SECTION II.Section 4-2-IIO.B of Chapter 2,''Land Use Districts,"ofTitle IV (Development Regulations)of Ordinance No.4260 entitled "Code of General Ordinances ofthe City ofRenton,Washington"is hereby amended to read as shown in Exhibit B,attached. SECTION III.Section 4-2-11 O.G of Chapter 2,"Land Use Districts,"of Title IV (Development Regulations)of Ordinance No.4260 entitled "Code of General Ordinances of the City of Renton,Washington"is hereby amended to read as shown in Exhibit C,attached. SECTION IV.Section 4-4-010.0 of Chapter 4,"City-wide Property Development Standards,"of Title IV (Development Regulations)of Ordinance No.4260 entitled "Code of General Ordinances ofthe City of Renton,Washington"is hereby amended to read as follows: I ORDINANCE NO.4999 D.EXEMPTIONS:Household pets as defined in RMC 4-11-160 are a permitted use in all zones in the City and as such are not regulated by this Section provided they number three (3)or less. SECTION V.A new subsection,4·4-080.B.l.b.~of Chapter 4,"City-wide Property Development Sttmdards,"ofTitie IV (Development Regulations)of Ordinance No. 4260 entitled "Code of General Ordinances oftbe City of Renton,Washington"is hereby added, to read as follows: 1.Exemption:Change of use within a Shopping Center shaH not be required to increase parking capacity. SECTION VI.Section 4-4-080.F.7.c.iii of Chapter 4,"City-wide Property Development Standards,"of Title IV (Development Regulations)of Ordinance No.4260 entitled "Code of General Ordinances of the City of Renton,Washington"is hereby amended to read as follows: 111.Screening of Adjacent and/or Abutting Residential Uses Required:A planting area or berm with landscaping shall be provided on those sides ofa parking lot that are adjacent to or abutting properties used and/or zoned for residential purposes.(See specific zoning classification.)Such planting shall be subject to the requirements of the zoning development standards and shall be of a sufficient height to serve as a buffer. SECTION VII.Section 4-6-040.FA of Chapter 6,"Street and Utility Standards," of Title IV (Development Regulations)of Ordinance No.4260 entitled "Code of General Ordinances ofthe City of Renton,Washington"is hereby deleted. SECTION VIII.Section 4-6-040.G of Chapter 6,"Street and Utility Standards,"of title IV (Development Regulations)of Ordinance No.4260 entitled ''Code of General 2 .'. ORDINANCE NO.4999 Ordinances of the City of Renton,Washington"is hereby amended by adding a new section,4-6- 040.G.13,to read as follows: 13.Use of Old Sewers:Old bJJiIding sewers may be used in connection with new buildings only when they are found,on examination and tests by the Utilities Engineer,to meet all requirements of this Chapter. SECTION IX.Section 4-7-170.F.I of Chapter 7,"Subdivision Regulations,"of Title IV (Development Regulations)of Ordinance No.4260 entitled "Code of General Ordinances ofthe City of Renton,Washington"is hereby amended to read as follows: I.Minimum Lot Size and Pipestem Width and Length:The pipestem shall not exceed one hundred fifty feet (150')in length and not be less than tweniy feet (20')in width. The portion of the lot narrower than eighty percent (80%)of the minimum permitted width shall not be used for lot area calculations nor for measurement ofrequired front yard setbacks. SECTION X.Section 4-7-170.F.2.of Chapter 7,"Subdivision Regulations,"of . Title IV (Development Regulations)of Ordinance No.4260 entitled "Code of General Ordinances of the City of Renton,Washington"is hereby amended to read as follows: 2.Shared Access Requirements:Abutting pipestem lots shall have a shared private access driveway.A restrictive covenant will be required-on both parcels for maintenance of the pipestem driveway. SECTION XI.Section 4-8-11 0.H.2 of Chapter 8,"Permits -General and Appeals,"ofTitle IV (Development Regulations)of Ordinance No.4260 entitled "Code of General Ordinances of the City of Renton,Washington"is hereby amended to read as follows: 2.Place and Time for Filing Appeals:Appeals of decisions by the Land Use Hearing Examiner must be made directly to the Shorelines Hearings Board.Appeals are made by ftling a 3 ORDINANCE NO.4999 request for the same within twenty-one (21)days of receipt of the final order and by concurrently fIling copies of such request with the Department of Ecology and the Attorney General's office as provided in section 18(1)ofthe Shorelines Management Act of 1971. SECTION XII.Subsection 4-8-120.D.19.k for "Site Plan,Land Use Review,Level ]"ofCbspter 8,"Permits -General and Appeals,"of Title IV (Development Regulations)of Ordinance No.4260 entitled "Code of General Ordinances of the City of Renton,Washington"is hereby amended to read as follows: k.Footprint of all proposed buildings showing the location of building entrances, window opeuings,and landscape features (required for Urban Center Design Overlay District review packet only). ORDINANCE NO.4999 Section 4-9-l90.N.5 of Chapter 9,"Permits -Specific,"of Title IV (Development Regulations)of Ordinance No.4260 entitled "Code of General Ordinances of the City of Renton,Washington"is hereby amended to read as follows: 5.Final Decision or Recorrunendation:The decision oftbe Land Use Hearing Examiner shall be the final decision ofthe City on all rescinded applications.A written decision shall be transmitted.to the Department ofEcology,the Attorney General's office,the applicant, and snch other departments or boards of the City as are afrected thereby and the legislative body of the City.For conditional use or variances,Department of Ecology has 30 days to make final decision followed by a 21-day appeal period. SECTION XVII.Section 4-11-250,"Yard Reqnirement,"of Chapter ll, ''Definitions,''of Title N (Development Regulations)of Ordinance No.4260 entitled "Code of General Ordinances ofthe City of Renton,Washington"is hereby amended to read as follows: YARD REQUIREMENT:An open space on a lot nnoccnpied by strnctnres,unless specifically anthorized otherwise.The reqnired yard depth is measUred perpendicularly from a lot line to the outer wall of the structure.In the case where a structure does not have an outer wall,such as a carport,the measurement shall be to the posts of such structure,unless otherwise detennined by the Development Services Division.100 Development Services Division shall determine the various requirements for uniquely shaped lots and pipestem lots. 5 ORDINANCE NO..4.999 A.Front Yard:The yard requirement which separates the structure(s)from public .right-of-way.For through lots,comer lots,and lots without·street frontage,the front yard will be detennined by the Development Services Division Director. B.Side Yard Along A Street:The yard requirement which is neither a front yard nor a rear yard,yet it abuts a street right-of-way. C.Rear Yard:The yard requirement opposite the front yard.Where a lot abuts an alley,the rear yard shall always be the yard abutting the alley.For irregularly shaped lots,the rear yard shall be measured from an imaginary line at least fifteen feet (15')in length located entirely within the lot and farthest removed and parallel to the front lot line or its tangent. D.Side Yard:The yard requirement which is not a front yard,a side yard along a street,or a rear yard. SECTION XVIll.This Ordinance shall be effective upon its passage,approval,and. 30 days after its publication.
