RESOLUTION NO. 3590
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RENTON,
WASHINGTON, STATING ITS OPPOSITION TO 1-776.
WHEREAS, 1-776 wiU be presented to the voters of the State of Washington on
November 5, 2002; and
WHEREAS, 1-776 would eMminate the statutory authorization for transit to impose a
Motor Vehicle Excise Tax of up to .81% of motor vehicle value for the purpose of providing high
capacity transportation service, and where only a .3% of that capacity has been utilized in the
counties of King, Snohomish, and Pierce; and
WHEREAS, bonds have been issued that have specificaUy pledged this revenue source
for repayment; and
WHEREAS, 1-776 would require that bonds previously issued for Mght rail be retired
using reserve funds, sales of property, new voter approved tax revenues, or any combination
thereof, essentiaUy eMminating the financial viabiUty of voter-approved Mght rail; and
WHEREAS, 1-776 would eMminate the $15 local Mcense fee, a portion of which is shared
with the cities, thereby eliminating much of the grant matching funds used by cities to obtain state
and federal grants on transportation projects; and
WHEREAS, the estimated loss of funds to the City of Renton for 2003 would be
$470,316, and the loss for the six years between 2003 and 2008 would be $2,966,810; and
WHEREAS, prior Initiatives have greatly eliminated the types and amounts of funds
avaUable to cities, severely constraining city budgets and alternatives;

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON,
WASHINGTON, DO RESOLVE AS FOLLOWS:
SECTION I. The above findings are true and correct in aU respects.
SECTION II. The City Council of the City of Renton opposes 1-776.
