HomeMy WebLinkAboutORD 3493 1 s CITY OF RENTON, WASHINGTON ORDINANCE NO. 3493 AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, AMENDING A PORTION OF CHAPTER 22 OF TITLE IV (BUILDING REGULATIONS) OF ORDINANCE NO. 1628 ENTITLED "CODE OF GENERAL ORDINANCES OF THE CITY OF RENTON" RELATING TO INGRESS AND EGRESS , OFF- SITE PARKING AND ESTABLISHING COMPACT PARKING SPACES AND HANDICAPPED SPACES THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON , DO ORDAIN AS FOLLOWS : SECTION I : Existing subsection 2 of Section 4-2204 of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton" is hereby amended to read as follows : Section 4-2204 2. , as amended: Ingress-Egress A. Driveway Location (1) Industrial , Warehouse and Shopping Center Uses . The location of ingress and egress driveways shall be subject to approval of the Public Works Department under curb cut permit procedures . Driveways shall not exceed forty percent (40%) of the street frontage that the property fronts on. There shall be a minimum of forty feet (40' ) between driveway curb returns where there is more that one driveway on property under unified ownership or control and used as one premise. Driveways shall not be closer than five feet (5' ) to any property line exclusive of the property line the curb cut is parallel to. (2) All Other Uses . The location of ingress and egress driveways shall be subject to approval of the Public Works Department under curb cut permit procedures . Driveways shall not exceed forty percent (40%) of the street frontage that the property fronts on. There shall be a minimum of eighteen feet (18' ) between driveway curb returns where there is more than one driveway on property under single ownership or control and used as one premise. Driveways shall not be closer than five feet (5 ' ) to any property line exclusive of the property line the curb cut is parallel to. B. Driveway Width (1) Industrial , Warehouse and Shopping Center Uses . The width of any driveway shall not exceed forty feet (40 ' ) exclusive of the radii of the returns or taper section, the measurement being made parallel to the center line of the street roadway. The Board of Public Works may grant an exception upon proper application in writing and for good cause shown , which shall include , but not be limited to the absence of any reasonable alternative. -1- V (2) All Other Uses . The width of any driveway shall not exceed thirty feet (30' ) exclusive of the radii of the returns or the taper section, the measurement being made parallel to the centerline of the street roadway . C . Number of Driveways . (1) Industrial , Warehouse and Shopping Center Uses . There shall not be more than two (2) driveways for each three hundred thirty feet (330' ) of street frontage on property under unified owner- ship or control . (2) All Other Uses . There shall not be more than two (2) driveways for each three hundred thirty_ (330' ) of street frontage for a single ownership , except where a single ownership is developed into more than one unit of operation, each sufficient in itself to meet the requirements of this ordinance In such case there shall not be more than two (2) driveways for each unit of operation. D. Driveway Radius . The radius for any driveway return shall be five feet (5 ' ) , as specified in the American Public Works Association Standard Plans and Specifica- tions , unless otherwise directed by the Public Works Department . E . Driveway Angle. The angle between any driveway and the street roadway or curb line shall not be less than forty five degrees (450) . F. Hazardous Driveways . No driveway shall be constructed in such a manner as to be a hazard to any existing street lighting standard, utility pole , traffic regulating device , fire hydrant , adjacent vicinal street traffic , or similar devices or conditions . The cost of relocating any such street structure when necessary_ to do so shall be borne by the abutting property owner. Said relocation of any street structure shall be performed only through the department and person holding authority for the particular structure involved. G. Driveway Grades . Maximum driveway slope shall not exceed 8%. The Board of Public Works may allow a driveway to exceed 8% slope but not more than 15% slope, upon proper application in writing and for good cause shown, which shall include, but not be limited to the absence of any reasonable alternative . -2- a SECTION II : Existing subsection C , 3 of Section 2204 of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton" is hereby amended to read as follows : Section 4-2204 3 C. , as amended: Off-Site Parkin; (1) If sufficient parking is not available on the premises of the use , excepting single and two (2) family dwellings , a private parking lot may be Drovided on a non-commercial basis subject to approval of a conditional use permit by the Hearing Examiner and under the following conditions : (a) Off-site parking for reouired parking spaces shall be contained in a parking lot within five hundred feet (500' ) of the building or other use it is intended to serve . (b) The parking lot shall be subject to all applicable provisions of this Ordinance (c) The Darking lot may be located in any zone district except thos zoned exclusively for single and two (2) family dwellings , (d) Except for emergencies , no automobile repair or service of any kind shall be conducted on any such parking area (e) No charge for use of such parking area shall be made in any residential zone except on a weekly or monthly basis . SECTION III : Existing subsection 12 of Section 4-2204 of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton" is hereby amended to read as follows : Section 4-2204 12 , as amended : Parking Structures . Maximum slopes for parking lots shall not exceed 8%. The Board of Public Works may allow a driveway to exceed Bio slope but not more than 15% slope, upon proper application in writing and for good cause shown , which shall include , but not be limited to the absence of any reasonable alternative. The ingress and egress of all parking structures shall be approved by the Public Works Department . -3- SECTION IV: Existing Section 4-2206 of Ordinance No . 1623 entitled "Code of General Ordinances of the City of Renton" is hereby amended to read as follows : Section 4-2206 , as amended: PARKING SPACE REQUIREMENTS . 1. Parking Stall and Aisle Size A. A normal parking stall shall be twenty feet (20 ' ) in length, except for parallel stalls , measured along both sides of the usable portion of the stall . A parking stall shall be nine feet (9 ' ) in width measured from a right angle to the stall sides . The above measurements shall pertain to all parking stalls except that when cars are parked by an attendant the stall shall not be less than 13 eighteen feet ' g ( ) long by eight feet (o ' ) wide. Compact parking spaces having a stall dimension of eight (3) feet in width and sixteen (16) feet in length shall be allowed for twenty-five (25) percent of the parking stalls required by this chapter . The minimum standards specified in Section C below shall apply to compact spaces . B. When parallel parking is provided, each stall shall be twenty three feet by nine feet (23 ' x 9 ' ) in size . C. Minimum Standards (1) Parallel Parking (a) For one way circulation, the minimum width of the aisle shall be ten feet (10 ' ) . (b) For two (2) way circulation, the minimum width of the aisle shall be eighteen feet (13 ' ) . (2) Ninety De-ree (900) Head-In Parking (a) For one row and two (2) rows of ninety degree (900) head-in parking using the same aisle in a one way or two (2) way circulation pattern the minimum width of the aisle shall be twenty four feet (24' ) . (3) Sixty Degree (600) Head-In Parking (a) For one row and two (2) rows of sixty degree (600) head-in parkin using a one way circu- lation pattern, the minimum width of the aisle shall be seventeen feet (17 ' ) . (b) For two (2) rows of sixty degree (600) head-in parking using a two (2) way circulation pattern , the minimum width of the aisle shall be twenty feet (20 ' ) . -4- C (4) Forty Five Degree (450) Head-In Parking (a) For one and two (2) rows of forty five degree (450) head-in parking using a one way circula- tion pattern , the minimum width of the aisle shall be twelve feet (12 ' ) . (b) For two (2) rows of forty five degree. (450) head-in parking using a two (2) way circulation pattern , the width of the aisle shall be twenty feet (20 ' ) . D. Two percent of all reQuired parking spaces , but a minimum of one , shall he of a size and location appropriate to serve handicapped individuals . Handicapped parking spaces shall have a minimum size as set forth in the City of Renton Uniform Building Code , as from time to time amended, as defined in Section 4-101 of the Code of General Ordinances of the City of Renton. SECTION V: Existing Section 4-2209 of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton" is hereby amended to read as follows : Section 4-2209 , as amended: SUBMISSION OF PLANS : Where off-street parking is required , except for single family dwellings , a plan shall be submitted for approval by the Building Department accompanied by sufficient proof of ownership that indicates the spaces contemplated will be permanent . Any future changes in parking arrange- ments must he approved by the Building Department . All such plans must contain a plot plan, which shall be of sufficient scale to show details of the proposed parking area indicating the following information- 1 . Location A. Name and width of abutting streets B. Size , uses and zones of abutting properties . C . North arrow and scale 2. Size and Shape A. Dimensions of the perimeter of the parking area B. Area in square feet of parking lot . -5- r' 3, Design A. Size of stalls and angles B. Location of curb cuts C. Traffic flow within the parking , loading and maneuvering areas and ingress and egress D. Location of wheel stops E .. Number of stalls required, by use ; number of stalls provided, by use. F. Loading space G. Stacking space 4. Signs and Lighting, Plan to be submitted within sixty_ (60) days after building, permit is issued. A. Exact location and size of signs B, Exact location and direction of lighting 5. Landscaping A. Landscape Area Plans (1) Exact location and size (2) Scale -- 1 ' - 20' -0" (3) Submitted prior to issuance of building permit B. Landscape Planting Plans (1) Location and size of planting, areas (2) Location, size , spacing and names of proposed and existing plants , trees and/or other vegetation ; decorative rocks or like landscape improvements (3) Planting details - soil mix , planting depth and width, staking , hark mulch depth (4) Scale -- 1" - 20' -0" unless larger scale (1 ' - 10 ' ) is required to show greater detail (5) Plans must be submitted within a maximum of sixty (60) days after the building Permit is issued. C. Underground Sprinkling System (1) Location and size of sprinklers (2) Scale -- 1" - 10 ' -0" (3) Submit with planting, plan -6- 1I 6, Drainage A, Drainage system plan 7 , Customer Parking A. Customer or guest parking stalls 8. Paving A. Paving material SECTION VI : This Ordinance shall be effective upon its passage , approval and five days after its publication , PASSED BY THE CITY COUNCIL this 15th day of December , 1980 .
