ORDINANCE NO. 4967
AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON,
ESTABLISHING AN ASSESSMENT DISTRICT FOR SANITARY
SEWER SERVICE FOR PROPERTIES ADJACENT TO 80TH AVENUE
SOUTH, SOUTH 130™ ST, AND SOUTH LANGSTON ROAD, AND
ESTABLISHING THE AMOUNT OF THE CHARGE UPON
CONNECTION TO THE FACILITIES.
THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO ORDAIN
AS FOLLOWS:
SECTION I. There is hereby created a Sanitary Sewer Service Special
Assessment District for the area served by the 80th Avenue South Sanitary Sewer Extension
currently located to the northwest of the City of Renton and within King County, which area is
more particularly described in Exhibit "A" attached hereto. A map of the service area is attached
as Exhibit "B." The recording of this document is to provide notification of potential connection
and interest charges. While this connection charge may be paid at any time, the City does not
require payment until such time as the parcel is connected to and thus is benefiting from the
sewer facilities. The property may be sold or in any other way change hands without triggering
the requirement, by the City, of payment of the charges associated with this district.
SECTION II. Persons connecting to the sanitary sewer facilities in this Special
Assessment District and whose properties have not been charged or assessed with all costs of the
80 Avenue South Sanitary Sewer Extension, as detailed in this ordinance, shall pay, in addition
to the payment of the connection permit fee and in addition to the system development charge,
the following additional fee:

A. Per Unit Charge. New connections of residential units shall pay a fee of
$7,812.14 per dwelling unit.
SECTION III. In addition to the aforestated charges, there shall be a charge of
4.86% per annum added to the Special Assessment District charge. The interest charge shall
accrue for no more than ten (10) years from the date this ordinance becomes effective. Interest
charges will be simple interest and not compound interest.
SECTION IV. This ordinance shall be effective upon its passage, approval and
thirty (30) days after publication. -1

LEGAL DESCRIPTION
The lands included within this Sanitary Sewer Special Assessment District are in those portions of Blocks
6, 7, 8, 11, 12, 17 and 18 of Earlington Acre Tracts, as recorded in Volume 15 of Plats, Page 84, records
of King County, Washington, described as follows:
Beginning at the northwest corner of Lot 5, Block 7 of said plat;
Thence westerly along the north line of said Lot 5 and the north line of said Block 7, to the northwest
corner of Lot 2 of said Block 7;
Thence southerly along the west line of said Lot 2, to an intersection with the south line of the north 100
feet of said Lot 2;
Thence easterly along said south line, to an intersection with the west line of Lot 1 of said Block 7;
Thence northerly along said west line, to the northwest corner thereof; Q
Thence easterly along the north line of said Lot 1, to the northeast corner thereof; <Cj

Thence southeasterly, crossing 80th Avenue South, to the intersection of the southerly right-of-way ^
margin of Renton Avenue South and the east line of the west 85 feet of Lot 6, Block 8 of said plat; <\,

South, crossing South 130th Street, to an intersection with the east line of Lot 1, Block 11 of said plat;

Thence westerly along the south line, of said Block 11, to the southeast corner of Lot 4 of said Block 11,
said southeast corner also being the northeast corner of Lot 4, Block 18 of said plat;
Thence southerly along the east line of said Lot 4, Block 18, to an intersection with the south line of the
north half (1/2) of the north half (1/2) of said Lot 4;
Thence westerly along said south line, and the westerly extension of said south line, to an intersection
with the east line of the west 20 feet of Lot 5 of said Block 18;
Thence southerly along said east line, to an intersection with the south line of said Lot 5 and said Block
18, said south line also being the northerly right-of-way margin of South 132nd Street;
Thence westerly along said northerly right-of-way margin, crossing 80* Avenue South, to an intersection
with the easterly right-of-way margin of South Langston Road;
Thence northwesterly along said easterly right-of-way margin and the west line of Blocks 17 and 12 of
said plat, to the beginning of a curve to the right with a radius of 30 feet, said curve defines a portion of
the westerly boundary line of Lot 4 of said Block 12;

Thence northwesterly, crossing South 130th Street, to the southeast corner of Lot 2, Block 6 of said plat;
Thence northwesterly along the south line of said Lot 2, to an intersection with the easterly right-of-way
margin of 78th Avenue South;
Thence northeasterly along said easterly right-of-way margin, to an intersection with the north line of the
south half (1/2) of Lot 1 of said Block 6;
Thence easterly along said north line, and the easterly extension of said north line, to an intersection with
the west line of Lot 5, Block 7 of said plat;
Thence northerly along the west line of said Lot 5, to the northwest corner thereof and the point of
beginning.
