HomeMy WebLinkAboutORD 5030Amends ORO Nos.3988,4517.4963, 4971,4982 Amended by ORD Nos:5087 CITY OF RENTON,WASHINGTON ORDINANCE NO.5030 AN ORDINANCE OF THE CITY OF RENTON,WASHINGTON, AMENDING SECTION 4-4-080,PARKING,LOADING AND DRIVEWAY REGULATIONS,OF CHAPTER 4,CITY-WIDE PROPERTY DEVELOPMENT STANDARDS,OF TITLE IV (DEVELOPMENT REGULATIONS)OF ORDINANCE NO.4260 ENTITLED "CODE OF GENERAL ORDINANCES OF THE CITY OF RENTON,WASHINGTON" BY CREATING PARKING STANDARDS FOR DEVELOPMENT IN URBAN CENTER-NORTH AND DECLARING AN EMERGENCY. THE CITY COUNCIL OF THE CITY OF RENTON,WASHINGTON,DO ORDAIN AS FOLLOWS: SECTION I.Section 4-4-080.E.2.e,of Chapter 4,City-Wide Property Development Standards,of Title IV (Development Regulations)of Ordinance No.4260 entitled "Code of General Ordinances ofthe City of Renton,Washington"is hereby amended to read as follows: e.Maximum Distance to Off-Site Parking Lot: i.UCN-I and UCN-2 Zones:Off-site parking for required parking spaces shall be contained in a parking lot within five hundred feet (500-)of the building or otber use it is intended to serve for residential uses,and within one thousand five hundred feet (1,500')of the building or other use it is intended to serve for nonresidential uses, ii.Other Zones:Off-site parking for required parking spaces shall be contained in a parking lot within five hundred feet (500')of the building or other use it is intended to serve for residential uses,and within seven hundred fifty feet (750')of the building or other use it is intended to serve for nomesidential uses. iii.Transit or Transportation Management Plan:When a transportation management plan is in use or proposed for use in conjunction with the project,or ifthe developer 1 ORDINANCE NO.5030 or building occupant can demonstrate that a transit shuttle or other form or acceptable transportation system (motorized or nonmotorized)between a remote parking facility and the development will provide adequately for the parking needs of the land use,then at the discretion oftbe PlanninglBuildinglPublic Works Departmeot the maximum distance may be relaxed given that tbe conditions outlined in RMC 4-9-250.D.2 are met. SECTION U.Section 4-4-080.E.3,of Chapter 4,City-Wide Property Development Standards,of Title IV (Development Regulations)of Ordinance No.4260 entitled "Code of General Ordinances of the City of Renton,Washington"is hereby amended to read as follows: 3.Joint Use Parking Facilities: a.Encouraged:The joint use of parking facilities should generally be encouraged within tbe City of Renton. b.When Applicable:The joint use of parking facilities may be authorized only for those uses which have dissimilar peak-hour demands during the nonpeak hours of the lessor.However,this requirement shall not be applicable to the UCN-l and UCN-2 Zones. c.Maximum Distance of Parking from Use: i,Non-Residential Uses in the UCN-l and UCN·2 Zones:To qualify as a joint-use parking facility,the facility must be located within a radius of one thousand five hundred feet (1,500')from the buildings or use areas it is intended to serve. ii.All Other Zones and Residential Uses in the UCN-l and UCN- 2 Zones:To qualify as a joint-use parking facility,the facility must be located within a radius of seven hundred fifty feet (750-)from tbe buildings or use areas it is intended to serve. 2 ORDINANCE NO.5030 d.Contract Required:A joint-use contract,covering a minimum of five (5) years,must be obtained and shall be approved by the Building Department and by the City Attorney for such a parking arrangement to be allowed. e.Special Provisions for Subdivision of Shopping Center:Parking areas in shopping centers operate as common parking for all uses.If a shopping center is subdivided, the easements and/or restrictive covenants must grant use and maintenance of conunon parking access. SECTION III.Section 4-4-080.F.8.a,of Chapter 4,City-Wide Property Development Standards,of Title IV (Development Regulations)of Ordinance No.4260 entitled "Code of General Ordinances of the City of RentOIl,Washington"is hereby amended to read as follows: 8.Parking Stall Types,Sizes,and Percentage AllowedIRequired: a.Standard Parking Stall Size -SurfacelPrivate Garage/Carport: i.Minimum Length in all Zones Except UCN-l and UCN-2:A parkiog stall shall be a minimum of twenty feet (20')in length,except for parallel stalls,measured along both sides of the usable portion of the stall.Each parallel stall shall be twenty three feet by nine feet (23'x 9')in size. ii.Minimum Length in UCN-]and UCN-2 Zones:A parkiog stall shall be a minimum of nineteen feet (19')in length,except for parallel stalls,measured along both sides of the usable portion of the stalls.Each parallel stall shall be twenty-three feet by nine feet (23'x 9')in size. 3 ORDINANCE NO.5030 iii.Minimum Width:A parking stall shall be a minimum efnine feet (9')in width measured from a right angle to the stall sides. iv.Reduced Width and Length for Attendant Parking: When cars are parked by an attendant,the stall shall not be less than eighteen feet long by eight feet wide (18'x 8'). SECTION IV.Section 4-4-080.F.8.c.iii,of Chapter 4,City-Wide Property Development Standards,of Title IV (Development Regulations)of Ordinance No.4260 entitled "Code of General Ordinances of the City of Renton,Washington"is hereby amended to read as follows: iii.Maximum Number of Compact Spaces Outside urtbe UCN-l and UCN-2 Zones:Compact parking spaces shall not account for more than: •Designated employee parking-not to exceed forty percent (40%). •Structured parking-nollo exceed fifty percent (50%). •All other uses-not to exceed thirty percent (30"10). SECTION V.Section 4-4-080.F.8.c of Chapter 4,City-Wide Property Development Standards,of Title IV (Development Regulations)of Ordinance No.4260 entitled "Code of General Ordinances of the City of Renton,Washington"is hereby amended by adding subsection iv.,to read as follows: IV.Maximum Number of Compact Spaces 10 The UCN-l and UCN-2 Zones: The maximum number of compact spaces shall not exceed fifty percent (50%). SECTION VI.Section 4-4-080.F.1O.e of Chapter 4,City-Wide Property Development Standards,of Title IV (Development Regulations)of Ordinance No.4260 entitled 4 ORDINANCE NO.5030 "Code of General Ordinances of the City of Renton,Washington"is hereby amended to read as follows: e.Parking Spaces Required Based on Land Use:Modification of these minimum or maximum standards requires written approval from the PlanningIBuitding/Public Works Department (see RMC 4-9-250). USE I NUMBER OF REOUIRED SPACES GENERAL: Mixed occupancies:The total requirements for off-street parking (2 or more uses in the same bUilding)facilities shall be the sum oCthe requirements for the several uses computed separately,WJ1es5 the building is classified as a «shopping center"as defined in RMC 4·11·190,except in UCN·l and UCN-2 Zones,where a maximum 0(0.4 per 100 square feet of gross floor area for commercial and service uses is allowed.Residential ratio is per table below. Bed and breakfast bouses:I off-street parking space must be provided for each guest room.The parking must not be located in any rcouired setback. Manufactured bomes within a 2 minimum per manufactured home site,plus a manufactured bome park:screened parking area shall be provided for boats, campers.travel trailers and related devices in a secluded portion of the park at a ratio of I screened space for each 10 Wlits.A maximum of4 vehicles may be parked OIl a lot.including those vehicles under repair and restoration,Wlless kept within an enclosed buildinfl. Boarding and lodging bouses:1 per sleeping room and I for the proprietor,plus 1 additional space for each 4 persons employed on the I nremises. RM·T Zooe Exemption:An exemption to the standard parking ratio formula may be granted by the Development Services Directoc allowing 1 parking space per dwelling unit for developments of less than 5 dwelling wits with 2 !:JedrOOOlS or less per Wlit provided adequate on-street parking is available in the vicinitv of the develooment. Attached dwellings in zooes other than the CD,RM·U,RM·T,UCN-I,UCN-2,and the CS I lonlv in District C as shown in RMC 4-3-095.B.3\: Resident and guest spaces:Witbin tbe RM-N,RM-C and RM-I Zones: 2 per dwelling unit where tandem spaces are not provided;and/or 2.5 per dwelling unit where tandem parking is provided,subject to the criteria found in subsection F8d of this Section. Driveway locatioD:Entrances and exits shall be located so as not to cause congestion in any public right-of-way.Queuing from drive-through windows cannot extend into the Dublic rillht-of-wav. Banks:A minimum 0(0.4 per each 100 square feet of gross floor area and not more than a maximwn of 0.5 per each 100 square feet of gross floor area except when part of a shopping center.In the UCN-l and UCN- 2 Zones,the maximum of 0.5 per 100 square feet of gross floor area may only be achieved with structured parking. Drive-up windows:5 spaces for stacking for each station. Convalescent centers:I for every 2 employees plus I for each 3 beds. Day care centers,adult day care (I and D):I for each employee and 2 loading spaces within 100'of the main entrance for every 25 clients of the Drive-throlmh business:I per 50 square feet of gross floor area 6 ORDINANCE NO.5030 Hotels aod motels:1 per guest room plus 2 for every 3 employees. Mortuaries or funeral homes:I per 100 square feet of floor area of assembly rooms. Vehicle sales Oarge aod small vehicles)with I per 5,000 square feet.The sales area is not a outdoor retail sales areas:parking lot and does not have to comply with dimensional requirements.landscaping or the bulk storage section requirements for setbacks and screening.Any arrangement ofmotor vehicles is allowed as long as: •A minimum 5'perimeter landscaping area is provided; •They are not displayed in required landscape areas;and •Adequate fire access is provided per Fire Deoartment aODroval. Self service storage:I for each 3,500 square feet ofgross floor area. Maximum of three moving van/truck spaces in addition to required parking for self service storage uses in the RM-I zone. Outdoor stonwe area:0.05 for each 100 square feet of area. Warebouses aod indoor stonwc buildilWS:I for each 1,500 square feet of gross floor area. PUBLIc/OUASI-PUBLIC ACI1VITIES: Religious iostitutions:I for each 5 seats in the main auditorium,provided that spaces for any church shall not be less than 10. For all existing churches enlarging the seating capacity of their auditoriums,I additional parking space shall be provided for each 5 additional seats provided by the new construction.For all churches making structural a1teratioos or additions which do not increase the searing capacity of the auditorium, see "Outdoor and indoor sports arenas.auditoriums, stadiums,movie theaters,and entertainment clubs." Medical institutions:I for each 3 beds,plus 1 for each staffdoctor,plus I for each 3 emnlovees. Cultural facilities:4 for each 100 square feet in office and public use. Public DOSt office:0.3 for every 100 square feet. 8 ORDINANCE NO.5030 Schools: Elementary and junior high:I for each employee.In addition,ifbuses for the transportation of students are kept at the school,I off-street parking space shall be provided for each bus of a size sufficient to park each bus. Senior high schools:public,parochial I for each employee plus I space for each 10 and private:students enrolled.In addition,ifbuses for the private transportation of children are kept at the school,I off-street parking space shall be provided for each bus of a size sufficient to park each bus. Colleges and universities,arts and crafts I for each employee plus I for each 3 students schools/studios,and trade or vocational residing on campus,plus 1 space for each 5 day schools:students not residing on campus.In addition,if buses for transportation of students are kept at the school,1 off-street parking space shall be provided for each bus of a size sufficient to park each bus. Secure community transition facilities:I for each 3 beds,plus I for each staff member,plus 1 for each employee.
