CITY OF RENTON, WASHINGTON
RESOLUTION NO. 2822
A RESOLUTION OF THE CITY OF RENTON, WASHINGTON, REGARDING
THE PROPOSAL FOR CREATION OF THE PUGET SOUND REGIONAL
COUNCIL.
WHEREAS, in the fall of 1989 Annual Assembly the members of
Puget Sound Council of Governments determined the PSCOG to be an
organization which no longer met the needs of local governments
within the region; and
WHEREAS, during the past year local governments have been
participating in discussions regarding the transition from the
Puget Sound Council of Governments to more relevant institutions
with clear authority and responsibility in transportation planning;
and
WHEREAS, the Executive Board of the Puget Sound Council of
Governments has recently adopted a recommendation to its members
that an organization named the Puget Sound Regional Council be
formed for the purpose of enforcing coordination of land-use and
transportation planning; and
WHEREAS, the proposed Puget Sound Regional Council is, in
essence, a slight remodeling of the Puget Sound Council of
Governments; and
WHEREAS, other efforts within the region will likely provide
for more substantive governmental reform; and
WHEREAS, the essential functions of the PSCOG related to
allocation of federal transportation funding can be handled through
a variety of interim measures until such time as the voters
exercise their choice on true regional governance; and

WHEREAS, intercounty activities can be managed through
interlocal agreements between counties .
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON,
WASHINGTON, DO RESOLVE AS FOLLOWS :
SECTION I. The above recitals are found to be true and
correct in all respects .
SECTION II . The City of Renton does not support the
formation of the Puget Sound Regional Council .
SECTION III . The City of Renton exercises its option of
withdrawing from the Puget Sound Council of Governments on December
31, 1990 .
