RESOLUTION NO. 4185
A RESOLUTION OF THE CITY OF RENTON, WASHINGTON, ADOPTING THE CITY
OF RENTON CASE WEIGHTING POLICIES AND PROCEDURES TO COMPLY WITH
THE WASHINGTON STATE SUPREME COURT'S NEW STANDARDS FOR INDIGENT
DEFENSE.
WHEREAS, on June 15, 2012, the Supreme Court of Washington issued Order, No.
25700-A-1004, which established New Standards for Indigent Defense (NSID), which it amended
on August 9, 2012, No. 25700-A-1007, and again on September 7, 2012, No. 25700-A-1008; and
WHEREAS, NSID became effective, in part on October 1, 2012, with the remaining
becoming effective on September 1, 2013 (subsection (e) of the Certification Form), and
October 1, 2013 (Caseload Limits); and
WHEREAS, the Council recognizes, agrees and accepts that an intent of the NSID is to
ensure that each indigent criminal defendant receives effective representation (NSID 3.2), and
that each Attorney working with an indigent criminal defendant has the time necessary to
ensure effective representation (NSID 3.2); and
WHEREAS, the Council recognizes, agrees and accepts that the experience of an
indigent criminal defendant's attorney is a factor to be considered; and
WHEREAS, the Council believes that experienced criminal attorneys provide indigent
criminal defendants the most beneficial defense and as a result, Renton has created the case
weighting system in Section III in compliance with NSID 3.5; and
WHEREAS, in response to the Washington State Supreme Court's NSID, Renton has
written the City of Renton Case Weighting Policies and Procedures (CWPP).

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DOES
RESOLVE AS FOLLOWS:
SECTION I. The above recitals are found to be true and correct in all respects.
SECTION II. The City of Renton Case Weighting Policies and Procedures are hereby
adopted.
