RESOLUTION NO. 3609
A RESOLUTION OF THE CITY OF RENTON, WASHINGTON,
DECLARING A MORATORIUM ON DEVELOPMENT BEYOND STATE
ENVIRONMENTAL PROTECTION ACT (SEPA) THRESHOLDS IN THE
HEAVY INDUSTRIAL (IH) ZONE AND ESTABLISHING A PUBLIC
HEARING AND A TERMINATION DATE FOR THE MORATORIUM.
WHEREAS, the City of Renton has substantial acreage that is currently zoned Heavy
Industrial (IH); and
WHEREAS, the regional trend has been away from heavy industrial users to other types
of use; and
WHEREAS, in order to meet the demand for other than heavy industrial users, the City
wiU need to review its Comprehensive Plan for the Comprehensive Plan designations of Employee
Area VaUey, Employee Area Industrial, and Employee Area Transition and its IH zone; and
WHEREAS, development or redevelopment of properties within the IH zone may result
in potentiaUy significant traffic impacts on regional roads at a time when the electorate has
significantly reduced the amount of avaUable money for transportation improvements; and
WHEREAS, certain areas within the IH zone have had a temporary Comprehensive Plan
designation which is to be reviewed at the next review of the Comprehensive Plan; and
WHEREAS, approval and construction of additional development and redevelopment
projects within the IH zone, without review of the Comprehensive Plan pohcies, may undermine
the benefits of coordinated planning, and may foreclose or irreparably damage long-term
Comprehensive Plan goals; and
WHEREAS, this moratorium wiU be implemented to provide adequate time for City staff
to prepare and present proposed changes to the Comprehensive Plan and zoning and present such
changes to the City CouncU for review and adoption;

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON,
WASHINGTON, DO RESOLVE AS FOLLOWS:
SECTION I. The above findings are true and correct in aU respects.
SECTION II. There is hereby declared a moratorium on development beyond
State Environmental Protection Act (SEPA) thresholds in the Heavy Industrial (IH) Zone in order
to provide adequate time for the staff to draft, review, and present to the City CouncU, and for the
City CouncU to review and adopt changes to the Comprehensive Plan pohcies underlying the
Heavy Industrial (IH) zone and to the permitted uses under that zone.
SECTION III. There is hereby established a pubhc hearing date on January 13,
2003, to accept pubhc testimony on whether or not the City should continue this moratorium.
SECTION IV. This moratorium shaU be in place for a period not to exceed six
months, which period may be extended or renewed for one or more additional periods, but only if
a subsequent pubhc hearing is held and findings of fact are made prior to each renewal.
