HomeMy WebLinkAboutORD 4932Amends ORD's 4878 & 4871 Amended by ORD 5043^ 5112, 5133 CITY OF RENTON, WASHINGTON ORDINANCE NO. 4932 AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, ADDING TO AND AMENDING SECTIONS 8-1-9.A, 8-1-9.B AND 8-1- 9.C OF CHAPTER 1, GARBAGE, AND SECTION 8-4-31.C.1 OF CHAPTER 4, WATER, OF TITLE VIII (HEALTH & SANITATION) OF ORDINANCE NO. 4260 ENTITLED "CODE OF GENERAL ORDINANCES OF THE CITY OF RENTON, WASHINGTON" RELATED TO YEAR 2002 UTILITY RATES FOR ALL CUSTOMER CLASSES. THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO ORDAIN AS FOLLOWS: SECTION I. Sections 8-1-9.A, 8-1-9.B, and 8-1-9.C of Chapter 1, Garbage, of Title VIII (Health and Sanitation) of Ordinance No. 4260 entitled "Code of General Ordinances of the City of Renton, Washington" are hereby amended to read as follows: 8-1-9: RATES FOR SERVICES: The following schedule is hereby adopted as the monthly charges to be paid to the City for services rendered in each category: A. Residential Customers 1. For garbage cans and/or garbage units: 2002 Renton SWU Service Level Monthly Rates Mini-can $6.40 1 can collected weekly $13.44 2 cans collected weekly $21.37 3 cans collected weekly $28.82 4 cans collected weekly $36.75 5 cans collected weekly $44.68 6 cans collected weekly $52.66 Each additional can weekly $8.00 Extra garbage, up to 15 gallons $4.00 per unit Return Trip charge $3.00 64 Gallon Contractor Cart - New $23.33 96 Gallon Contractor Cart - New $31.15 1 ORDINANCE NO. 4932 2. Senior and/or disabled customers who qualified under Section 8-4-31 .C of this Title for low-income rates are eligible for a one dollar sixty cents ($1.60) fee mini-can service for a seventy-five percent (75%) subsidy, or a three dollars eighty-four cents ($3.84) for a forty percent (40%) subsidy. For services other than mini-can, the rate schedule above will apply. 3. Miscellaneous Services. The City of Renton offers miscellaneous services. A trip charge of $20.00 will be imposed for each pickup. In addition, the following rates per item will be charged: Services Cost per Pick Up On-Call Bulky Waste Collection White Goods, except Refrigerators/Freezers $16.91 Refrigerators/Freezers $39.13 Sofas/Chairs $21.50 Mattresses $19.20 The City also offers the rental of a second 96-gallon yard waste cart for weekly pickup for $ 1.90 per month. Yard waste will now be picked up weekly. B. Commercial Customers 1. Hydraulically Handled Containers 1-8 Yards: The rate for the handling of hydraulically handled containers approved by the City's contractor and the City for use by commercial, industrial and multiple-family residence establishments shall be as follows: a. Rental Rates. Rental rates for 1 - 8 yard containers will be paid in the monthly rates. c. Minimum Pickups. Minimum pickups for containers and compactors between 1-8 Yards will be once per week. 3. Temporary containers are rented and billings are handled directly by Waste Management, Inc. 4. Extra Charges. a. A ten dollar ($10.00) charge will be added for each occurrence of the following services: (1) Container rollouts and rollbacks over fifteen feet (15') from the point of safe truck access. (2) Commercial cans placed more than fifty feet (50') from the point of safe truck access. (3) Opening and closing of container enclosure gates and/or locking and unlocking of container lids. 4 ORDINANCE NO. 4932 b. A twenty-five dollar ($25.00) charge will be added for each occurrence of the following services. (1) Hydraulic disconnect and reconnect of compactors. (2) Compactor roll-off box turnaround. (3) Containers that are not available for collection at regularly scheduled pickup time and a request is made that the contractor make a special return trip. c. Any extra yardage charges determined by the collection contractor due to overflowing containers will be charged per yard at the one yard rate listed under Section 8-1-9B2. 5. Special Services: Whenever special services not contained within this schedule are required, the rate charged for those special services shall be negotiated by the customer with the City and the collection contractor. C. Commercial Roll Off Customers. Commercial Roll Off Customers are those who have a 10 - 40 Yard container or compactor. These large disposal containers are lifted and weighed at the disposal facility. Commercial container customers pay a disposal pickup fee based upon the number of pickups, a weight based fee and a container rental fee. Compactor customers pay a pickup fee based upon the number of pickups and a weight based disposal fee. 1. Rental Rates: The following are rental rates for roll off containers. In addition to the Base Charge per pick up and the monthly rental fee, the customer must pay weight based disposal fees plus tax. SECTION II. Section 8-4-31 .C. 1 of Chapter 4, Water, of Title VIII (Health and Sanitation) of Ordinance No. 4260 entitled "Code of General Ordinances of the City of Renton, Washington" is hereby amended as follows: 1. Low Income Seniors: A "low income senior citizen" is defined as a person sixty-two (62) years of age or older who resides in a single-family dwelling that is separately metered for water usage, either as owner, purchaser, or renter, and whose total income, including that of his or her spouse or co-tenant, does not exceed the annual income threshold for low income rate eligibility. The annual income threshold for eligibility for low income rate shall be adjusted each calendar year, proportionate to the increase in the local consumer 6 ORDINANCE NO. 4932 price index (for urban wage earners and clerical workers), to a base of the most recent census data available for determining the median household income for Renton. Any household with a disposable income of thirty-five percent (35%) or less of the median household income for the City of Renton will be eligible for a seventy-five percent (75%) rate subsidy. Any household with an annual disposable income between thirty-five (35%) and fifty percent (50%) of the Renton median household income is eligible for a forty percent (40%) rate subsidy. For the calendar year 2001 those figures shall be less than fifteen thousand dollars ($15,000.00) per annum for a seventy-five (75%) rate subsidy and between fifteen thousand dollars ($15,000.00) and twenty-one thousand nine hundred dollars ($21,900.00) for a forty percent (40%) rate subsidy for single occupancy, and for double occupancy less than seventeen thousand nine hundred fifty dollars ($17,950.00) for a seventy-five percent (75%) rate subsidy, and between seventeen thousand nine hundred fifty dollars ($17,950.00) and twenty-five thousand fifty dollars ($25,050.00) for a forty percent (40%) rate subsidy. For households with more than two individuals qualifying under section 8-4-3 l.C of this Title, an additional five thousand dollars ($5,000.00) is added to the income threshold per qualifying individual. SECTION III. These rates become effective with billings computed on or after January 1 of the year the budget is adopted. SECTION IV.
