HomeMy WebLinkAboutContract CAG-15-188 AGREEMENT FOR SERVICES 411 This agreement is being entered into this H day of C' , 2015, by and between the City of Renton, a municipal corporation herein after referred to as City, and Northwest Research Group hereinafter referred to as NWRG, in consideration of the mutual benefits, terms and conditions hereinafter specified. SCOPE OF SERVICES NWRG will deliver a community-wide resident survey designed to solicit feedback about the community's attitudes regarding the quality and effectiveness of city services. All populations within our community will be statistically represented. Task 0- Project Objectives and Kick-Off Meeting. Prior to the kick-off meeting, NWRG and the City will identify and review objectives and any relevant materials (including past research and reports) to build on and supplement past survey efforts. The City has well established City Service Areas within our Renton Results program which will inform objectives of the survey. This information will be provided in Appendix A. NWRG will hold a kick-off meeting with the City work group to recommend best methods for data collection and sampling strategies and will confirm the project schedule. Task 1—Develop survey instrument. NWRG will work with the City work group to review past City and NWRG sample survey questions. The aim will be one set of survey questions for residents that may reduce survey costs. NWRG will deliver a first draft survey instrument, and through an iterative process, the City will settle on a set of questions for pre-testing. Questions will measure satisfaction and service importance within each of our City Service Areas to allow for a gap analysis which can be utilized to prioritize resources to better meet resident expectations. Questions will also be prepared in a manner that will allow insight into the respondents' motivation for their answers. Questions will be prepared with the intent to be repeated over time to allow trends and behaviors to be analyzed in addition to the point-in-time of the survey. Survey length, pre-testing, language translation(s) and delivery methods will be recommended by the vendor. Pretesting will include cognitive interviews with each person who pre-tested the survey to understand their survey experience and to identify any needed revisions. Translations will be completed by native language speakers using a double-translation process to ensure the most accurate translation. Task 2—Survey Administration. With the assistance of identified community stakeholders, the City will conduct outreach alerting residents to the survey, with NWRG's advice and assistance to conduct the most effective outreach approach based upon the targeted population(s). Page 1/4 For data collection, NWRG will discuss sampling options in the project kick-off meeting. The City work group will select from the sampling options. Sampling options will describe the methods and technologies as well as techniques used to reduce non-response bias. A minimum of 500 completed questionnaires representative of the City's diversity will be targeted, in order to provide an overall margin of error of±4.4% at the 95% confidence level. Task 3—Data Analysis and Reporting. NWRG will code the "open end" and "other specify" answers to be included in the quantitative analysis, and conduct response range and logic checks to ensure the data is clean. NWRG will produce a topline results report. The City will review preliminary results and suggest any specific analyses. NWRG will also review the resident respondent demographics to ensure that they mirror the diversity of the City of Renton resident census demographics (American Community Survey, 2013), and if necessary, the final data file will be statistically weighted to better reflect the actual resident demographics of the City of Renton. Analysis will include prior year response data, provided to NWRG by the City workgroup. The combination of prior year data, census data, and current survey data will be merged in order to conduct a trend analysis. NWRG will then perform statistical analyses using these data, which may include univariate statistics such as frequencies and/or mean scores to describe the results for each survey question; cross tabulations and bi-variate statistics; gap analysis to measure the difference between how satisfied respondents are with specific city services relative to how important those services are to them; trend analysis techniques; and more advanced multivariate statistics. The merged data will be made available to the City in multiple, consumable formats (excel, csv, etc.) preferably with a web-based data analysis tool available for use by the City. Once the analysis is completed NWRG will prepare a written report in draft for review by the City workgroup. Based on the review, a final draft will be written and professionally prepared and delivered to the City in multiple, consumable formats. Additionally, NWRG will provide two presentations of the report; the first to City staff and the second to the City Council. TERM Completion of the survey is expected by the end of October, 2015 and the final report and presentation delivery by mid-November, 2015. The term of this contract will be from August 3, 2015 to December 31, 2015. PAYMENT The City will pay NWRG for services rendered in an amount not to exceed $46,000 based on the scope of work as outlined above and described in the statement of work provided by NWRG and incorporated herein as ATTACHMENT B which may include focus group activities or other outreach efforts. Invoices may be sent monthly to the attention of the City representative. Page 2/4 INDEMNIFICATION NWRG shall indemnify, defend and hold harmless the City, its officers, agents, employees and volunteers, from and against any and all claims, losses or liability, or any portion thereof, including attorney's fees and costs, arising from injury or death to persons, including injuries, sickness, disease or death to NWRG's own employees, or damage to property occasioned by a negligent act, omission or failure of NWRG. INSURANCE NWRG shall secure and maintain in force throughout the duration of this contract: Commercial General Liability insurance written on an occurrence basis with limits no less than $1,000,000 per occurrence, $2,000,000/ aggregate and for personal injury and property damage; Automobile Liability in the amount of$1,000,000 per occurrence; and Professional Liability insurance, when required, in the amount of $1,000,000. The City shall be named as a Primary & Non-contributory additional insured on the Commercial General Liability insurance policy with respect to work performed by NWRG for, or on behalf of, the City. Should any of the above described policies be cancelled before the expiration date thereof, notice will be delivered in accordance with the policy provisions. The City reserves the right to receive a certified copy of all required insurance policies. Certificates of Insurance evidencing NWRG's insurance coverage, with a copy of the endorsement naming the City as a Primary & Non-contributory additional insured on the general liability policy, shall be delivered to the City within 15 days of executing this agreement. COMPLIANCE WITH LAWS: NWRG shall, in performing the services contemplated by this agreement, faithfully observe and comply with all federal, state, and local laws, ordinances and regulations, applicable to the services rendered under this agreement. DISCRIMINATION PROHIBITED NWRG, with regard to work performed under this agreement, will not discriminate on the grounds of race, color, national origin, religion, creed, age, sex, sexual orientation or the presence of any physical, mental or sensory handicap in the selection and retention of employees or procurement of materials or supplies. INDEPENDENT CONTRACTOR NWRG and the City agree that NWRG is an independent contractor with respect to the services provided under this agreement. Nothing in this agreement shall be considered to create the relationship of employer and employee between the parties hereto. Neither NWRG nor any employee of Vendor shall be entitled to any benefits accorded City employees by virtue of the services provided under this agreement. ASSIGNMENT NWRG shall not sublet or assign any of the services covered by this agreement without the express written consent of the City. NON-WAIVER Page 3/4 Waiver of any provision of this agreement, or any time limitation provided for in this agreement by the City shall not constitute a waiver of any other provision. TERMINATION The City reserves the right to terminate this agreement at any time by giving ten (10) days written notice to NWRG. In the event of the death of a member, partner or officer of NWRG, or any of its supervisory personnel assigned to the project, the surviving members of NWRG hereby agree to complete the work under the terms of this agreement, if requested to do so by the City. This section shall not be a bar to renegotiations of this agreement between surviving members of NWRG and the City, if the City so chooses. At the kickoff meeting we will discuss methods for progress reporting, the make-up of the client project teams and their requirements, coordination with other stakeholders, key aspects of the work approach, and all other major issues. • Stakeholder Interviews: As needed, NWRG will also perform stakeholder interviews with key end users of the data. Stakeholder interviews can be conducted on the same day or on a different (single) day as the Kickoff Meeting. • Development of Project Work Plan: Following the kick-off meeting and stakeholder interviews, NWRG will prepare a detailed Project Work Plan documenting the objectives and methodologies used to complete the study. • Access: NWRG will provide key project members access to a secure SharePoint site. We request that all sensitive documents and materials be transferred using SharePoint. • Regular Briefings: NWRG will set up weekly project briefing calls or emails (whichever the client desires)to keep all team members up to date on survey progress as well as to quickly resolve any potential issues that may arise. Questionnaire Development and Testing NWRG will work with the City of Renton to develop a questionnaire. The questionnaire will not exceed 20 minutes in length for the telephone administered version. As part of the questionnaire development process, NWRG will review previous questionnaires used by the City of Renton. Where possible and where requested the same or similar questions will be used for tracking purposes. The questionnaire will also NWRG's 5-Star Rating questions. Once the pretest questionnaire has been completed, it will be programmed for administration as a dual frame (phone and online) survey. Project team members will be provided with test links so that all project members may view and test the survey. A telephone pretest of 25 completed interviews will be conducted. The purpose of the pretest will be to verify survey length and incidence, confirm study assumptions, test sample performance and programming, and to test the flow and understanding of the questionnaire by respondents. During the pretest NWRG will set up a conference call line so that interested project team members can participate in live monitoring of the pretest interviews. 5IPage 4fr RESEARCH GROUP Survey Administration NWRG will achieve a minimum of 500 completed interviews using NWRG's CDP SamplingTM methodology. The City of Renton will provide to NWRG a shape file or a list of Census Blocks that define the City limits. A random sampling of addresses will be pulled from within the defined geography. That list will be run against a comprehensive database which will append cellular telephone and landline telephone numbers to addressees where possible at which point the sample will be split into three frames. 1) Address/ No matching phone number—NWRG will send an invitation letter and one reminder to a random selection of 2,500 addresses with no matching phone number. a. The invitation and reminder letters will contain City of Renton branding b. We also highly recommend that these materials are signed by a recognizable city staff member to boost response rates and legitimacy. 2) Addresses with matching cell phone numbers—NWRG will call these phone numbers and ask residents to complete the survey by phone. 3) Addresses with matching landline phone numbers—NWRG will call these phone numbers and ask residents to complete the survey by phone. For landline numbers, we will use a random household selection technique. It is anticipated that the completion of interviews will be broken out as shown in Table 1. NWRG will deliver a single SPSS data file and a single Excel Data file for the 2015 study. NWRG will make all reasonable efforts to merge previous data with previous year data files if they are available. NWRG will perform data checks throughout the study to ensure data quality. Data checks will be performed after the pretest, after the first day of data collection and then at 25%, and 50%of the total number of surveys. In the unlikely event that any issues discovered during these data checks will be clearly documented and communicated to the City of Renton Project Staff. If necessary, NWRG will recontact or replace participants impacted by data issues in an effort to fix any data issues. While our proposed sampling plan minimizes the need for weighting, NWRG will perform data weighting to match the data file to the population distribution. Weighting will be performed to match the data to age within gender, race and income as shown on Table 2. 71 Page NORTHWEST r RESEARCH GROU NWRG will provide three levels of reports to the City of Renton. Topline Report–The topline report will be available within 72 hours of the end of data collection and will be delivered as an Excel file (with an optional online component).The topline report will provide high level answers to every question of the survey and can be used to discuss areas of interest for the Final Report. Online Cross-Tabulation Report– NWRG will provide the City of Renton with two (2) licenses for our online reporting software (Dapresy). The online dashboard provides a completely customized solution— charts, tables, text boxes, and fully customized graphics. NWRG will work with the City of Renton of determine specific segmentation points which will serve as filters for data cuts. Final "Executive" Report– NWRG will provide an executive report in either Word or PowerPoint (at the request of the City). The executive report will provide a full methodology section including discussions of sampling, weighting, and response rates. The report will also provide Key high level findings including, but not limited to: 5-Star Rating: NWRG's proprietary Five-Star Rating system uses citizen responses to five simple yet powerful questions and applies our exclusive mathematical model.The result is a high level measure of the overall health of your city. It also serves as the dependent variable for a variety of analytical tools used elsewhere in the report. Key Drivers Analysis: Key Drivers Analysis uses Regression Analysis to derive the extent to which key independent measures—e.g., ratings of quality of city services—affect an overall dependent measure— e.g., a City's 5-Star Rating. Comparison of these derived importance measures allows us to clearly identify specific areas that are most responsible for driving satisfaction or dissatisfaction. Benchmarking: NWRG will benchmark using questions available in our CityMarksTM Nationwide Survey of over 2,400 respondents living communities of all sizes across the nation. NWRG's benchmarking is done against similarly rated cities as well as the "ideal" city providing realistic comparisons as well as identifying areas to improve as well as areas where you succeed. Mapping: If requested, NWRG can provide mapping of key survey questions. The city must provide to NWRG shape files of any geographic cuts, such as neighborhoods, between which results are to be compared. 81 Page NORTHWEST i RESEARCH GROUP Timeline The timeline below is an estimated timeline given the dates provided in the REP. It assumes a contract award/start date in early September. September will be used to review, develop, and pretest the questionnaire and prepare other survey materials such as sample, mailers, etc. Data Collection run through October. A draft report and banner cross-tabulations will be delivered in early November, with a final report being delivered by the end of November, 2015.The timeline will be reviewed during the kick-off and finalized as part of the Project Work Plan.
