HomeMy WebLinkAboutORD 5673CITY OF RENTON, WASHINGTON ORDINANCE NO. 5673 AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, AMENDING SECTIONS 8-2-2 AND 8-2-3 OF CHAPTER 2, STORM AND SURFACE WATER DRAINAGE, SECTIONS 8-4-24 AND 8-4-31 OF CHAPTER 4, WATER, AND SECTION 8-5-15 OF CHAPTER 5, SEWER, OF TITLE VIII (HEALTH AND SANITATION) OF ORDINANCE NO. 4260 ENTITLED "CODE OF GENERAL ORDINANCES OF THE CITY OF RENTON, WASHINGTON", ALLOWING FOR ADJUSTMENTS TO CURRENT UTILITY RATES FOR 2013 AND 2014. THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DOES ORDAIN AS FOLLOWS: SECTION I. Subsection 8-2-2G, Special Rates, of Chapter 2, Storm and Surface Water Drainage, of Title VIII (Health and Sanitation) of Ordinance No. 4260 entitled "Code of General Ordinances of the City of Renton, Washington", is hereby amended as follows: G. Special Rates: 1. For a seventy-five percent (75%) rate subsidy for senior and/or disabled low-income customers: a. Senior and/or disabled citizens who qualified under RMC 8-4-31C for low-income rates prior to August 1, 1994, are eligible for rates of two dollars and sixteen fifty-two cents ($2.4£52) per month for 201±3 and two dollars and feftv-sixtv-five cents ($2.4965) per month for 20124. b. Senior and/or disabled citizens who qualify under RMC 8-4-31C for low-income rates after August 1,1994, and prior to May 31, 2008, are eligible for rates of twe three dollars and fifty nine one cents ($2S93.01) per month for 1 ORDINANCE NO. 5673 20143 and twe three dollars and eighty seven sixteen cents ($2T&73.16) per month for 20124. 2. All senior and/or disabled citizens qualifying under RMC 8-4-31C for low-income rates after May 31, 2008, are eligible for a fifty percent (50%) subsidy equal to a rate of five six dollars and ninotoon five cents ($5rl&6.05) per month for 20113 and five six dollars and seventy six thirty-five cents ($5r7€6.35) per month for 20124. SECTION II. Subsection 8-2-3E.1, of subsection 8-2-3E, Charges For Surface Water Utility, of Chapter 2, Storm and Surface Water Drainage, of Title VIII (Health and Sanitation) of Ordinance No. 4260 entitled "Code of General Ordinances of the City of Renton, Washington", is hereby amended as follows: 1. The following schedule is hereby adopted as the monthly charges to be paid to the City for surface water utility services: a. Single-family dwelling $10.3712.09 per unit for 20113 and $HT5112.69 for 20124. b. Low intensity, 0.5 acre or less $25T&829.93 per acre for 20143 and $28^31.42 per acre for 20124. c. Medium intensity, 0.5 acre or less $37.1443.29 per acre for 20113 and $41.2345.46 per acre for 20124. d. Subsection 8-4-24A.1, Fire Protection Charges, of Chapter 4, Water, of Title VIII (Health and Sanitation) of Ordinance No. 4260 entitled "Code of General Ordinances of the City of Renton, Washington", is hereby amended as follows: 1. Commodity Rates: Three (3) consumption blocks will be established for single-family and duplex customers. The size of the first block will be less than five hundred (500) cubic feet of water consumed per month. The second block will be five hundred (500) to one thousand (1,000) cubic feet of water consumed per month. The third block will be over one thousand (1,000) cubic feet of water consumed per month. Subsection 8-4-31C.4.a, For a seventy-five percent (75%) rate subsidy, of Chapter 4, Water, of Title VIII (Health and Sanitation) of Ordinance No. 4260 entitled "Code of General Ordinances of the City of Renton, Washington", is hereby amended as follows: a. For a seventy-five percent (75%) rate subsidy: (1) For those senior citizens and disabled persons who qualified as economically disadvantaged, and were on this low-income rate prior to August 1, 1994, the rate for water service relating to such single-family dwelling in which such eligible person or persons permanently reside is one dollar and sixty throe ninety-eight cents ($1.6598) per month for 20143 and e«e two dollars and eighty nine cents ($4r892.08) per month for 20124, limited to nine hundred (900) cubic feet of water per month. Any water consumption over nine hundred (900) cubic feet per month shall be charged as provided in Subsections A and B of this Section. 5 ORDINANCE NO. 5673 (2) For those senior citizens and disabled persons who qualify as economically disadvantaged, and were on this low-income rate after August 1, 1994, and prior to May 31, 2008, the rate for water service relating to such single-family dwelling in which such eligible person or persons permanently reside is three four dollars and forty one sixteen cents ($3T444.16) per month for 20143 and throe four dollars and ninety six thirty-seven cents ($3T9€4.37) per month for 20124, limited to nine hundred (900) cubic feet of water per month. Any water consumption over nine hundred (900) cubic feet per month shall be charged as provided in Subsections A and B of this Section, except for those persons who qualify under home kidney dialysis. These customers are limited to one thousand seven hundred (1,700) cubic feet of water per month before any excess is charged as provided in Subsections A and B of this Section. SECTION VI. Subsection 8-5-15A, Disposal Rates, of Chapter 5, Sewer, of Title VIII (Health and Sanitation) of Ordinance No. 4260 entitled "Code of General Ordinances of the City of Renton, Washington", is hereby amended as follows: A. Disposal Rates: The monthly rates and charges for sewage disposal service shall be as follows: 1. Single-Family: The 20143 rate is twenty-six throe dollars and eighty eight thirty-three cents ($23T8826.33); the 20124 rate is twenty-seven five dollars and eight sixty-five cents ($25.0827.65). 2. All Other Users: 20143 - A base charge of three four dollars and sixty- ene five cents ($3r€44.05) plus two dollars and seventy ninety-seven cents 6 ORDINANCE NO. 5673 ($2T7Q2.97) per month for each one hundred (100) cubic feet of water used, but not less than twenty-six thfee dollars and eighty eight thirty-three cents ($23rgg26.33) per month; 2012-4 - A base charge of three four dollars and seventy nine twenty-five cents ($3T794.25) plus two three dollars and eighty' three twelve cents ($2rS33.12) per month for one hundred (100) cubic feet of water used, but not less than twenty-seven five dollars and eight sixty-five cents ($25.0827.65) per month. 3. Charges For Sewer Service Without City Water: In the event that water obtained from sources other than purchased from the City is either discharged or drained into the sewer system, users shall be charged by one of the two (2) following methods: a. For single-family residences: 20143 - twenty-six tbfee dollars and eighty eight thirty-three cents ($23r8S26.33) per month; 20124 - twenty-seven five dollars and sixty-five eight cents ($25.0827.65) per month. b. For other than single-family dwellings, the Public Works Administrator or designee shall install a water meter into such private water system at cost to property owners, and the method of billing shall be in compliance with Subsection A.2 of this Section. SECTION VII. Subsection 8-5-15D, Additional Charges, of Chapter 5, Sewer, of Title VIII (Health and Sanitation) of Ordinance No. 4260 entitled "Code of General Ordinances of the City of Renton, Washington", is hereby amended as follows: 7 ORDINANCE NO. 5673 D. Additional Charges: In addition to the foregoing charges specified in this Section, the following rates shall be charged: 1. A charge of thirty-nine sm dollars and ten seventy-nine cents ($3€ri039i79) per month and a rate adjustment charge of one dollar and sixteen cents ($1.16) per month payable to King County Wastewater for each single- family dwelling unit. 2. A charge of thirty-nine si* dollars and tew seventy-nine cents ($3€r4Q39.79) per month and a rate adjustment charge of one dollar and sixteen cents ($1.16) per month payable to King County Wastewater for each seven hundred fifty (750) cubic feet, or any fraction thereof, of water used for all users other than single-family. 3. Any additional charges hereafter imposed by King County Wastewater under the "Industrial Cost Recovery" or "Industrial Waste Surcharge" programs required under the FWPCA (PL 92-500), Section 204, or as same may be amended hereafter, plus fifteen percent (15%) thereof as an additional charge for the City's cost of implementing such programs. 4. Senior and/or disabled low income rates: a. For a seventy-five percent (75%) subsidy: (1) Senior and/or disabled low-income citizens who qualified under RMC 8-4-31C for low-income rates prior to August 1, 1994, are eligible for a nonsubsidized rate of thirty-nine six dollars and ten seventy-nine cents ($3&4Q39.79) per month and a rate adjustment charge of one dollar and sixteen 8 ORDINANCE NO. 5673 cents ($1.16) per month payable to King County Wastewater, and a subsidized rate of two dollars and si* twenty-seven cents ($2vQ62.27) per month for City sewer charges for a total of thirty nine forty-three dollars and thirty two twenty- two cents ($39r3243.22)for 20143; and a nonsubsidized rate of thirty-nine six dollars and ten seventy-nine cents ($3fe4Q39.79) per month and a rate adjustment charge of one dollar and sixteen cents ($1.16) per month payable to King County Wastewater, and a subsidized rate of two dollars and sixteen thirty- eight cents ($2.4638) per month for City sewer charges for a total of thirty nine forty-three dollars and forty two thirty-three cents ($39T4243.33) for 2012-4. (2) Senior and/or disabled citizens who qualify under RMC 8-4- 31C for low-income rates after August 1, 1994, and prior to May 31, 2008, are eligible for a nonsubsidized rate of thirty-nine si* dollars ten and seventy-nine cents ($3&4Q39.79) per month and a rate adjustment charge of one dollar and sixteen cents ($1.16) per month payable to King County Wastewater, and a subsidized rate of five six dollars and ninety eight fifty-nine cents ($5T9&6.59) per month for City sewer charges for a total of forty-seven th-r-ee dollars twenty four and fifty-four cents ($43^2447.54) for 20143; and a nonsubsidized rate of thirty- nine si* dollars and tea seventy-nine cents ($36T4Q39.79) per month and a rate adjustment charge of one dollar and sixteen cents ($1.16) per month payable to King County Wastewater, and a subsidized rate of six dollars and twenty eight ninety-two cents ($6T286.92) per month for City sewer charges for a total of 9 ORDINANCE NO. 5673 forty-seven throe dollars and fifty four eighty-seven cents ($43T5447.87) for 20124. b. All other senior and/or disabled citizens qualifying under RMC 8-4- 31C for low-income rates after May 31, 2008, are eligible for a fifty percent (50%) subsidy. For 201i3: a nonsubsidized rate of thirty-nine six dollars and ten seventy-nine cents ($3&4Q39.79) per month and a rate adjustment charge of one dollar and sixteen cents ($1.16) per month payable to King County Wastewater, and a subsidized rate of eleven thirteen dollars and ninety four seventeen cents ($Mr9413.17) per month for City sewer charges for a total of forty nine fifty-four dollars and twenty twelve cents ($49r2Q54.12); For 20124: a nonsubsidized rate of thirty-nine six- dollars and ten seventy-nine cents ($3€r4&39.79) per month and a rate adjustment charge of one dollar and sixteen cents ($1.16) per month payable to King County Wastewater, and a subsidized rate of twelve thirteen dollars and fifty four eighty-three cents ($42r5413.83) per month for City sewer charges for a total of forty nine fifty-four dollars and eighty seventy-eight cents ($49r8054.78). SECTtON VIII. These rates become effective with billings computed on or after January 1, 2013 for the 2013 rates and January 1, 2014 for the 2014 rates. SECTION IX.
