RESOLUTION NO. 3584
A RESOLUTION OF THE CITY OF RENTON, WASHINGTON,
AUTHORIZING THE MAYOR AND CITY CLERK TO ENTER INTO AN
INTERLOCAL COOPERATIVE AGREEMENT WITH THE WASHINGTON
STATE DEPARTMENT OF TRANSPORTATION FOR FUNDING OF
PRELIMINARY ENGINEERING FOR HIGH OCCUPANCY VEHICLE
LANES ON STRANDER BLVD/S.W. 27TH STREET FROM SR 167 TO WEST
VALLEY HIGHWAY.
WHEREAS, the City of Renton has determined that it would be in the City's interests to study
the possibility of constructing HOV lanes on Strander Blvd/S.W. 27th Street from SR 167 to West
Valley Highway; and
WHEREAS, such study would involve first phase preliminary engineering which could include
such things as surveying and mapping, traffic forecasting and analysis, alternatives investigation and
evaluation, environmental investigation and assessment, and preliminary cost estimates for
construction; and
WHEREAS, the Washington State Department of Transportation has offered the City a grant
to assist the City in doing the preliminary engineering study; and
WHEREAS, of the total estimated cost of $862,428, which is a portion of the total
preliminary engineering cost, the City is being offered a non-guaranteed advanced construction grant
in the amount of $746,000, with the local City match of $116,428;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON,
WASHINGTON, DO RESOLVE AS FOLLOWS:
SECTION I. The above findings are true and correct in all respects.
SECTION II. The Mayor and City Clerk are hereby authorized to enter into an
Interlocal Agreement with the Washington State Department of Transportation involving grant

funding for preliminary engineering work for high occupancy vehicle lanes on Strander Blvd./S.W.
27th Street from SR 167 to West Valley Highway, and are further authorized to enter into subsequent
agreements necessary to obtain funds from the Washington State Department of Transportation for
preliminary engineering.
