RESOLUTION NO. 3122
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RENTON,
WASHINGTON, CHOOSING A CONTRACTOR TO INSTALL THE NETTING
FOR THE DRIVING RANGE AT MAPLEWOOD GOLF COURSE.
WHEREAS, the City of Renton wishes to install netting for the
driving range at the Maplewood Golf Course; and
WHEREAS, the City advertised for public bids for that work;
and
WHEREAS, two bidders, SeaWest Construction, Inc. and Hisey
Construction, Inc. submitted bids whereby the total of the Base Bid
and the Additive Alternate were identical, i.e. $231, 000 . 00; and
WHEREAS, the City requested its architect to review the
credentials of the two bidders and make a recommendation as to the
most qualified of those two bidders; and
WHEREAS, the architect, David A. Clark, R.A. of Calvin Jordan
Associates, Inc. recommended that the bid be awarded to SeaWest
Construction, Inc. ; and
WHEREAS, the Parks Department joined in that recommendation to
award the contract to SeaWest Construction, Inc. ; and
WHEREAS, the Community Services Committee of the City Council
independently considered the credentials of the contractors and
recommended that the contract be awarded to SeaWest Construction,
Inc. , and the full Council having reviewed the committee report,
the architect ' s letter and other materials available to it; and
WHEREAS, the Council finds that SeaWest Construction, Inc. has
been in business longer than Hisey Construction, Inc. , has
performed prior driving range work and installed a prior large

fencing project for the City in an acceptable manner, whereas Hisey
Construction, Inc. has been in business only since November of
1994, did no prior driving range work (although individuals working
for Hisey Construction, Inc. did do prior driving range work) , and
the City has no prior experience with Hisey Construction, Inc. ;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON,
WASHINGTON, DO RESOLVE AS FOLLOWS:
SECTION I. The above recitals are found to be true and
correct in all respects .
SECTION II. The City Council of the City of Renton,
Washington, do resolve that the contract for providing netting for
the driving range for Maplewood Golf Course should be awarded to
SeaWest Construction, Inc. as the most responsible low bidder.
PASSED BY THE CITY COUNCIL this 8th day of May , 1995 .
