CITY OF RENTON , WASHINGTON
ORDINANCE NO . 3483
AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON,
REQUIRING ALL ON AND OFF SITE IMPROVEMENTS TO BE
INSTALLED, WAIVED OR DEFERRED PRIOR TO THE ISSUANCE
OF A PERMANENT OCCUPANCY PERMIT, DEFINING CONDITIONS
FOR ISSUANCE OF A TEMPORARY OCCUPANCY PERMIT , CHANGING
AND ADDING DEFINITIONS AND EXPANDING AUTHORIZED
SECURITY FOR DEFERRAL OF REQUIRED IMPROVEMENTS
THE. CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO
ORDAIN AS FOLLOWS :
SECTION. I : There is hereby added an additional condition
to the issuance of any permanent occupancy permit . No permanent
occupancy permit shall be granted until all on and off site improvements
required of the project shall be constructed and approved by the City
of Renton, or alternatively , deferred or waived.
SECTION II : A temporary occupancy permit may be granted
by the Building Official , when the required improvements have not
been deferred or installed and in the opinion of the Building Official
are not necessary for life , safety or health , or structural integrity
of the buildings on the site , and the improvements are to be installed
and completed within ninety (90) days from the date of issuance of
temporary occupancy permit . In all such cases , a bond, certified or
cashier ' s check, letter of credit or set aside letter must be posted
to the extent of 150% of the estimated cost of the improvements not
installed and accepted. The amount of said bond shall be provided
by an estimate of the applicant together with supporting data from
a reputable contractor or subcontractor and based upon full engineering
plans . Such estimates shall be approved by the Building Official
of the City of Renton; however, should the amount of the estimate be
unacceptable to the City , the applicant shall be required to provide
further estimates acceptable to the City of Renton. No temporary
occupancy permit shall be granted until the bond amount has been
established following acceptable estimates . Said temporary occupancy
permit shall be good for a period of not more than ninety (90) days .

After the improvements have been installed and approved by the City
of Renton, the bond herein shall be released and the applicant
may make application for a permanent occupancy permit .
SECTION III : The term "exception" as contained in the
Sections 9-1109 , .4-3010 (A) 7 , 9-11.0.8., 23 (F) (3) (d) , 4-2714 and 4-2916 is
hereby changed to the term "variance" .
SECTION IV: There is hereby added to Section 9-1102 the
following definition:
Off site Improvements : Improvements including but not
limited to curbs , gutters , sidewalks , water lines , storm drainage
sewers , sanitary sewers , street lighting , street signs , street paving
and other utilities , located abutting the perimeter of a plat or
extending from the plat to provide access to streets or utilities
of a similar nature.
SECTION V: There is hereby added to Section 9-1102 the
following definition:
On Site Improvements : Improvements including but not
limited to curbs , gutters , sidewalks , water lines. , storm drainage
sewers , sanitary sewers , street lighting , street signs , street paving
and other utilities , constructed within public rights of way or
utility easements and located within a plat .
SECTION VI : , Sections 9-1108 . 21 C and 4-2204. 14 C of
the City Code are hereby amended to read as follows, :
Section 9-1108 . 21 C , as amended : The developer may
substitute a certified or cashier ' s check, letter of credit or set
aside letter, on the forms provided by the City of Renton, in lieu
of a performance bond. Such check shall be made payable to the
Director of Finance and shall be in the same amount as the bond it is
substituting.
Section 4-2204. 14 C , as amended: The developer may
substitute a certified or cashier ' s check, letter of credit or
set aside letter , on the forms provided by the City of Renton, in

lieu of a performance bond. Such check shall be made payable to the
Director of Finance and shall be in the same amount as the bond it is
substituting.
