HomeMy WebLinkAboutORD 3630 Amends Ordinance No. 3237 Amended by Ordinance No. 4238 CITY OF RENTON , WASHINGTON ORDINANCE NO. 3630 AN ORDINANCE OF THE CITY OF RENTON , WASHINGTON, AMENDING CHAPTER 3 OF TITLE VIII (HEALTH AND SANITATION) OF ORDINANCE NO. 1628 ENTITLED "CODE OF GENERAL ORDINANCES OF THE CITY OF RENTON" RELATING TO REVISED RATES AND HOURS OF PICK-UP . THE CITY COUNCIL OF THE CITY OF RENTON , WASHINGTON , DO ORDAIN AS FOLLOWS : SECTION I : Existing Subsection (A) of Section 8-307 of Title VIII (Health and Sanitation) of Ordinance No . 1628 entitled "Code of General Ordinances of the City of Renton" is hereby amended as follows : Section 8-307 (A) , as amended: Regular collections from business firms and commercial enterprises will be made as often as required but shall not exceed one pickup per day , six (6) days per week, Monday through Saturday , between the hours of four o ' clock (4: 00) A.M. and twelve o ' clock (12 : 00) P .M. (Noon) . SECTION II : Existing subsections A and B , and D (1) of Section 8- 309 of Title VIII (Health and Sanitation) of Ordinance No . 1628 entitled "Code of General Ordinances of the City of Renton" are hereby amended as follows : Section 8-309 (A) , as amended: RATE FOR CHARGES : The following schedule is hereby adopted as the charges to be paid to the City for services rendered for each category : (A) Collection of garbage , refuse and swill from residential dwellings shall be made once a week and the charges therefor shall be as follows : 1 . For "garbage cans" and/or "garbage units" as herein defined, placed not more than twenty five feet (25 ' ) from the edge of street , curb or alleyway abutting or adjoining unit serviced : -1- Not more than 1 can per week $4. 82 per month Not more than 2 cans per week 5 . 25 per month Each additional can per week 1 . 00 per month Extra Units 1 . 00 per pickup 2 . For "garbage cans" and/or "garbage units" as herein defined, placed more than twenty five feet (25 ' ) but less than sixty feet (60 ' ) from the edge of the street , curb , or alleyway abutting or adjoining unit serviced: Not more than 1 can per week $ 5 . 95 per month Not more than 2 cans per week 6 . 95 per month Each additional can per week 1 . 00 per month Extra Units 1 . 00 per pickup 3 . For "garbage cans" and/or "garbage units" as herein defined, that are placed more than sixty feet (60 ' ) from the edge of street , curb , or alley abutting or adjoining unit serviced: Not more than 1 can per week $6 . 20 per month Not more than 2 cans per week 7 . 45 per month Each additional can per week 1 . 00 per month Extra Units 1 . 00 per pickup 4. All categories in Section 8-309 (A) 1 , 2 , and 3 are subject to a flat $1 . 00 fee for Senior Citizens who qualify for the "Senior Citizen Rate" as established by Ordinance No . 2946 , to-wit : a. Every single person, sixty two (62) years of age or older , and every single person, substantially and permanently disabled residing in a single family dwelling, either as owner or purchaser, whose income from all sources is Five Hundred Fifty Eight Dollars seventy one cents ($558 . 71) per mont or less and six thousand seven hundred doclars sixty one cents ($6 , 704. 61) per annum or less . This maximum figure shall increase whenever there is an increase in Social Security benefits in an amount proportionate to the increase in the Social Security benefits . b . Every married couple, constituting a marital community , residing in a single family dwelling either as owner or purchaser, and both spouses being sixty two (62) years of age or older and substantially and permanently disabled, while the other spouse is under the age of sixty two (62) , and whose total income from all sources is eight hundred thirty eight dollars and eleven cents ($838 . 11) per month or less , and ten thousand fifty seven and 55 cents ($10 , 057 . 55) per annum or less . This maximum figure shall increase whenever there -2- is an increase in Social Security Benefits in an amount proportionate to the increase in the Social Security benefits ; c . Every such person (if married, then either spouse) shall file with the Utilities Department of the City , his or her statement , under oath, that he , she or they are qualified to be charged the special rate for such garbage collection services hereinabove stated, and such statement to contain such other information as the Utilities Department may prescribe , including residence address , ownership or interest in dwelling occupied by such applicant or applicants , or rental unit , as the case may be , the amount , source and nature of all income from any and all sources , together with the applicant ' s unqualified promise to forthwith notify the City of any circumstances or change in condition which would make the applicant or applicants ineligible to receive said special rates . All of such information shall be treated in confidence and all such applications and statements shall only be available for inspection by authorized personnel of the City . The Utilities Department shall have the right , whenever deemed necessary , to require such statement on an annual basis . Section 8-309 (B) , as amended: (B) Collection of garbage , refuse and swill from business firms and commercial enterprises shall be made each weekday and the charges to be as follows : 1 . For "garbage cans" and/or "garbage units" as herein defined - ninety four cents ($0 . 94) per can picked up . 2 . The minimum monthly charge for each such business or commercial account shall be the sum of Six Dollars fifty eight cents ($6 . 58) per month . 3 . The rate for the handling of hydraulic handled containers approved by the City ' s contractor and the City for the use by commercial , industrial and multiple dwelling establishments shall be as follows : 1 yard container $ 4. 82 per pickup 1 1/2 yard container 6 . 82 per pickup 2 yard container 8 . 45 per pickup 3 yard container 12 . 20 per pickup 4 yard container 15 . 95 per pickup 6 yard container 22 . 35 per pickup 8 yard container 28 . 75 per pickup 20 yard container 43 . 75 per pickup plus dump f e e 30 yard container 46 . 90 per pickup plus dump fee 40 yard container 50 . 00 per pickup plus dump fee -3- Compactors $ 2 . 38 per cubic yard plus dump fee Sewage grit $ 17 . 10 per ton plus dump fee Minimum Pickup 1 to 8 yard containers - once per week 20 to 40 yard containers - twice per month Compactors - twice per month 4. The rate for handling temporary contractor drop boxes shall be as follows : 20 yard container $ 45 . 95 per pickup plus dump f e e 30 yard container $ 49 . 20 per pickup plus dump f e e 40 yard container $ 52 . 50 per pickup plus dump f e e Minimum Pickup Temporary Contractor Drop Boxes - Twice per month Section 8-309 (D) 1 , as amended : 1 . Collection of Industrial Waste and Rates : "Industrial Waste" , as that term is herein defined, shall be collected by the City ' s collector holding a valid and subsisting contract therefor , from the manufacturing establishments having such wastes at the rates and upon the terms established herein as the same may be amended from time to time. The belowspecified rates and conditions are based on annual quantities of "Industrial Wastes" of loose measure or equivalent in combination of loose and compacted waste . (a) Forty (40) yard load of loose industrial waste , whether in Contractor ' s or Customer ' s containers , exclusive of "dumping fee" at Disposal Facility . $ 46 . 90 per load (b) All loose industrial waste hauled in other than Contractor ' s or Customer ' s forty (40) yard containers exclusive of "dumping fee" at Disposal Facility, $ 2 . 40 per cubic yd. (c) Compacted industrial waste in customer- furnished containers , exclusive of "dumping fee" at disposal facility $50 . 00 per load (d) Rates for all industrial concerns not falling in above catagories as herein set forth shall be as specified in subparagraph (B) 3 of -4- Section 8-309 . All categories will be reviewed quarterly . If the user is not falling into its specified category , an adjustment will be made at that time for the previous quarter . This adjustment may be in favor of the contractor or the user whichever is appropriate . SECTION III : Any and all ordinances or parts of ordinances in conflict herewith are hereby repealed. SECTION IV: This ordinance shall be effective with the July , 1982 collection and upon its passage , approval and five days after its publication.
