HomeMy WebLinkAboutRES 3523CITY OF RENTON, WASHINGTON RESOLUTION NO. 3523 A RESOLUTION OF THE CITY OF RENTON, WASHINGTON, AUTHORIZING THE TEMPORARY CLOSURE OF THE ALLEY BETWEEN WILLIAMS AVE. S. AND BURNETT AVE S., ONE BLOCK NORTH OF SOUTH TOBIN STREET, FOR A PERIOD OF 11 MONTHS, DURING THE CENTEX HOMES CONSTRUCTION PROJECT, 55 WILLIAMS CONDOMINIUMS. WHEREAS, the Centex Homes' 55 Williams Condominiums Project at Williams Avenue South will commence sometime in late August or early September; and WHEREAS, due to the excavation cut requirements of the building, a 10' slope to the property line will be excavated in the 20' wide alley between Williams Ave. S. and Burnett Ave. S., one block north of South Tobin St., leaving insufficient room for traffic through the alley; and WHEREAS, to facilitate this construction and allow for a safe condition for both vehicles and pedestrians it is necessary to do this work under a temporary alley closure, detouring traffic by signage to South Tobin Street, one block to the south, for access to between Williams and Burnett Ave.; and WHEREAS, Centex Homes and the City have agreed that certain conditions, listed below, must be met during the alley closure; and WHEREAS, pursuant to City Code section 9-9-3 the City Council is to authorize such closure by means of a Resolution; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO RESOLVE AS FOLLOWS: SECTION I. The above findings are true and correct in all respects. 1 RESOLUTION NO. 3523 SECTION II. Centex Homes is required to meet the following conditions during the temporary alley closure: 1. Access through the alley will be closed to the public during construction. 2. Emergency access through the alley will be provided for the Fire Department at all times. 3. Ten feet of roadway will be provided in the alley for fire truck access with the exception of a 10 foot strip of roadway where saw cutting will be required. Nine feet of roadway will be allowed along this section. 4. The first order of business will be to install the hammerhead and parking stalls at the Renton Senior Housing site. A temporary gravel parking base will be allowed. Applicant will be required to provide the same number of parking stalls that is presently at the site. 5. The Contractor shall provide 10 days advance warning by posting large signs along the travel route advising of the closure and detour routes, that emergency and pedestrian access will be maintained at all times and the approved traffic control plan be implemented and maintained by the contractor to the satisfaction of the Transportation and Development Services Divisions. 6. Applicant will contact McLendon's Hardware and the Renton Senior Housing as soon as possible to inform them of the proposed alley closure. 7. Applicant will research various sites close to the project where overflow parking can be provided for construction vehicles and additional customer parking. SECTION III. The City Council does hereby authorize the temporary closure of the alley between Williams Avenue S. and Burnett Avenue S., one block north of South Tobin 2 RESOLUTION NO. 3523 Street, for a period of up to 11 months during the Centex Homes construction project, 55 Williams Condominiums, at Williams Avenue South.
