HomeMy WebLinkAboutRES 2660 CITY OF RENTON, WASHINGTON RESOLUTION NO. 2660 A RESOLUTION OF THE CITY OF RENTON, WASHINGTON, ESTABLISHING A SEIZED ASSETS DRUG ACCOUNT WHEREAS Title 69 . 50 RCW authorizes police agencies to seize and forfeit tangible or intangible property including conveyances, any negotiable instruments and vehicles when used to facilitate sale or receipt of controlled substances in violation of State law, and WHEREAS the City of Renton has established such a procedure, and WHEREAS State law requires that the seized assets be deposited in specified accounts, to be used for expenditures for investigation of narcotics violations and purchase of contraband narcotics, NOW THEREFORE THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON DO RESOLVE AS FOLLOWS: SECTION I: The above recitals are found to be true and correct in all respects. SECTION II: The Finance Director is directed to establish a separate account to be known as the "Seized Assets Drug Account" to be held separate and distinct from the General Fund to offset investigative expenses, drug enforcement and enhancing investigative ability for drug enforcement. d r established b SECTION III: Under procedures y the Finance Director, expenditures from the seized assets account may include: 1. A petty cash fund limited to $ 5,000 .00 for payment of investigative confidential buys. -1- RESOLUTION NO. 2660 2 . A confidential buy fund allocated to the following police undercover operations: a. Confidential investigative expenses for the purchase of services including but not limited to: travel or transportation, the lease of an apartment, business front, automobile, boat, aircraft or similar effects to establish the appearance of affluence, creditility and a general atmosphere conducive to the undercover role. Meals, beverages, entertainment, and similar expenses for undercover purposes, within reasonable limits, would also be included. b. The purchase of evidence and/or contraband required to determine the existence of a crime or to establish the identity of a participant in a crime. c. The purchase of specific information from informants. PASSED BY THE CITY COUNCIL this 4th day of August, 1986.
