HomeMy WebLinkAboutRES 2696 w CITY OF RENTON, WASHINGTON RESOLUTION NO. 2696 RESOLUTION OF THE CITY OF RENTON, WASHINGTON, REQUESTING CONTINUATION OF PUBLIC MEETING CONCERNING GARBAGE INCINERATION SITING WHEREAS King County established criteria to use to choose finalists for the sites for a incinerator or incinerators; and WHEREAS that criteria was to lead to the selection of six (6 ) separate sites; and WHEREAS the Black River Quarry was listed as twelfth on the criteria for site selection; and WHEREAS the County has received a request from the City of Seattle to consider the Black River Quarry site as a. finalist despite its prior announcements that only six sites were to be chosen and despite the fact that it would be necessary to combine several sites previously listed individually as one site, and expand the finalist 's list to seven in order to include the Black River Quarry site as a finalist; and WHEREAS adding the Black River Quarry site as a finalist is strictly a political decision; and WHEREAS the announcement that the Black River Quarry site was a finalist and the scheduling of a public meeting on that site have been done in a very short time: and WHEREAS publication of the meeting place and time have been done with very little notice of the meeting; and WHEREAS the meeting is being held at Foster High School , well outside the corporate limits of the City of Renton; and 1 t RESOLUTION NO. 2696 WHEREAS the preliminary meetings for the Renton area on the siting of the garbage incinerator was held at Liberty High School , once again well outside the corporate limits of the City of Renton; and WHEREAS the Black River Quarry site is immediately adjacent to the City limits to the City of Renton and is within the area that the City of Renton intends to annex within the near future; and WHEREAS the date of the public meeting is during the busy season immediately before Christmas; and WHEREAS the meeting time is during the busy budget time for municipalities and presents little opportunity for the staff of the City of Renton to analyze the proposed site at the Black River Quarry and make meaningful comments thereupon; and WHEREAS the persons interested in other sites for the garbage incinerator have had a much more extended time to prepare comments and to publicize the public meetings, but the City of Renton has been denied that opportunity; and WHEREAS an oral request by Mayor Shinpoch to the King County Executive to continue the meeting or to reschedule it after the holidays was denied; and WHEREAS it is in the public interest to have any site selected by analysis of environmental documents, but it is feared that ultimate site selection will also be a political process and the level of protest and comment will necessarily be a strong factor considered in locating the final site, and the late addition of this site and the location of the public meeting will lead to a lessened level of 2 RESOLUTION NO. 2696 concern about this site which would tend to cause decision makers to favor this site, NOW THEREFORE THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO RESOLVE AS FOLLOWS : 1. The above findings are true and correct in all respects. 2. The City of Renton strongly. requests King County to continue the hearing date for the Black River Quarry site to a time late in January or early in February and to hold the continued meeting at a location within the corporate limits of the City of Renton in order to permit adequate publicity of the hearing and adequate preparation by the citizenry and municipal government of the City of Renton.
