SECTION VDI.Section 4-1-140.0 of Chapter 1,Administration and Enforcement, of Title IV (Building Regulations),of Ordinance No.4260 entitled "Code of General Ordinances of the City of Renton,Washington"is hereby amended to read as follows: O.MISCELLANEOUS FEES: 1.Replacement pennit fee: Permit copies for replacement of lost or mutilated building,demolition, grading,plumbing,electrical or mechanical permit will be furnished upon a payment of a service fee of $20.00. 2.Reinspection fees: Reinspection fees are assessed under the provisions of Section 305.8 of the Uniform Building Code.Reinspection fees shall be $47.00 per hour or the total hourly cost to the jurisdiction,whichever is greatest.This cost shall include supervision,overhead,equipment, hourly wages and fringe benefits of the employees involved. 3.Plan review fees for Electrical,Plumbing,or Mechanical Permits: In addition to the above pennit fees,a plan check fee equal to 400,10 of the permit fee may be charged when required by the Building Official. 5 ORDINANCE NO.4768 SECTION IX.Sections 4-5-050.B,4-5-050.C and 4-5-050.D of Chapter 5, Building and Fire Prevention Standards,of Title IV (Building Regulations),of Ordinance No. 4260 entitled "Code of General Ordinances of the City of Renton,Washington"are hereby amended to read as follows: 4-5-050.B.ADOPTION:The "Uniform Building Code,1997 Edition (Volumes I and 2)"together with "Uniform Building Code Standards,1997 Edition (Volume 3)"as published by the "International Conference of Building Officials",as amended by Washington Administrative Code section 51-40 are hereby adopted by reference 4-5-050.C.STATE AMENDMENTS TO UNIFORM BUll.DING CODE:The Uniform Building Code,1997 Edition,as amended by Washington Administrative Code section 51-40,is hereby adopted by reference and as an amendment to the Uniform Building Code and shall supersede conflicting sections of the Uniform Building Corle. 4-5-050.D.CITY AMENDMENTS TO UNIFORM BUll.DING CODE: 1.Dangerous Buildings:Section 102 of the Uniform Building Code (relating to Dangerous Buildings)is hereby repealed and in its place the City has adopted RMC Sections 4- 5-060 and 4-9-050. 2.Violations and Penalties:Section 103 of the Unifonn Building Code (relating to Violations and Penalties)is hereby amended to read pursuant to Subsection A of this Section, Applicability,and pursuant to RMC Section 1-3-2,Civil Penalties. 3.Liability Claims:Section 104.2.6 of the Uniform Building Code (relating to Liability Claims)is hereby amended to read pursuant to RMC Section 4-1-090,Liability. 4.Appeals Board:The Appeals Board for purposes of Section 105 of the Uniform Building Code shall hereafter be the Board of Adjustment. 6 ORDINANCE NO.4768 5.Off-Site Improvements:Section 106.3 of the Uniform Building Code (relating to Installation of Off-Site Improvements)is hereby amended to read pursuant to RMC Section 4-4- 030.D,Off-Site Improvements. 6.Standpipe Requirements:Line 2 afTable No.9A,standpipe requirements,of the Uniform Building Code,is hereby amended to read as follows:"Occupancies three stories or more,but less than 1SO'in height,except Group R,Division 3." SECTION X.Section 4-5-0S0.E.l.e of Chapter 5,Building and Fire Prevention Standards,of Title IV (Building Regulations),of Ordinance No.4260 entitled "Code of General Ordinances of the City of Renton,Washington"is hereby deleted and the section renumbered accordingly. SECTION XI.Sections 4-S-0S0.E,4-S-QSO.F and 4-S-0S0.G of Chapter S, Building and Fire Prevention Standards,of Title IV (Building Regulations),of Ordinance No. 4260 entitled "Code of General Ordinances of the City of Renton,Washington"are hereby amended to read as follows: 4-S-0S0.E.CITY AMENDMENTS TO UBC RELATING TO SPRINKLER REQUIREMENTS: 1.Chapter 9:The following"sections of Chapter 9 of the 1997 Uniform Building Code are amended to read as follows: a.Section 904.2.3.3,Exhibition and Display Rooms. I.An automatic sprinkler system shall be installed in Group A Occupancies which have more than 12,000 square feet of floor area,or more than 40 feet in height., b.Section 904.2.4,Group E Occupancies. l.Size and Height:When the occupancy has over 12,000 square feet of floor area or more than 40 feet in height. 7 ORDINANCE NO.4768 II.Basements:An automatic sprinkler system shall be installed in basements classified as a Group E Occupancy when the basement is larger than 1,500 square feet in floor area. Ill.Stairs:An automatic sprinkler system shall be installed in enclosed usable space below or over a stailWay in Group E Occupancies. c.Section 904.2.8,Group M Occupancies. I.When the occupancy has over 12,000 square feet of floor area or more than 40 feet in height. II.In buildings used for high-piled combustible storage,fire protection shall be in accordance with article 81 of the Fire Code. d.Section 904.2.9,Group R,Division 1 and Division 3 Occupancies. I.When the occupancy has over 12,000 square feet of floor area or more than 40 feet in height. II.An automatic sprinkler system shall be installed throughout buildings containing Group R,Division 1 Occupancies that are two stories in height and contain five or more dwelling units or guest rooms or are of three or more stories in height regardless of the number of dwelling units or guest rooms.For the purpose of this subsection,portions of buildings separated by one or more area separation walls will not be considered a separate building. e.Section 904 is amended by adding section 904.2.10 to read as follows: I.Sprinklers: • A fully automatic fire protection sprinkler system is to be installed in all new buildings in excess of 12,000 square feet total floor area, regardless of vertical or horizontal occupancy separations,such sprinkler system shall be designed,installed and tested as per Uniform Building Code Standard 9-1 which is hereby incorporated by reference as if fully set forth,one copy being on file with the City Clerk for public inspection. • A fully automatic fire protection sprinkler may be required by the Chief of the Fire Department or the Fire Marshal for buildings less than 12,000 square feet total floor area when,in their judgment,supported by written documentation from a professional organization (such as NFP A, ICBO,U.L.,ISO,etc.)verify that hazardous contents,critical exposure problems,limited accessibility to the building,or other items may contribute to a definite hazard. 8 ORDINANCE NO.4768 •When existing buildings with full sprinkler systems are remodeled or added onto,the remodeled or added on portion shall be fully sprinklered. •When an existing building is added onto or remodeled,and the resulting total floor area exceeds 12,000 square feet,the entire structure shall be fully sprinklered. 4-5-050.F:UNIFORM BUILDING CODE APPENDIX CHAPTERS ADOPTED: The following chapters from the Appendix of the Uniform Building Code are hereby adopted as the Uniform Building Code: 1.Aviation Control Towers:Appendix chapter 4,Uniform Building Code,1997 (Volume 1)Edition,entitled "Aviation Control Towers." 2.Minimum Plumbing Fixtures:Appendix chapter 29,"Minimum Plumbing Fixtures,"1997 Edition. 4-5-050.G:WASHINGTON STATE ENERGY CODE ADOPTED:The 1997 Washington State Energy Code as adopted by the State of Washington Second Edition (Chapter 51-II WAC)and 1998 Washington State Ventilation and Indoor Air Quality Code,Second Edition (chapter 51-13 WAC),is hereby adopted by reference. SECTION XII.Section 4-S-50.H of Chapter S,Building and Fire Prevention Standards,of Title IV (Building Regulations),of Ordinance No.4260 entitled "Code of General Ordinances of the City of Renton,Washington"is hereby deleted. SECTIONxm.Sections 4-5-060,4-5-080,4-5-090.A,4-5-100 and 4-5-11O.A of Chapter 5,Building and Fire Prevention Standards,of Title IV (Building Regulations),of Ordinance No.4260 entitled "Code of General Ordinances of the City of Renton,Washington" are hereby amended to read as follows: 9 4-5-060: BUILDINGS: ORDINANCE NO.4768 UNIFORM CODE FOR THE ABATEMENT OF DANGEROUS A.ADOPTION:The "Uniform Code for the Abatement of Dangerous Buildings 1997 Edition"published by the "International Conference of Building Officials"is hereby adopted by reference. B.PROCESS FOR ABATEMENT:The process for abatement of dangerous buildings shall be as stipulated in RMe Section 4-9-050. 4-5-080 UNIFORM HOUSING CODE: A.ADOPTION:The "Uniform Housing Code,1997 Edition",as published by the "International Conference of Building Officials"is hereby adopted by reference. B.CITY AMENDMENTS TO CERTAIN UNIFORM HOUSING CODE PROCEDURES:RMC Section 4-9-050,Abatement of Dangerous Buildings,shall be used for procedures in the Uniform Housing Code,Chapters 9 through 14. 4-5-090.A:ADOPTION:The "Uniform Mechanical Code,1997 Edition,"as published by the "International Conference of Building Officials"as amended by Washington Administrative Code section 51-42 is hereby adopted by reference. 4-5-100:UNIFORM PLUMBING CODE: A.ADOPTION:The Uniform Plumbing Code,1997 Edition,as published by the "International Association of Plumbing and Mechanical Officials"and Washington Administrative Code sections 51-42 and 47 are hereby adopted by reference. B.STATE AMENDMENTS TO UNIFORM PLUMBING CODE:Whenever there is a discrepancy in the requirements between the Uniform Plumbing Code,1997 Edition,as published by the "International Association of Plumbing and Mechanical Officials"and Washington Administrative Code sections 51-46 and 51-47,the Washington Administrative 10 ORDINANCE NO.4768 Code sections will be deemed to have amended the Uniform Plumbing Code,1997 Edition,as published by the "International Conference ofBuilding Officials." C.CITY AMENDMENTS TO UNIFORM PLUMBING CODE:Section 102.3: Amend the first paragraph of section 20.3 of the UPC,relating to violations and penalties,to read pursuant to RMC Section 1-3-2,Civil Penalties. 4-5-110.A:ADOPTION:The Uniform Swimming Pool,Spa and Hot Tub Code, 1997 Edition,as published by the "International Association of Plumbing and Mechanical Officials"is hereby adopted by reference.
