Home My WebLink AboutORD 5709CITY OF RENTON, WASHINGTON ORDINANCE NO. 5709 AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, AMENDING SECTION 4-5-050 OF CHAPTER 5, BUILDING AND FIRE PREVENTION STANDARDS, OF TITLE IV (DEVELOPMENT REGULATIONS) OF THE RENTON MUNICIPAL CODE, ADOPTING BY REFERENCE THE 2012 INTERNATIONAL BUILDING CODE WITH THE CITY'S AMENDMENTS, ADDITIONS AND DELETIONS THERETO. THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DOES ORDAIN AS FOLLOWS: SECTION I. Subsection 4-5-050.A, Adoption, of Chapter 5, Building and Fire Prevention Standards, of Title IV (Development Regulations) of the Renton Municipal Code, is hereby amended as follows: A. ADOPTION: The "International Building Code," 2009 Edition, as published by the International Code Council, Inc., as amended by chapter 51 40 WAC, is hereby adopted by reference The 2012 Edition of the International Building Code (IBC) including the adoption of ICC/ANSI A117.1-2009, as adopted and amended by the State Building Code Council in Chapter 51-50 WAC, as published by the International Code Council, excluding Chapter 1, Administration, is adopted by reference, together with the following amendments and additions. The Construction Administrative Code, as set forth in RMC 4-5-060, shall be used in place of IBC Chapter 1, Administration. Appendix E - Supplementary Accessibility Requirements of the 2012 Edition of the International Building Code is also adopted by reference. ORDINANCE NO. 5709 The 2012 International Existing Building Code (IEBC) is included in the adoption of the International Building Code as provided by IBC Section 3401.5 and amended in WAC 51-50-480000. excluding Chapter 1, Part 2 - Administration. The Construction Administrative Code, as set forth in RMC 4-5- 060, shall be used in place of IEBC Chapter 1, Part 2 - Administration. SECTION II. Subsection 4-5-050.C, State Amendments to the International Building Code, of Chapter 5, Building and Fire Prevention Standards, of Title IV (Development Regulations) of the Renton Municipal Code, is hereby deleted. The remaining subsections shall be re-lettered accordingly. SECTION III. Subsection 4-5-050.C, City Amendments to the International Building Code, which is currently codified as 4-5-050.D, of Chapter 5, Building and Fire Prevention Standards, of Title IV (Development Regulations) of the Renton Municipal Code, is hereby amended as follows: BC. CITY AMENDMENTS TO THE INTERNATIONAL BUILDING CODE: 1. Dangerous Buildings: Section 116 of the International Building Code (relating to Dangerous Buildings) is hereby repealed and in its place tho City has adopted RMC 4 5 060 and 4 9 050, Abatement of Dangerous Buildings. 2. Violations and Penalties: Section 113 of tho International Building Code (relating to Violations and Penalties) is hereby amended by substituting in its stood tho following language: Unless otherwise specified, violations of this Section are civil infractions subject to RMC 13 2. 2 ORDINANCE NO. 5709 3. Liability Claims: Section 1-04.3 of tho International Building Code (relating te—yability Claims) is hereby amended by substituting in its stead RMC 4 1 090? Liability. 4i-Appoals Board: Tho Appeals Board for purposes of Section 113 of the International Building Code shall be the Community and Economic Develo^mept-t- Administrator. 5. Repealed. 61. Standpipe Requirements: Section 905.3 of the International Building Code is amended to read as follows: a. 905.3.1, Height: Class III standpipe systems shall be installed throughout a building where the floor level of the highest story is located more than twenty feet (20') above the lowest level of the fire department vehicle access, or where the floor level of the lowest story is located more than twenty feet (20') below the highest level of fire department vehicle access. Exceptions: i. Class I standpipes are allowed in buildings equipped throughout with an automatic sprinkler system in accordance with Section 903.3.1.1 or 903.3.1.2. ii. Class I manual standpipes are allowed in open parking garages where the highest floor is located not more than one hundred fifty feet (150') above the lowest level of fire department vehicle access. 3 ORDINANCE NO. 5709 iii. Class I manual dry standpipes are allowed in open parking garages that are subject to freezing temperatures, provided that the hose connections are located as required for Class II standpipes in accordance with Section 905.5. iv. Class I standpipes are allowed in basements equipped throughout with an automatic sprinkler system. v. Group R-3 does not require standpipes. b. 905.3.8, High Rise Building Standpipes: Standpipe risers shall be combination standpipe/sprinkler risers using a minimum pipe size of six inches (6"). Two two and one-half-inch (2-1/2") hose connections shall be provided on every intermediate floor level landing in every required stairway unless otherwise approved by the fire code official. Where pressure reduction valves (PRV) are required, each hose connection shall be provided with its own PRV. The system shall be designed to provide a minimum flow of three hundred (300) gpm at a minimum pressure of one hundred fifty (150) psi (maximum two hundred (200) psi) at each standpipe connection, in addition to the flow and pressure requirements contained in NFPA 14. 72. Dry Standpipes: Section 905.8 of the International Building Code is amended to read as follows: Dry standpipes when approved by the fire code official are acceptable in other than high-rise buildings. 83. Elevator Car Size: Section 3002.4 of the International Building Code is amended to read as follows: 4 ORDINANCE NO. 5709 3002.4 Elevator car to accommodate ambulance stretcher. Where elevators are provided in buildings, at least one (1) elevator shall be provided for fire department emergency access to all floors. Tho elevator car shall be a minimum of eighty inches (80") wide with a center opening door and shall be of such a size and arrangement to accommodate on ambulance stretcher forty inches (40") by eighty four inches (84") (1,016 mm by 2,134 mm) with not less than five inch (5") (127 mm) rodius corners, in the horizontal, open position and shall be identified by tho international symbol for emergency medical services (Star of life). The symbol shall not be less than throe inches (3") (76 mm) high and shall be placed inside on both sides of the hoist way door frame, four (4) or more stories above, or four (4) or more stories below, grade plane; or in any R-l, R-2, Group B medical care office; or I occupancy building provided with an elevator regardless of the number of stories, at least one (1) elevator shall be provided for fire department emergency access to all floors. The elevator car shall be of such a size and arrangement to accommodate an ambulance stretcher forty inches (40") by eighty-four inches (84") (610 mm by 2,134 mm) with not less than five- inch (5") (127 mm) radius corners, in the horizontal, open position and shall be identified by the international symbol for emergency medical services (star of life). The symbol shall not be less than three inches (3") (76 mm) in height and shall be placed inside on both sides of the hoistway door frame. 4. Electrical Power: Section 3008.9 of the International Building Code is amended to read as follows: 5 ORDINANCE NO. 5709 3008.9 Electrical power. The following features serving each occupant evacuation elevator shall be supplied by both normal power and Type 60/Class 2/Level 1 standby power: • Elevator equipment. • Elevator hoistway lighting. • Elevator machine room ventilation and cooling. • Elevator controller cooling equipment. SECTION IV. Subsection 4-5-050.D, City Amendments to the IBC Relating to Sprinkler Requirements, which is currently codified as 4-5-050.E, of Chapter 5, Building and Fire Prevention Standards, of Title IV (Development Regulations) of the Renton Municipal Code, is hereby amended so the first sentence is revised as shown below. Subsections 4-5-080.D.1 - 28 and 31 - 37 shall remain as currently codified. Subsections 29 and 30 shall be amended as shown in SECTION V of this ordinance. ED. CITY AMENDMENTS TO THE IBC RELATING TO SPRINKLER REQUIREMENTS: The following sections of Chapter 9 of the 2009 International Building Code are amended to read as follows: SECTION V. Subsections 4-5-050.D.29, Section 903.2.11.1.3, Basements, and 4-5- 050.D.30, Section 903.2.11.2, Rubbish and Linen Chutes, which are currently codified as 4-5- 050.E.29 and 30, of Chapter 5, Building and Fire Prevention Standards, of Title IV (Development Regulations) of the Renton Municipal Code, is hereby amended as follows: 6 ORDINANCE NO. 5709 29. Section 903.2.11.1.3, Basements. Where any portion of a basement is located more than seventy-five feet (75') from openings required by Section 903.2.11.1, or where walls, partitions or other obstructions are installed that restrict the application of water from hose streams, the basement shall be equipped throughout with an approved automatic sprinkler system. 30. Section 903.2.11.2, Rubbish and Linen Chutes. An automatic sprinkler system shall be installed at the top of rubbish and linen chutes and in their termination rooms. Chutes extending through three (3) or more floors shall have additional sprinkler heads installed within such chutes at alternate floors, shall have additional sprinkler heads installed at alternate floors and at the lowest intake. Where a rubbish chute extends through a building more than one (1) floor below the lowest intake, the extension shall have sprinklers installed that are recessed from the drop area of the chute and protected from freezing in accordance with Section 903.1.1. Such sprinklers shall be installed at alternate floors beginning with the second level below the last intake and ending with the floor above the discharge. Chute sprinklers shall be accessible for servicing. SECTION VI. This ordinance shall be effective upon its passage, approval, and thirty (30) days after publication.
