HomeMy WebLinkAboutRES 3671CITY OF RENTON,WASIllNGTON RESOLUTION NO.3671 A RESOLUTION OF THE CITY OF RENTON ENDORSING THE ADOPTION AND IMPLEMENTATION OF THE STATE OF WASHINGTON'S STREAMLINED SALES TAXES CONCEPT CONCURRENT ONLY UPON FEDERAL ADOPTION OF INTERNET AND CATALOG SALES TAXES;WHERE THE STATE OF WASHINGTON ADOPTS A POINT OF DELIVERY SALES TAX COLLECTION SYSTEM FOR INTERSTATE SALES,BUT ORDERS THE DEPARTMENT OF REVENUE TO DISTRIBUTE SALES TAX TO WASHINGTON CITIES BASED ON POINT OF SALE. WHEREAS,the City of Renton understands and supports the concept ofstreamlining definitions and sales tax rates for interstate sales;and WHEREAS,the City Renton believes it is important to make the State sales tax system effective and efficient for private businesses roth within the state of Washington and for businesses outside its geographic boundaries;and WHEREAS,the state of Washington's tax structure is higWy dependent upon sales tax receipts;and WHEREAS,the City of Renton has made a commitment to economic development with an emphasis on warehousing and retail sales as its economic base;and WHEREAS,the City of Renton has made a commitment to its citizens and businesses, which includes capital programs that are based upon present and future sales tax dollars for the delivery of services to the citizens of Renton,construction and reconstruction of infrastructure and facilities,and the possible investment in infrastructure as the City's share of economic .development;and I I I RESOLUTION NO.3671 WHEREAS,the City of Renton and many other cities,pursuant to the expectations of the Growth Management Act,have worked hard to develop economic,transportation,and land use policies that meet regional needs for employment in warehousing and retail activities;and WHEREAS,industrial,commercial and retail zones place disproportionate traffic,utility and public safety demands on the City of Renton;and WHEREAS,the City's industrial,commercial and retail zones have provided a sales tax base that has allowed the City to develop and improve infrastructure to facilitate commerce;and WHEREAS,ifthe State changes the distribution of sales tax receipts from point of sale to point of distribution,there will be a tax shift between cities which have developed the economic and land use policies to support regional growth to cities that have chosen not to have this activity in their geographic boundaries;and that WHEREAS,ifthe State changes the distribution of sales tax receipts from point of sale to point of distribution,a small number of cities will bear the largest share of the burden;and WHEREAS,the issues of equity are of great importance to the City of Renton;and WHEREAS,the proposed changes to streamlining sales tax would provide a positive impact for the state of Washington,but would produce disparate impacts for cities,counties and lesser taxing districts; NOW,THEREFORE,THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON,DO RESOLVE AS FOLLOWS: SECTION I.The above findings are true and correct in alI respects. SECTION TI.The City of Renton supports the concept of streamlining sales tax rates and definitions to make it easier for interstate and intrastate commerce. 2 SECTION ill. RESOLUTION NO.3671 The City of Renton strongly urges the Department of Revenue to adopt a policy for sales tax streamlining for interstate sales,but for intrastate sales continue the point of sale distribution of sales tax. SECTION IV.The City of Renton endorses the Washington State adoption and implementation of streamlined sales taxes only with concurrent federal adoption of internet and catalog sales taxes.
