HomeMy WebLinkAboutRES 3352 CITY OF RENTON, WASHINGTON RESOLUTION NO. 3 3 5 2 A RESOLUTION OF THE CITY OF RENTON, WASHINGTON, RELATING TO COMMUNITY ECONOMIC DEVELOPMENT, DESIGNATING THE PORT QUENDALL SITE AS A NOMINATED AREA FOR THE METROPOLITAN SEATTLE EMPOWERMENT ZONE, APPROVING THE EMPOWERMENT ZONE FRAMEWORK AND AUTHORIZING THE MAYOR TO SUBMIT AN APPLICATION TO THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT HUD FOR THE EMPOWERMENT ZONE PROGRAM ON BEHALF OF THE CITY OF RENTON IN PARTNERSHIP WITH THE CITY OF SEATTLE AND METROPOLITAN KING COUNTY. WHEREAS, the United States Department of Housing and Urban Development has established a federal Empowerment Zone Program; and WHEREAS, the United States Department of Housing and Urban.Development has announced a second round of applications for a federal Empowerment Zone application; and WHEREAS, under the federal criteria, there is a"developable site" in the City of Renton eligible for designation; and WHEREAS, the federal government will provide grant support as well as special program considerations for communities designated as federal Empowerment Zones; and WHEREAS, the cities of Seattle and Renton in partnership with Metropolitan King Countyhave prepared an application, in conjunction with private corporations, nonprofit organizations and community members, that furthers regional growth management, housing affordability and economic development activities which will benefit Renton citizens; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO RESOLVE AS FOLLOWS: SECTION I. The above recitals are found to be true and correct in all respects. 1 RESOLUTION NO. 3352 SECTION II. The Renton City Council hereby approves the Empowerment Zone Framework attached to this Resolution as Attachment 1 and incorporated by reference herein. This Framework forms the basis for the Metropolitan Seattle Empowerment Zone application. SECTION III. The Port Quendall site, shown on the map attached to this Resolution as Attachment 2, is designated as a Nominated Area for the Metropolitan Seattle Empowerment Zone application. SECTION IV. The Mayor and Administrator of Economic Development, Neighborhoods and Strategic Planning are hereby authorized to prepare and submit an application to the Department of Housing and Urban Development (HUD) in partnership with the City of Seattle and Metropolitan King County, for designation under the Empowerment Zone Program. The Mayor and Administrator are further authorized to make, for and on behalf of the City of Renton, all assurances, certifications and representations required in connection with the application.
