Home My WebLink AboutORD 3653 � r �.� 3988 i CITY OF RENTON, WASHINGTON ORDINANCE NO. 3653 AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON AMENDING PORTIONS OF CHAPTER 7 and CHAPTER 22 , TITLE IV (BUILDING REGULATIONS) OF ORDINANCE NO . 1628 ENTITLED "CODE OF GENERAL ORDINANCES OF THE CITY OF RENTON" RELATING TO OUTSIDE STORAGE FACILITIES SECTION I : The followingexisting g s ubsections of Chapter 7 , Title IV (Bulding Regulations) of Ordinance No . 1628 entitled "Code of General Ordinances of the City of Renton" are amended to read as follows : Section 4- 702 (B) 3 . BliLK STORAGE : The holding or stockpiling on land of materials and/or products where such storage constitutes forty percent (40%) of the developed site area and the storage area is at least one acre , and where at least three (3) of the following criteria are met by the storage. activity : (1) in a bulk form or in bulk containers ; (2) under protective cover to the essential exclusion of other uses of the same space due to special fixtures or exposed to the elements ; (3) in sufficient numbers , quantities or spatial allocation of the site to determine and rank such uses as the principal use of the site ; (4) the major function is the collection and/or distribution of the materials and/or products rather than processing ; and (5) the presence of fixed bulk containers or visible stockpiles for a substantial period of a year . (a) Bulk storage facilities include , but are not limited to : (1) Automobile holding and transfer depots . (2) Brick or tile storage and manufacturing (3) Concrete block and products storage and manufacturing (4) Contractor equipment yards . (5) Equipment or machinery of the stationary type not in use , not mounted on necessary foundations or connected as required when during use , not designated and used as portable , and not stored in a warehouse . This includes operable motor vehicles or wheeled equipment used only periodically where storage durations exceed those provided for parking lots as defined in Chapter 22 , Title IV. (6) Founderies . -1- i (7) Fuel yards , wholesale (8) Grain or feed silos , elevators or the open storage of grain and feed . (9) Log, random cut and chipped wood by-products storage . (10) Lumber mills and wholesalers . (11) Sand and gravel yards including sizing , transfer and loading equipment when present . (12) Scrap or junk yards and wrecking yards . (13) Solid waste holding and disposal areas . (14) Tank farms including distribution and loading systems . (b) Bulk storage facilities excluded : (1) Land banks , greenbelts , watersheds or public water reservoirs . (2) Parking lots or structures for private licensed automobiles . (3) Ship yards . (4) Warehouses alone or in conjunction with manufacturing, on the site and when not including any of the uses in Section 4-702(B)3 (a) . (5) Facilities for storage of petroleum or any of its by-products , for use incidental to the primary use of the property (e . g. heating , boiler or vehicular fuel or lubricants . ) (6) Retail service stations . (7) Retail sales lots for new or used automobiles . Section 4-702 (0) 1 . ODOR THRESHOLD: The concentration of an odorant in clean ambient air which is said to produce an olfactory response in most people . 2 . OUTSIDE STORAGE. Exterior storage which would be classified as Bulk Storage , but is less than the minimum area requirement . Section 4-734 (B) 1 . Bulk storage facilities may be allowed only by special permit as specified in Section 4-722 (B) . The fee for the special permit for bulk storage facilities is specified in the Fee Schedule Ordinanc Section 4-734 (x) 1 . Recognized Higher Risk Storage . Those bulk storage uses which are considered as having a recognized higher risk shall have a barrier as specified in Section 4-734(0) , Hazardous Materials , with -2- a screen that is at least eighty percent (80%) opaque on top of the barrier and setback at least twenty feet (20' ) from the property line . The barrie-.- shall have a maximum height of four feet (4' ) when measured as in Section 4-734(0)3 . The combined height of the four foot (4` ) (maximum) barrier ar,ci screen shall be at least twenty five percent (25%) of the height of the bulk storage provided such combination is at least eight feet (8 ' ) high . An optional security fence shall have at least a twenty foot (20 ' ) setback. All areas between the property lines and the screen shall be landscaped except for ingress and egress areas and except when a second bulk storage facility has a contiguous side or rear property line with an existing bulk storage facility constructed to the standards specified in Section 4-734 . The landscape plan shall be prepared by a licensed landscape architect and approved by the Building Department . Section 4-734 (E) 2 . Other Bulk Storage . Those bulk storage uses not included in Section 4-734(E) 1 above shall have a screen including gates and shall be at least eighty percent (80%) opaque surrounding the property area . Said screen shall be at least twenty five percent (25%) as high as the bulk storage containers or stock piles provided said screen is at least eight feet (8 ' ) high. The screen and optional security fence shall be setback at least twenty feet (20 ' ) from all property lines except that for those bulk storage facilities whose total ownership is less than two and one-half (2 1/2) contiguous acres in area , the Hearing Examiner may reduce this setback up to fifty percent (50%) for good cause and upon proper written application. All areas between the property lines and the screen shall be landscaped except for ingress and egress areas and except when a second bulk storage facility has a contiguous side or rear property line that abuts an existing bulk storage facility constructed to the standards specified in Section 4-734 provided there is at least a twenty foot (20 ' ) landscaped strip . The landscape plan is to be approved by the Building Department . A landscaped berm may be used by itself or -3- t � . ti in combination with a screen provided the required height is met . The slope: . of said berm shall be at least two feet (2 ' ) horizontal to one foot (1 ' ) vertical . There shall be a flat area on top of the berm with a minimum width of two feet (2 ' ) . A retaining wall may be substituted for the interna : side of the berm provided the retaining wall is approved by a licensed engineer. Section 4-734 (J) 8 . All on-site surfaces used for daily traffic within the lot or as a part of the traffic flow pattern required in Section 4-734(J) 3 shall be paved and maintained in a good condition with an asphalt surfacing, or its equivalent if approved by the administrative official , to prevent the generation of dus.t or the tracking of mud onto public right-o : ways . Storage areas not intended for maneuvering space shall be paved with a surface satisfactory to the Hearing Examiner to meet the requirements of this Chapter and minimize dust and control storm water drainage . SECTION II : A new Section 737 is added to Chapter 7 , Title IV, (Building REgulations) of Ordinance No . 1628 entitled "Code of General Ordinances of the City of Renton" as follows : Section 4-737 : Outside Storage Facilities . (1) Outside storage lots shall be effectively screened by a combination of landscaping and fencing. . (a) A minimum of ten foot (10 ' ) landscaped strip is required between the property lines along public rights of way and the fence . The landscaping shall be of size and variety so as to provide an eighty percent (80%) opaque screen . (b) The entire perimeter must be fenced by a minimum of an eight foot (8 ' ) high sight obscuring fence . Gates may be left unscreened for security purposes . (c) Storage areas may be surfaced with crushed rock or similar_ material to the approval of the Public Works Department to minimize dust , control surface drainage , and provide suitable access . SECTION III : Existing Section- 4-2202 of Chapter 22, Title IV, (Building Regulations) of Ordinance No . 1628 entitled "Code of General Ordinances of the City of Renton" is hereby amended by amending subsection 4 and adding an additional subsection, as follows : -4- E , v Section 4-2202 (4) : Parking Lot or Parking Area . A specially designed off-street place intended to be used primarily for the temporary storage of vehicles for durations of less than seventy-two (72) hours . Included in this definition is. the permanent surface , striping, landscaping and other features required by this Ordinance . Section 4-2202 (9) : Storage Lot : A specially designed area for parking or holding .of operable motor vehicles or wheeled equipment for more than seventy-two (72) hours . (See bulk storage regulations for lots exceeding one acre in area. ) SECTION IV : Existing Section 4-2204 of Chapter 22 , Title IV, (Building Regulations) of Ordinance No . 1628 entitled "Code of General Ordinances of the City of Renton" is hereby amended by adding an additional subsection to subsection (8) (B) and amending, subsection (9) (A) as follows : Section 4-2204 (8) (4) : Storage Lot : Perimeters of the lot must be effectively screened by a combination of landscaping and fencing. (a) A minimum of a ten foot (10 ' ) landscaped strip is required between the property lines along public rights of way and the fence . The landscaping shall be of size and variety so as to provide an eighty percent (80%) opaque screen. (b) The entire perimeter must be fenced by a minimum of an eight foot (8 ' ) high sight obscuring fence . Gates may be left unscreened for security purposes . Section 4-2204 (9) (A) : Paving . (1) All off-street parking areas shall be paved with asphaltic concrete , cement or equivalent material of a permanent nature approved by the Public Works Department (2) Storage lots may be surfaced with crushed rock or similar material approved by the Public Works Department . SECTION V : This Ordinance shall be effective upon its passage , approval and thirty (30) days after its publication. PASSED BY THE CITY COUNCIL this 23rd day of August , 1982 .
