HomeMy WebLinkAboutORD 3775 Amended by Ordinance No. 3990, 4462 CITY OF RENTON, WASHINGTON ORDINANCE NO. 3775 AN ORDINANCE OF THE CITY OF RENTON , WASHINGTON REPEALING AND RE-ENACTING THE PROVISIONS OF CHAPTER 19, TITLE V (BUSINESS -REGULATIONS) OF ORDINANCE NO. 1628 ENTITLED "CODE OF GENERAL ORDINANCES OF THE CITY OF RENTON" RELATING TO REGULATION OF FOR-HIRE DRIVERS AND PRESCRIBING PENALTIES. THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON DO ORDAIN AS FOLLOWS : SECTION 1 : Existing Chapter 19 of Title V (Business Regulations) 4 of Ordinance No. 1628 entitled "Code of General. Ordinances of the City of Renton, is hereby repealed and re-enacted as Chapter 27, Title VI (Police Regulations) , as follows : CHAPTER 27 FOR-HIRE DRIVERS AND TAXICAB REGULATIONS 6-2701 FOR-HIRE DRIVERS AND TAXICAB REGULATIONS : (A) County License Required: Any "for-hire" vehicles operating within the City limits of the City, whether for pick up or delivery or otherwise , shall bear and display a King County taxicab license or other similar license required by King County for operation of "for-hire" vehicles . (B) Unlawful to Operate For-Hire Vehicles Without License : It shall be unlawful for any person to own, operate or drive as vehicle for hire within the City without having first taken out for each and every vehicle so used, a license so to do, to be known as a "vehicle license" . (C) Taxicab Zones : There are hereby established the following taxi zones in the City, and such zones or any substitutes therefor as determined by the City Council from time to time , shall be assigned to the licensee by the City Council at the time of the issuing of licenses as provided in this Chapter: ( 1 ) A taxicab zone on the southwest corner on Wells Avenue South at South 3rd Street. (2) A taxi zone in the first parking space south of Houser Way on the east side of Wells Avenue South . (3 ) A taxi zone at the northwest corner of 3rd Street and Burnett Street . There shall not be more than one taxicab parked in any taxi zone specified in subsections ( 1 ) , (2) and (3) at any one time . It shall be unlawful for any taxicab to park in any other restricted area except for the purpose of picking up passengers upon call or discharging passengers . The Director of Public Works is authorized and directed to provide for the erection of suitable signs relative to the taxi parking zones . (D) Display Of License : Every owner or operator of any taxicab or for-hire vehicle shall at all times carry in such vehicle permits issued by the Department of Licenses of the State of Washington showing such vehicle to be properly bonded for the protection of the public . (E) Unlawful Not To Pay Fare : It is unlawful for any driver of a taxicab to refuse to accept as a passenger any person of proper deportment who requests a ride when the taxicab is unemployed . It is unlawful for any person to refuse to pay the regular fare for a taxicab or for-hire vehicle after having hired the same . (F) Leaving Taxicab Unattended: It shall be unlawful for any driver of a taxicab or for-hire vehicle to leave the same unattended, or to make repairs thereto or wash such vehicle while in a taxicab zone ; except that a period of not to exceed sixty (60) minutes is allowed such driver for purposes of taking his meals or shopping during which time such taxicab may be left unattended as long as same does not interfere with other taxicabs within such zone . (G) Unlawful To Solicit Fares : It shall be unlawful for any for-hire driver to cruise , drive , or operate a taxicab repeatedly and persistently to and fro upon a public street or to solicit thereon, or on private property, or to haul any additional passengers when his taxicab has been engaged for-hire and is occupied already by a passenger or passengers , except with the permission of such occupying passenger or passengers . (H) Violations And Penalties: Any person violating or failing to comply with any of the provisions of this Chapter shall be deemed guilty of a misdemeanor and upon conviction thereof shall be punished by a fine in any sum not exceeding Five Hundred Dollars ($500 .00) , or by imprisonment in the City Jail for a period of not exceeding ninety (90) days , or by both such fine and imprisonment . 2 - SECTION 2: If any section, subsection , sentence , clause , phrase or portion of this Ordinance is for any reason held to be invalid or unconstitutional by any court of competent jurisdiction , such portion shall be deemed to be a separate , distinct and independent provision and such decision shall not affect the validity of the remaining portions of this Ordinance . SECTION 3: Existing Chapter 19 , Title V (Business Regulations) of the City Code is hereby repealed . SECTION 4: This Ordinance shall be in effect upon its passage , approval and thirty (30) days after publication . PASSED BY THE CITY COUNCIL on December 19th , 1983 • Maxine E.
