HomeMy WebLinkAboutORD 3760 Amends Ordinances t 2879 2915 3215 3538 CITY OF RENTON, WASHINGTON ORDINANCE NO. - () �c63�j3�t9�i AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, y351 y3`�$ ADOPTING THE UNIFORM BUILDING CODE, PLUMBING CODE, UNIFORM MECHANICAL CODE, ELECTRICAL CODE , SWIMMING POOL CODE AND UNIFORM HOUSING CODE BY REFERENCE AND AMENDING PORTIONS OF CHAPTERS 1 , 2, 17 , 3 , 4 and 9 OF TITLE IV (BUILDING REGULATIONS) OF ORDINANCE NO. 1628 ENTITLED "CODE OF GENERAL ORDINANCES OF THE CITY OF RENTON" RELATING TO SAME THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO ORDAIN AS FOLLOWS : SECTION I : Existing Section 4-101 of Title VI (Building Regulations) of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton" is hereby amended as follows : Section 4-101 , as amended : ADOPTION: The "Uniform Building ' Code , 1982 Edition" together with "Uniform Building Code Standards , 1982 Edition" as issued by the International Conference of Building Officials", of which one (1) copy in book form has heretofore been filed and is now on file in the office of the City Clerk and made available for examination by the public, are hereby adopted as the "Uniform Building Code" and the "Uniform Building Code Standards" by the City of Renton, and said Codes may be hereafter designated as the "City of Renton Uniform Building Code" and "City of Renton Uniform Building Code Standards" . SECTION II : Existing subsection (E) of Section 4-102 of Title IV (Building Regulations) of Ordinance No . 1628 entitled "Code of General Ordinances of the City of Renton" is hereby amended to read as follows : -1- " A: i Section 4-102 (E) , as amended : The following Chapters from the Appendix of the Uniform Building Code and the Washington State Energy Code, of which one (1) printed copy in book form. has hereto- fore been filed and is now on file in the office of the City Clerk and made available for examination by the public , are hereby adopted as the "Uniform Building Code" : A. Chapter 7 , Part 1 & 2 , Pages 705-711 , "Uniform Building Code, 1982 Edition" entitled "Covered Mall Buildings and Aviation Control Towers" . B. Chapter 32 , "Uniform Building Code, 1982 Edition" , entitled "Re-Roofing" . C. Chapter 49 , "Uniform Building Code, 1982 Edition" , entitled "Patio Covers" . D. Washington State Energy Code as adopted by the State Legislature in June of 1980. E. Chapter 55 , "Uniform Building Code, 1982 Edition, entitled "Membrane Structures" . SECTION III : Existing Section 4-102 of Title IV (Building Regulations) of Ordinance No . 1628 entitled "Code of General Ordinances of the City of Renton" is hereby amended by adding the following new subsections : Section 4-102 , (I) : Amend Figure #4, Chapter 23 to read , Basic wind speed for Renton is 80 M.P.H. Section 4-102 , (J) : Amend Table 23F, Chapter 23 to read, Exposure "B" to be used for Renton. SECTION IV: Existing Section 4-105 of Title IV (Building Regulations) of Ordinance No . 1628 entitled Code of General Ordinances of the City of Renton" is hereby removed from t1iis Section and made apart of Section 9-803 as hereinafter after set forth. -2- SECTION V: Existing Section 4-201 of Title IV (Building Regulations) of Ordinance No . 1628 entitled "Code of General Ordinances of the City of Renton" is hereby amended to read as follows : Section 4-201 , as amended: UNIFORM PLUMBING CODE ADOPTED: The "Uniform Plumbing Code , 1982 Edition" as issued by the International Association of Plumbing and Mechanical Officials" , of which one (1) printed copy in book form has heretofore been filed and is now on file in the office of the City Clerk and made available for examination by the public, .is hereby adopted as the "Uniform Plumbing Code" by the City of Renton, and said Code may be hereafter designated as the "City of Renton Uniform Plumbing Code" . SECTION VI: Existing Section 4-202 of Title IV (Building Regulations) f o Ordinance No . 1628 entitled Code of General Ordinances of the City of Renton is hereby amended to read as follows : Section 4-202 , as amended: SCHEDULE OF FEES : Minimum fee for each permit issued 1 p .$ 0 .00 Each plumbing fixture or trap or set of fixtures on one trap . . . . . . . . . . . . . . . . . . . . . . . . $ 5 .00 Rainwater systems per drain . . . . . . . . . . . . . . . $ 5. 00 Each industrial waste pretreatment interceptor. . . . . . $ 5 . 00 Installation, alteration or repair of water piping. . . . $ 5 . 00 Repair or alteration of drainage or vent piping . . . . . $ 5 .00 Lawn sprinkler system . . . . . . . . . . . . . . . . . . $ 5 .00 -3- L Vacuum breakers or backflow protective devices on tanks , vats , etc. One (1) to five (5) .. . . . . . . . . . . . . . . $ 5 .00 Over five (5) . . . . . . . . . . . . . . . . . . $ 1 .00 Private sewage disposal system (septic tank) $10 .00 Gas piping system One (1) to five (5) outlets . . . . . . . . . . . . $ 5 .00 Additional outlets , each . . . . . . . . . . . . . $ 1 .00 SECTION VII : Existing (Section 4-203 of Title IV (Building Regulations) of Ordinance No. 1623 entitled "Code of General Ordinances of the City of Renton" is hereby amended to read as follows : Section 4-203 : AMENDMENTS : (A) Any and all amendments , additions or modifications to said Code, when printed and filed with the City Clerk of the City of Renton by authorization of the City Council from time to time , shall be considered and accepted and constitute a part of such Code as amended, without the necessity of further adoption of such amendments , modifications or additions by the legislative authority of the City of Renton or by Ordinance. (B) Vi6lations, and Penalties: Amend first paragraph of Sec. 20.3 to read: Any person, firm or corporation violating any provision of this 0 Code shall be deemed guilty of a misdemeanor and, upon conviction thereof, shall be punishable by a fine not to exceed $500 . 00 or by imprisonment in the City jail for not to exceed 3 months , or both fine and imprisonment . Each separate day or any portion thereof, during which any violation of this Code occurs or continues , shall be deemed to constitute a separate offense and, upon conviction thereof, shall be punishable as herein provided. The issuance or granting -4- of a permit or approval of plans and specifications shall not be deemed or construed to be a permit for, or an approval of, any violation of the provisions of this Code . No permit presuming to give authority to violate or cancel the provisions of this Code shall be valid except insofar as the work or use which it authorized is lawful . (C) The Board of Appeals of Section 20. 14 shall be the Board of Adjustment . SECTION VIII : Existing 4-1701 of Title IV (Building Regulations) of Ordinance No . 1628 entitled "Code of General Ordinances of the City of Renton" is hereby amended to read as follows : Section 4-1701 , as amended : ADOPTION. The "Uniform Mechanical Code, 1982 Edition" , as issued by the International Conference of Building Officials" , of which one (1) printed copy in book form has heretofore been filed and is now on file in the office of the City Clerk and made available for examination by the public, is hereby adopted as the "Uniform Mechanical Code" for the City of Renton, which Code may hereafter be designated as "City of Renton Uniform Mechanical Code"; and any and all amendments , additions or modifica- tions thereto when printed and filed with the City Clerk of the City of Renton by authorization of the City Council from time to time shall be considered and accepted and constitute a part of such Code without the necessity of further adoption of such amendments , modifications or additions by the legislative authority of the City of Renton or by ordinance. -5- 5 (B) The Board of Appeals of Section 203 shall be the Board of Adjustment . (_C) The City Clerk is hereby authorized and directed to duly authenticate and record a copy of the abovementioned Code , together with any amendments or additions thereto , together with an authenticated copy of this Ordinance. (D) This Ordinance shall not be construed to relieve from or lessen the responsibility of any person owning, building , altering, constructing or moving any building or structure as defined in the aforesaid Code ; nor shall the City of Renton or any agent thereof be held as assuming such liability by reason of inspection authorized herein or a certificate of inspection issued by the City or any of its agencies . SECTION IX: Existing subsection (A) of Section 4-305 of Title IV .(Building Regulations) of Ordinance No . 1625 entitled '-'Code of General Ordinances of the City of Renton" is hereby amended as follows: Section 4-305 (A) , as. amdnded : ELECTRICAL FEE PERMIT: 1 . Residential Single Family and Duplex, New Service 100 AMP service $ 30 . 00 Over 100 AMP to 200 AMP 40 . 00 Over 200 AMP to 600 AMP 50 . 00 2 . Residential Service Changes Change 100 AMP to 200 AMP 20 . 00 Change a ge 20 0 AMP to 600 AMP 30 . 00 Any new circuits added to above 5 .00 3 . Multi-Family, Commercial and Industrial a) The minimum fee for any electrical permit shall be $20 . 00 when total cost is up to $250 . 00 b) When cost is over $250 up to $1 , 000 , the fee .shall be $20 . 00 plus 2 . 3% of cost c) When cost is over $1 , 000 and up to $5 ,000 , the fee shall be $43 .00 plus 1 . 5% of cost d) When cost is over $5 ,000 and up to $50 ,000 the fee shall be $118 . 00 plus 1% of cost . e) When cost is over $50 ,000 and up to $250 ,000 , the fee shall be $618 . 00 plus . 6% of cost . f) When cost is over $250 ,000 and above, the fee shall be $2 , 118 . 00 plus . 5% of cost . SECTION X: Existing Section 4-401 of Title IV (Building Regulations) of Ordinance No . 1628 entitled "Code of General Ordinances of the City of Renton" is hereby amended as follows : Section 4-401 , as amended : UNIFORM CODE ADOPTED: Said "Uniform Swimming Pool Code, 1982 Edition" as issued by the "International Association of Plumbing and Mechanical Officials" of which one (1) printed copy in book form has heretofore been filed and is now on file in the office of the City Clerk and made available for examination by the public , is hereby adopted as the "Uniform Swimming Pool Code, 1982 Edition" by the City of Renton and said Code may be hereafter designated as the "City of Renton Uniform Swimming Pool Code , 1982 Edition." SECTION XI : Existing Section 4-403 of Title IV (Building Regulations) of Ordinance No . 1628 entitled "Code of General Ordinances of the Cit of Renton" is hereby amended as follows : Y Y -7- Section 4-403 , as amended : AMENDMENTS : A. Any and all amendments , additions or modifications to said Code, when printed and filed with the City Clerk of the City of Renton by authorization of the City Council from time to time, shall be considered and accepted and constitute a part of such Code without the necessity of further adoption of such amendments , modifications or additions by the legislative authority of the City of Renton or by ordinance. B. The Board of Appeals of Section 1 . 18 shall be the Board of Adjustment . -8- e SECTION XII : Existing Section 4-901 of Title IV (Building Regulations) of Ordinance Vo . 1628 entitled "Code of General Ordinances of the City of Renton" is hereby amended as follows : Section 4-901 , as amended : UNIFORM HOUSING CODE ADOPTED: The "Uniform Housing Code , 1982 Edition" as issued by the"International Conference of Building Officials" , of which one (1) printed in book form has heretofore been filed and is now on file in the office of the City Clerk and made available for examination by the. public , is hereby adopted as the "Uniform Housing Code" by the City of Renton, and said Code may be hereafter designated as the "City of Renton Uniform Housing Code . " SECTION XIII : Existing Section 4-902 of Title IV (Building Regulations) of Ordinance No . 1628 entitled "Code of General Ordinances of the City of Renton" is hereby amended as follows : Section 4-902 , as amended : AMENDMENTS : A. Any and all amendments , additions or modifications to said Code , when printed and filed with the City Clerk of the City of Renton by authorization of the City Council from time to time shall be considered and accepted and constitute a part of such Code without the necessity of further adoption of such amendments , modifications or additions by thelegislative authority of the City of Renton or by ordinance. B . The Dangerous Building Code , Chapter 21 of Code of General Ordinance shall be used for procedures in Chapter 11 through 16. -9- SECTION XIV: Existing Section 9-803 of Title IX (Public Ways and Property) of Ordinance No . 1628 entitled "Code of General Ordinances of the City of Renton" is hereby amended as follows : Section 9-803 , as amended : PERMIT FEE; INSPECTION: The fee for such permit for each excavation or improvement shall be as follows : Sidewalks , Curbs , Excavations , Improvements Less than thirty five feet (35 ' ) in length $ 10 . 00 Sidewalks , Curbs , Excavations , Improvements thirty six feet (36 ' ) to one hundred feet (100 ' ) 25 .00 Sidewalks , Curbs , Excavations , Improvements over one hundred feet (1001 ) 50 . 00 (However , if the cost of such inspection to the City exceeds said sum of the permit then the permittee shall pay unto the City such additional inspection fees as may be determined by the Public Works Department , not to exceed the rate of ten dollars ($10. 00) per hour. ) . In addition to other permits and fees there will be an inspection/approval fee for offsite improvements . This fee will be based on a percentage of the estimated cost of improvements using the following formula : 2% of the first $100, 000 1 1/2% of that amount over $100 ,000 but less than $200 ,000 1% of any amount over $200 , 000 . The developer will be requiredto submit separate cost estimates for each item of improvement . These will be checked by the Public Works Department for accuracy . -10- Monies derived from the above charges shall be deposited in the General Fund except any monies collected for inspection and approval of water mains and sanitary sewers shall be deposited to the Utility Fund. The fees are due and payable prior to approval of construction plans . SECTION XV: This Ordinance shall be effective upon its passage, approval and thirty days after publication.
