HomeMy WebLinkAboutRES 3653CITY OF RENTON, WASHINGTON RESOLUTION NO. 3653 A RESOLUTION OF THE CITY OF RENTON, WASHINGTON, AUTHORIZING THE MAYOR AND CITY CLERK TO ENTER INTO AN INTERLOCAL AGREEMENT WITH THE SUBURBAN CITIES ASSOCIATION ENTITLED "MEMORANDUM OF INTENT TO COLLABORATE ON SOLID WASTE ISSUES" AND TO PARTICIPATE IN THE ASSOCIATED WORK PLAN. WHEREAS, RCW 70.95.080 requires that each city develop its own comprehensive sohd waste management plan, enter into an agreement to prepare a joint city/county plan, or authorize the county to prepare the plan for the city's sohd waste management; and WHEREAS, the City ofRenton and King County entered into an Interlocal Agreement in 2001 whereby the parties agreed that they shall cooperate in the county's development of a Comprehensive Sohd Waste Management Plan; and WHEREAS, the King County Executive has recently made several proposals regarding the sohd waste utihty, including 1) the payment of $7 million per year (with 6% annual inflation), from King County's Sohd Waste Enterprise fund, to its current expense fund; and 2) the purchase of property on Harbor Island in Seattle for a future solid waste intermodal station; and WHEREAS, these proposals may impact the rights and responsibilities of the suburban cities that have interlocal agreements with King County for solid waste transfer and disposal services; and WHEREAS, the City of Renton and other cities making up the Suburban Cities Association wish to collaborate on a review of these proposals, including the performance of a legal review of their provisions; and RESOLUTION NO. 3653 WHEREAS, the "Memorandum of Intent to Collaborate on Sohd Waste Issues" and the Solid Waste Interlocal Agreement Work Plan will assist the City in its evaluation of King County's proposals, and will help estabMsh policy goals to achieve sohd waste transfer and disposal solutions for the region; NOW, THEREFORE, THE CITY COUNCIL AND THE CITY OF RENTON, WASHINGTON, DO RESOLVE AS FOLLOWS: SECTION I. The above findings are true and correct in all respects. SECTION II. The Mayor and City Clerk are hereby authorized to enter into an interlocal agreement entitled "Memorandum of Intent to CoUaborate on Sohd Waste Issues."
