WHEREAS, the City of Renton supported the Sound Transit (formerly RTA) Master Plan; and WHEREAS, the adopted TRA Master Plan indicated that service along the I-405 corridor could include light rail in Phase II; and WHEREAS, Sound Transit has evaluated whether or not light rail service would use SR- 99 in Phase 1 with potential connection to I-405 in Phase II, or serve the Tukwila Urban Center in Phase I; and WHEREAS, future extensions of light rail along the I-405 Corridor in Phase II would be more cost effective with an alignment that serves the Tukwila Urban Avenue; and WHEREAS, the Cities of Tukwila and Renton support a future extension of light rail along the I-405 Corridor; and WHEREAS, the Cities of Tukwila and Renton support the location of a transit station in the Inter Urban Corridor near Strander Boulevard/SW 27th Street because it would best serve the Tukwila and Renton Urban Centers with a multi-modal station which directly links commuter rail, regional bus service, light rail and HOV transportation connections; and WHEREAS, the Cities of Renton and Tukwila, along with the Port of Seattle, state of Washington, and other valley cities have been activity working to improve freight and passenger movement through trans-valley corridor improvements, and the light rail alignment along West Valley Highway improves this corridor, and 1 RESOLUTION NO. 3404 WHEREAS, the City of Tukwila has stated that it would work to assist in securing funding for the difference in cost between an alignment along SR-99 and service to the Urban Center as part of the Phase I program in a manner that would not impact the fmancial resources for other approved Sound Transit capital or service investments; and WHEREAS, issues of equity are of great importance to the City of Renton, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO RESOLVE AS FOLLOWS: SECTION I. The above recitals are found to be true and correct in all respects. SECTION II. SECTION III. The City of Renton supports a Phase II alignment of light rail along the I-405 Corridor and believes a Phase I alignment to the Tukwila Urban Center and West Valley Highway to Strander Boulevard (or equivalent) will allow a more overall, cost effective solution to long-range transit alternatives in the Puget Sound region. SECTION IV. The City of Renton strongly urges Sound Transit to include the Tukwila Urban Center/Inter Urban alignment in its Phase I detailed engineering and detailed economic analysis as a Phase I routing alternative.
