may be supported on thickened floor slab sections provided that: (1) loads do not exceed 750 pounds per lineal foot, (2) thickened sections are at least 12 inches wide, and (3) section thickness and reinforcement are consistent with structural requirements. The recommended minimum dimension for individual column footings is 30 inches and the recommended minimum dimension for continuous wall footings is 24 inches. All exterior footings and footings in unheated spaces should be placed at least 18 inches below finished grade for frost protection. If the recommendations in this report are followed, total settlement of the foundation will be less than one (1') inch and differential settlement between adjacent footings should be less than three-quarters (3/4") of an inch. Lateral earth pressures for design of foundations or low retaining walls with level backfill and without hydrostatic pressures or surcharge loads, may be calculated using the equivalent fluid pressures presented below: Active: Undisturbed subsoils 40 psf/ft. Compacted granular soils 45 psf/ft. Passive: Continuous footings 350 psf/ft. An ultimate coefficient of friction between footings and bearing soils of 0.45 may be used to resist lateral foundation loads. If passive earth pressures are used in conjunction with base friction to resist lateral loads, reduce the ultimate coefficient of friction to 0.35. A moist unit-weight of soil equal to 130 pounds per cubic foot should be used in design. Footings and stem walls should be reinforced to reduce the potential for distress caused by differential foundation movements. A qualified engineer should determine the size, quantity, and location of reinforcement. All footing excavations at this site should be inspected by the geotechnical engineer prior to placement of reinforcement steel. 6.3 Slabs-on-Grade Slabs-on-grade should be supported on a minimum four-inch-thick, suitable, free-draining, sand or gravel base that follows gradation and compaction recommendations provided in this report. A vapor barrier should be included beneath the slab to minimize transmission of moisture through the concrete floor. Dowels and keyways should be evaluated for use at control joints where load transfer capability is required All concrete, especially slabs-on-grade, should be placed at minimum water-cement ratios on moistened surfaces and properly cured to minimize shrinkage, cracking, warping, and curling. Concrete slabs should be allowed to cure adequately before placing vinyl or other moisture sensitive surface treatments. 6.4 Earthwork The recommendations presented in this report are predicated on fulfillment of the following earthwork recommendations. 6.4.1 Site Clearing: Any existing vegetation, loose gravel fill, and any other deleterious materials should be removed from the project area prior to construction. After site clearing and stripping, the exposed surfaces should be graded relatively flat to allow for proper subgrade preparation but sloped slightly to allow good surface drainage during construction. 6.4.2 Excavation: Conventional-excavating equipment should be suitable for the proposed foundation excavations; however, due to the relative density and presence of coarse gravels and cobbles in the subsurface soils, reduced production rates should be anticipated. Therefore, side slopes of excavations deeper than four (4) feet should be no steeper than one and one-half (11/2) horizontal to one (1) vertical (1'/2H:1 V). If the dimensions of the site prevent the use of maximum slopes of 1'/2H:1 V, the slopes must be stabilized or shored to facilitate safe excavations. The geotechnical engineer should be contacted for additional recommendations if such techniques are going to be employed. 6.4.3 Foundation Preparation: The need for specialized treatment of the foundation soils is not anticipated at this site. Care, however, must be exercised during excavation of the footings so as not to disturb the bearing surface. If the bearing surface is disturbed or if loose soils are encountered at the foundation depth, the soil should be moisture conditioned and compacted in accordance with the requirements presented in Paragraph 6.4.7 of this report. If loose soils are encountered to a significant depth below the foundation level, the geotechnical engineer should be contacted immediately. 6.4.4 Slab-on Grade Preparation: The need for specialized treatment of the subgrade soils is not anticipated at this site. Care, however, must be exercised during excavation and grading of the subgrade soils so as not to disturb them. If the subgrade soils are disturbed or if loose soils are encountered, they must be moisture conditioned and compacted in accordance with the requirements presented in Paragraph 6.4.7 of this report. 6.4.5 . Drainage: Good drainage is considered critical to the performance of earth- supported structures such as foundations, slabs-on-grade, and retaining walls. Accordingly, we recommend that a perimeter footing drain-system consisting of a perforated pipe surrounded by pea gravel be installed. The pea gravel should be separated from the surrounding soil by a filter fabric. The collected water should be tight-lined away from the building to a suitable discharge system. Roof and surface drains should be provided but they should not be connected to the footing-drain system. 6.4.6 Materials: In general, it appears that the native site soils are suitable for use as backfill and structural backfill on this site. Because of the presence of cobbles, screening of the native soils to remove the oversize material may be required. Samples must be submitted to the geotechnical engineer at least 72 hours before approval is required and before the materials are used. The soils should be compacted at moisture contents within three (3) percent of optimum moisture. Placement of frozen soils or placement of soils on frozen ground should not be attempted. Bergquist Engineering Services Page 8 of 10 f3I1(.0 Proposed Vehide Evidence Storage Facility July 28,2000 Renton,Washington BES Project Number 20028-Report 1 Structural backfill behind retaining walls should meet the gradation recommendations presented in Table 6.1 and should be compacted to 90 percent of the maximum density as determined by the modified Proctor (ASTM 1557) at moisture contents within two percent of optimum. The specified compacted density and moisture content of each lift should be verified by test, prior to placement of subsequent lifts. Placement on frozen ground should not be attempted. Unless these walls are designed to withstand the additional lateral loads, heavy equipment should not be operated behind the walls within a distance from the wall equal to the height of the wall. Lightweight equipment should be used to deliver backfill soil behind the wall and hand operated equipment should be used for compaction. If fill slopes are required, the fill should be overbuilt (placed and compacted well beyond the proposed slope) and the desired slope should then be cut into the compacted fill. Fill slopes may be required along the south end of the proposed site. 6.5 Surface Drainage Good surface drainage is considered critical to the performance of earth-supported structures such as foundations, retaining walls, and pavements. Therefore, construction grades and final site grades should be designed to prevent water from entering the foundations or gravel drains behind any retaining walls or from ponding on or next to pavements. Where pavement does not immediately abut structures, slopes, with an outfall of at least three (3) percent for a minimum distance of ten (10) feet from exterior footings, should be provided. These slopes should be capped with relatively impervious soils to prevent infiltration of water into the foundation soils. • 6.6 Groundwater Groundwater was not encountered in any of the exploratory borings performed for this project. Therefore, groundwater should not present problems during construction. Bergquist Engineering Services Page 9 of 10 Proposed Vehicle Evidence Storage Facility July 28,2000 Renton,Washington BES Project Number 20028-Report 1 6.7 Construction Observation and Testing The recommendations presented in this report rely on adequate observation and testing of construction materials and procedures by the geotechnical engineer or his qualified representative. At a minimum, the testing program should include: • Observation and review of site clearing and review of all foundation excavations to evaluate whether actual conditions are consistent with those encountered during exploration. • Observation and testing of placement and compaction of all fill and backfill materials to evaluate compliance with specifications. • Field inspection and laboratory testing of materials and field inspection of methods as required by the appropriate Uniform Building Code. Typically, this includes inspection of placement of reinforcing steel; inspection and testing of portland cement concrete to evaluate compliance with specifications regarding slump, temperature, air content, and strength. 7. REPORT LIMITATIONS The recommendations presented in this report are for the exclusive use of the City of Renton for the proposed Vehicle Evidence Storage Facility to be constructed at the City of Renton Shops property located at 3555 NE 2nd Street in Renton, Washington. The recommendations are based on the available subsurface information obtained by Bergquist Engineering Services, and on design details for the project provided by Lesley Wiscomb of the City of Renton. If there are any revisions to the plans or if deviations from the subsurface conditions noted in this report are encountered during construction, BES should be notified immediately to determine whether changes to the foundation recommendations are required.
