HomeMy WebLinkAboutRES 3057 CITY OF RENTON, WASHINGTON RESOLUTION NO. 3057 A RESOLUTION OF THE CITY OF RENTON, WASHINGTON, AUTHORIZING APPLICATION FOR FUNDING ASSISTANCE FOR AN OUTDOOR RECREATION PROJECT TO THE INTERAGENCY COMMITTEE FOR OUTDOOR RECREATION AS PROVIDED BY THE MARINE RECREATION LAND ACT (LAKE WASHINGTON TRAIL, BOEING PHASE 2) . WHEREAS, the City Council of the City of Renton, Washington, has approved a "Comprehensive Park and Recreation Plan" for the urban area which identifies a linear park on the Cedar River and Lake Washington in the central part of the City; and WHEREAS, under the provisions of the Marine Recreation Land Act, state and federal --funding assistance has been authorized and made available to aid. in. financing the cost of land for parks and the construction of out°doo.r. •recreational facilities of local public bodies; and WHEREAS, the City Council of the City of Renton considers it in the best public interest to develop boating facility improvements in the central part of the City generally located near the mouth of the Cedar River and on and/or over Lake Washington, north of the Boeing Commercial Airplane Plant. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO RESOLVE AS FOLLOWS: SECTION I. The above recitals are found to be true and correct in all respects . SECTION II. The Mayor is authorized to make formal application to the Interagency Committee for Outdoor Recreation for funding assistance. RESOLUTION NO. 3057 SECTION III. Any fund assistance so received be used in the development of handrails, physically disabled accessible restroom facilities, float constructed as part of the existing water walk, and minor improvements to existing boat launch located in the central part of the City of Renton, Washington. SECTION IV. The City' s share of the project will be derived from Block Grand Funds and Boeing Trail Funds . SECTION V. The City of Renton does hereby certify that the City is responsible to support all non-cash commitments to the local share should they not materialize. SECTION VI. Any facility developed with financial aid through the Interagency Committee for Outdoor Recreation shall be placed in use as an outdoor recreation facility and be retained in such :use in perpetuity- unless as otherwise provided and agreed to by the City Council, the Interagency Committee for Outdoor Recreation, and any affected federal agency. SECTION VII . This resolution shall become part of a formal application to the Interagency Committee for Outdoor Recreation. SECTION VIII. Adequate notification has been given and opportunity provided for public input. SECTION IX. The Master Plan for the Lake Washington Trail has been adopted by the Renton City Council . SECTION X. The City of Renton does certify that the City has a permanent recreation trail easement from The Boeing Commercial Airplane Group for the purposes of developing, constructing, maintaining, repairing and operating a public recreational trail and boathouse as adopted in the Master Plan. RESOLUTION NO. 3057 SECTION RI. The City of Renton does certify that the City is the owner of the land to be improved for the existing boat launch and based on current knowledge, provides assurance that there are no encumbrances on the land which would restrict the recreation or habitat conservation use of the land as proposed in this application.
