HomeMy WebLinkAboutORD 5689CITY OF RENTON, WASHINGTON ORDINANCE NO. 5689 AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, AMENDING SECTION 4-1-160 OF CHAPTER 1, ADMINISTRATION AND ENFORCEMENT, OF TITLE IV (DEVELOPMENT REGULATIONS) OF THE RENTON MUNICIPAL CODE, SETTING THE IMPACT FEE AT $3,738 PER NEW SINGLE-FAMILY HOME IN THE ISSAQUAH SCHOOL DISTRICT; RETAINING THE IMPACT FEE OF $5,486 PER NEW SINGLE FAMILY HOME AND $3,378 PER NEW MULTI-FAMILY HOME IN THE KENT SCHOOL DISTRICT; SETTING THE IMPACT FEE AT $6,395 PER NEW SINGLE FAMILY HOME AND $1,308 PER NEW MULTI-FAMILY HOME IN THE RENTON SCHOOL DISTRICT; AND ADOPTING THE CAPITAL FACILITIES PLANS OF THE ISSAQUAH, KENT, AND RENTON SCHOOL DISTRICTS. WHEREAS, under Section 4-1-160 of Chapter 1, Administration and Enforcement, of Title IV (Development Regulations) of the Renton Municipal Code (RMC), as amended, and the maps and reports adopted in conjunction with the RMC, the City of Renton has collected on behalf of the Issaquah School District an impact fee of $3,568 for each new single-family home built within the District's boundaries; and WHEREAS, the Issaquah School District requested that the City of Renton adopt the Issaquah School District's 2012 Capital Facilities Plan, which includes an increase in the impact fee for new single-family homes to $3,738; and WHEREAS, under Section 4-1-160 of Chapter 1, Administration and Enforcement, of Title IV (Development Regulations) of the Renton Municipal Code, as amended, and the maps and reports adopted in conjunction with the RMC, the City of Renton has collected on behalf of the Kent School District an impact fee of $5,486 for each new single-family home and $3,378 per new multi-family unit built within the District's boundaries; and WHEREAS, the Kent School District requested that the City of Renton adopt the Kent School District's 2012/2013 - 2017/2018 Capital Facilities Plan, which recommends no change 1 ORDINANCE NO. 5689 in the impact fee for new single-family homes so the impact fee would remain at $5,486 and no change in the impact fee for new multi-family units so the impact fee would remain at $3,378; and WHEREAS, under Section 4-1-160 of Chapter 1, Administration and Enforcement, of Title IV (Development Regulations) of the Renton Municipal Code, as amended, and the maps and reports adopted in conjunction with the RMC, the City of Renton has collected on behalf of the Renton School District an impact fee of $6,392 for each new single-family home and $1,274 per new multi-family unit built within the District's boundaries; and WHEREAS, the Renton School District requested that the City of Renton adopt the Renton School District's 2012 - 2018 Capital Facilities Plan, which recommends an increase in the impact fee for new single-family homes to $6,395 and an increase in the impact fee for new multi-family units to $1,308; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DOES ORDAIN AS FOLLOWS: SECTION !. Subsection 4-1-160.D.5 of subsection 4-1-160.D, Fee Calculations, of Chapter 1, Administration and Enforcement, of Title IV (Development Regulations) of the Renton Municipal Code is amended as follows: 5. The City Council may adjust the fee calculated under this subsection, as it sees fit? to take into account local conditions such as, but not limited to, price differentials throughout each respective school district in the cost of new housing, school occupancy levels, and the percent of each respective school 2 ORDINANCE NO. 5689 district's Capital Facilities Budget, which will be expended locally. The City Council establishes the following fees: Single Family Fee Amount Multi-Family and Accessory Dwelling Unit Fee Amount Issaquah School District $3.568.093,738.00 Not Applicable Kent School District $5,486.00 $3,378.00 Renton School District $6739^006,395.00 $1,274,001,308.00 SECTION II. Subsection 4-1-160.J.1 of subsection 4-1-160.J, Adoption of Each School District's Capital Facilities Plan and Submission of the Annual Updates and Report and Data, of Chapter 1, Administration and Enforcement of Title IV (Development Regulations) of the Renton Municipal Code is amended as follows: 1. The following capital facilities plans arc hereby adopted by reference by the City as part of the Capital Facilities Element of the City's Renton adopts the following capital facilities plans by reference as part of the Capital Facilities Element of Renton's Comprehensive Plan: a. The Issaquah School District No. 411 2012 Capital Facilities Plan; b. The Kent School District No. 415 2011/2012—2016/2017 2012/2013-2017/2018 Capital Facilities Plan; and 3 ORDINANCE NO. 5689 c. The Renton School District No. 403 2011 - 2017 2012 Capital Facilities Plan. SECTION III. After City Council passage and Mayoral approval, this ordinance shall become effective thirty (30) calendar days after publication. PASSED BY THE CITY COUNCIL this 20th day of May , 2013. Bonnie I.
