HomeMy WebLinkAboutRES 2429 CITY OF RENTON, 41ASHINGTON RESOLUTION NO. 2429 WHEREAS, annexations to the City of Renton involve a very complex Drocess , and WHEREAS, annexations have serious implications for growth and development, and the economic well-being of the City of- Renton, and WHEREAS, the City of Renton has heretofore adopted objectives and policies related to annexations as a part of the Comprehensive Plan of the City of Renton, and WHEREAS, it is useful to establish the policy of the City of Renton concerning the criteria by which annexation petitions shall be considered, the role of the City of Renton in the annexation process , the procedure to be followed in implementing a proposed annexation, and fixing the responsibility for the financial cost to the City of the annexation proposal, NOW, THEREFORE , BE _:IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RENTON that the following is the policy of the City of Renton relating to proposed annexations to the City of Renton: 1 .. Criteria for evaluation of annexation proposal : The following criteria shall be used by the administration and City Council of the City of Renton in consideration of a proposal for annexation of property to the City of Renton. The proponent of the annexation proposal shall be responsible to provide both written and oral justification for the proposed annexation. A. The annexation proposal should conform to the objectives and policies set forth in the Comprehensive Plan of the City of Renton related to annexations : Land Development Objectives : 3 . A. Growth and development should occur in a timely and logical progression of the existing urban area to maximize the use of existing services . i Pol:i.ciesi 2. Development beyond the urban fringe should only be allowed where it is a consistent extension. of urban services , 7 . The City should identify its sphere of influence, 8 . Annexation should have logical boundaries 9 . To reduce.processing time and effort and,prQV de_ for efficient use of existing public facilities , large annexations should be encouraged, 10.. Annexations that are economically advantageous should be encouraged, B. The annexation proposal should conform to the criteria established by RCW 36. 93, 170 and . 180, and in particular the following factors and objectives should be considered: 1. Preservation of natural neighborhoods and communities 2 - . Use of physical boundaries , including but not limited to bodies of water, higAAways and land contours , 3. Creation and preservation of logical seXvice ' areas . 4. Prevention of abnormally irregular boundaries . 5 . Dissolution of inactive special purpose districts 6, Adjustment of impractical boundaries. 7 . Population and population density of the territory 8. Land area, land uses and comprehensive lise plans and zoning. 9 . Per capita assessed valuation 10 . Topography, natural boundaries and drainage basins 11 . Proximity to other populated areas . 12 . The likelihood of signicant growth in the area and in adjacent incorporated and -unincorporated areas during the next ten years . -2- i *aw F ff 1 13 , The present and most desirable future loca,ti,on of community facilities 14. Availability of municipal services and the need. for municipal services 15. The effective ordinances , governmental codes, regulations and resolutions on existing land use$ , 16. Present cost and adequacy of governmental services and controls in the area 17 , The prospect of available governmental .services from other sources . 18. Probable future needs for governmental servi:.ces. and controls 19 . Probable affect of the annexation proposal or an alternative thereto on. the costandadeauacy of services and controls in the area and adjacent areas 20., The affect of the proposal on the finances , debt structure. and contractual obligations and rights of all effective governmental units 21 . The affect of the proposed annexation or an alternative thereto on adjacent areas , on the mutual economic and social interests of the community, and on the local governmental structure of the area 2. Municipal Support of Annexation Proposal . It is the policy of the City of Renton that its role in the process of annexation of territory into the City of Renton should be that of full and complete evaluation of the proposal . This evaluation should include a comprehensive review of the annexation proposal, and alternatives thereto, by all affected departments of the City upon submission of the application for annexation accompanied by the signatures of at least ten percent of -3 C l the assessed valuation of the affected area. Complete review of the .proposal at this early stage will assist proponents in compliance with the criteria established above, However, the staff review of the ten percent application shall, not constitute any endorsement by the City of Renton of the annexation proposal. The adoption by the City Council of a petition for annexation accompanied by the signatures of seventy five percent of the assessed valuation of the affected area shall constitute the full endorsement by the .City of Renton of the annexation proposal. After such approval by the City Council, the administration of the City of Renton shall lend full support and assistance to the processing and approval of the annexation proposal, including support of the proposal before the Boundary Review Board, The City of Renton shall not engage in any litigation in support of an annexation proposal without specific concurrence by the City Council, 3. Cost of Review of Application : As a general rule, the cost of review by the City of Renton of an annexation proposal should be borne by the proponent and not the general tax payers of the City of Renton. Therefore, in an attempt to assist with the reimbursement of the actual costs incurred by the City of Renton in processing and evaluating an annexation application, the City should charge an� application fee for the ten percent application and the seventy five percent application as set forth in the fee ordinance, as amended from time to time. 4, Procedural Guidelines : The administration of the City of Renton is authorized to develop and publish procedural guidelines for the review and evaluation of annexation applications consistent with this resolution.
