ORDINANCE NO . 3552
AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON,
AMENDING A PORTION OF SECTION 10-304 OF TITLE X
(TRAFFIC) OF ORDINANCE NO . 1628 ENTITLED "CODE
OF GENERAL ORDINANCES OF THE CITY OF RENTON"
RESTRICTING PARKING TO HANDICAPPED PERSONS AND
ENFORCEMENT THEREOF
THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO
ORDAIN AS FOLLOWS :
SECTION I_ Existing Section 10-304 of Title X (Traffic)
of Ordinance No . 1623 entitled "Code of General Ordinances of the City
of Penton" is hereby amended to read as follows :
Section 10-304 , as amended : PARKING PROHIBITED OR
RESTRICTED BY TIME LIMIT, DURING CERTAIN HOURS , OR LIMITED TO HANDICAPPJ%
PERSONS .
(A) Overtime : No person shall park a vehicle upon a
street or public property for a longer period of time than the limit th,1
sign posted except as provided in this Chapter .
(B) Overtime-Repeated: Each subsequent period of time ,
as sign posted , lapsing following affixation to a vehicle of a notice of
overtime parking shall constitute a separate offense except as provided
in this Chapter .
(C) Moving Vehicle in Same Block: No person shall
move and repark a vehicle within the same block or public property to
avoid a time limit regulation specified in that particular area except I
provided in this Chapter .
(D) Parking Prohibited During Certain Hours : When
official signs are erected in each block giving notice thereof no person
shall park a vehicle between the hourse specified.
(E) Standing in Loading Zone : No person shall stop ,
stand or park a vehicle in a designated Loading Zone for any purpose
or period of time , other than for the expeditious loading or unloadin'-
of passengers , not to exceed three (3) minutes ; or the loading or unlo;i(
of materials , not to exceed thirty (30) minutes .
(F . ) Parking Exceptions : Unless otherwise posted by
appropriate signs , such parking shall not be prohibited on Sundays
and public holidays . "Public holidays" within the meaning of this
Chapter embrace only those days for the observance of New Year' s Day ,
Abraham Lincoln' s birthday , George Washington' s birthdav , Memorial Day ,
Independence Day , Labor Day , Veteran ' s Day, Thanksgiving Day and
Christmas Day., on the dates so fixed by the City of Renton for the
observance thereof .
(G) Parking Restricted to Handicapped Persons
(1) Whenever parking has been restricted to handicapped
persons by appropriate designation either on the pavement or by sign
posted in front of, adjacent to , or in close proximity to a parking
stall and the parking is on or adjacent to a way open to the public
as defined herein , then any person not having a handicapped card,
decal or special license permit as defined in RCW 46. 611. 580 and parking
in that place shall be guilty of a traffic infraction.
(2) "Way open to the public" means any road, alley , lane ,
parking area or any place , private or otherwise , adopted to and fitted
for travel , that is in common use by the public with the consent
expressed or implied , of the owner or owners , and further, any public
playgrounds , school grounds , recreation grounds , parks , parkways , park
drives , park paths and wharves , station grounds and rights-of-way open
to the use of the public .
Section II : This Ordinance shall be effective upon
its passage , approval and five days after publication .
