RESOLUTION NO. 3121
A RESOLUTION OF THE CITY OF RENTON, WASHINGTON,
DECLARING A MORATORIUM ON THE PERMITTING OF ADULT
ENTERTAINMENT USES.
WHEREAS, the City of Renton presently has no adult
entertainment uses within its boundaries; and
WHEREAS, there have been a recent number of lawsuits within
Washington state on the control of adult entertainment; and
WHEREAS, the City of Renton wishes to have adequate time to
study and review these cases and make necessary adjustments to its
adult entertainment ordinance; and
WHEREAS, the City is well aware of the difficulty in
legislating in this area of the law because of its experience with
the case of City of- Renton v. Playtime Theaters, Inc. ;., and
WHEREAS, the City of Renton is also aware of the expense of
that type'= of litigation and wishes to ensure that its ordinance is
legal and constitutional; and
WHEREAS, the City is mindful of the constitutional rights
that adult uses may have and wishes to ensure that those rights
are protected without allowing conduct that is not protected and
is offensive or is dangerous to the general public;
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON,
WASHINGTON, DO RESOLVE AS FOLLOWS:
SECTION I. The above recitals are found to be true and
correct in all respects .
SECTION II. The City Council hereby declares a moratorium
on the issuance of any permits or licenses to conduct an adult

entertainment business within the City of Renton for a period of
six months to allow for study and possible amendment to its adult
entertainment ordinances .
