HomeMy WebLinkAboutORD 3561 CITY OF RENTON , WASHINGTON ORDINANCE NO. 3561 AN ORDINANCE OF THE CITY OF RENTON , WASHINGTON , ORDER- ING THE CONSTRUCTION AND INSTALLATION OF CURBS , GUTTERS , SIDEWALKS, STORM DRAINAGE , STREET LIGHTING , PAVING , SANITARY SEWER AND WATERMAIN , TOGETHER WITH ALL NECESSARY APPURTENANCES THERETO IN THE VICINITY OF TALBOT ROAD AND SOUTH 37TH STREET , RENTON , KING COUNTY , WASHINGTON , ALL IN ACCORDANCE WITH RESOLUTION NO. 2402 OF THE CITY COUNCIL OF THE CITY OF RENTON ; ESTABLISHING LOCAL IMPROVEMENT DISTRICT NO . 324 ; PROVIDING ASSESSMENTS UPON PROPERTY IN SAID DISTRICT; PAYABLE BY THE MODE OF "PAYMENT OF BOND" OR "NOTES" IN LIEU THEREOF AS DETERMINED BY THE CITY COUNCIL ; PROVIDING FOR THE ISSUANCE AND SALE OF LOCAL IMPROVEMENT DISTRICT WARRANTS REDEEMABLE IN CASH AND LOCAL IMPROVEMENT DISTRICT BONDS OR NOTES. Preamble : Establishes that the City declared its intention to construct the improvements by Resolution , established and held a public hearing , established that the Council was informed of the es- timate of the cost of the improvements , the boundaries of the District , the portion of costs borne by the properties within the District , the assessments borne by the properties within the Dis- trict , and the aggregate valuation of those properties; establishes that the Council considered a diagram of the proposed improvements ; states the number of protests filed were none , and establishes that the special benefits received from the improvements were considered and were in the best interest of the City and the property owners . Section 1 : Orders installation and construction of the im- provements as per Exhibit "A" attached , and states that the Council may modify the details of the improvements as long as the modifica- tions do not alter the plan of the improvements . Section 2: Establishes Local Improvement District No . 324 as legally described on Exhibit "B" attached hereto . Section 3 : Establishes the estimated cost of the improvement to be approximately $ 134, 675. 00 , to be borne entirely by the Improvement District . Section 4 : States that the nature of the improvement is such that the special benefits conferred upon the property will be fairly reflected by front footage assessment , adjusted for special conditions and that all properties within the District are specially benefited and assessed . Section 5 : Establishes that Local Improvement District warrants shall be issued in payment of costs of the improvement , such warrants payable out of Local Improvement Fund , District No . 324 and provides for deferral of assessments to economically disadvantaged persons as defined by the Ordinance . Section 6 : Requires that all improvements shall be done by competitive bid contract with the reservation of the right to reject any and all bids . Section 7 : Establishes Local Improvement Fund , District No . 324 into which funds shall be deposited from the sale of revenue warrants and from which shall be paid warrants to the contractor for payment of work done on the improvements . Section 8 : Authorizes the Public Works Director to call for bids . Section 9 : Reserves to the City the right to issue install- ment notes in lieu of bonds and warrants . Section 10: This Ordinance was adopted on July 13, 1981 1981 . A full text of this Ordinance will be mailed without charge upon request to the City Clerk. Date of Publication .
