HomeMy WebLinkAboutRES 3251 I CITY OF RENTON, WASHINGTON RESOLUTION NO. 3251 A RESOLUTION OF THE CITY OF RENTON, WASHINGTON, . .AUTHORIZING THE MAYOR AND CITY CLERK TO. ENTER INTO AN ' INTERLOCAL AGREEMENT BETWEEN THE LOCAL GOVERNMENTS THAT ARE MEMBERS OF THE LAKE WASHINGTON/CEDAR RIVER AND SAMMAMISH WATERSHED FORUMS AND THE CITY OF RENTON FOR THE 'MANAGEMENT AND FUNDING OF THE LAKE WASHINGTON STUDIES TO . PROTECT. AND IMPROVE SOCKEYE AND OTHER FISHERIES' RESOURCES IN LAKE WASHINGTON. WHEREAS, the Lake Washington/Cedar River and Sammamish Watershed Forums are dedicated to developing and coordinating regional actions to address fish habitat, (flooding and water quality concerns in their respective watersheds; and WHEREAS, .the City of Renton is a participating member of the , ,Lake:: Washington/Cedar River Forum and supports an effort to coordinate regional actions to address fish habitat, flooding and water quality concerns; and WHEREAS, sockeye salmon are by far the most numerous anadromous fish species in the Lake Washington and Sammamish 1 watersheds; and WHEREAS, all juvenile anadromous fish in the watersheds must pass through Lake Washington to reach marine waters; and WHEREAS, throughout the 1970 ' s and 1980 ' s adult sockeye returned to the Lake Washington and Sammamish watersheds in large enough numbers to, support the most valuable recreational fishery in the state of Washington; and RESOLUTION NO. 3251 WHEREAS, survival rates of juvenile sockeye in Lake Washington appear to be below normal levels since the mid-1980 ' s, reducing adult returns and placing the future of the sockeye run at risk; and WHEREAS, to determine the reasons for the low survival rates of juvenile sockeye in Lake Washington, scientists from various resource agencies have been conducting research as part of a program known as the "Lake Washington Studies, " which formulated some promising reasons for the decline in survival rates of juvenile sockeye that need further study; and WHEREAS, the City of Renton, along with the local governments within the Lake . Washington/Cedar River and Sammamish watersheds, believes that the region has compelling environmental, cultural and economic interests in carrying out the Lake Washington Studies; and WHEREAS, the studies will be best conducted and their recommendations best implemented if they are managed and funded through a partnership that involves local .governments, which includes the City of Renton; and WHEREAS, pursuant to RCW 39 .34, the Interlocal Cooperation Act, the participants are each authorized to enter into an agreement for cooperative actions; NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO RESOLVE AS FOLLOWS : SECTION I. The above recitals are found to be true and correct in all respects . 2 RESOLUTION NO. 3251 i SECTION II. The Mayor and City Clerk are hereby authorized to enter into an interlocal agreement with the local governments that are members of the Lake Washington/Cedar River and Sammamish Watershed Forums for the management and funding of the Lake Washington Studies to protect and improve the sockeye and other fisheries resources in Lake Washington.
